<official-title>To amend the Internal Revenue Code of 1986 with respect to the eligibility of veterans for mortgage bond financing, and for other purposes.</official-title>

<section id="H75DF1D1DB2854AE68BE4EF8C61DF4777" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>American Veterans Homeownership Act of 2005</short-title></quote>.</text></section> 
<section section-type="subsequent-section" id="HD244987F1CCE4C5095CC5215CF49D28" display-inline="no-display-inline"><enum>2.</enum><header>All veterans eligible for State home loan programs funded by qualified veterans’ mortgage bonds</header> 
<subsection id="HAC4266BE4CAB4F7780EAF6A930F3009F"><enum>(a)</enum><header>In general</header><text><external-xref legal-doc="usc" parsable-cite="usc/26/143">Section 143(l)(4)</external-xref> of the Internal Revenue Code of 1986 (defining qualified veteran) is amended—</text> 
<paragraph id="H8F585D6A8CC84900ADD03800752E51B4"><enum>(1)</enum><text>by striking <quote>at some time before January 1, 1977</quote> in subparagraph (A), and</text></paragraph> 
<paragraph id="H962EC95111CF4F38BEA267643C7B116"><enum>(2)</enum><text>by striking subparagraph (B) and inserting the following:</text> 
<quoted-block id="H42EF6A1A35AE422C82379FBEAF594F46"> 
<subparagraph id="H36B4BD9623E440A4A9DBACD535CF7B74"><enum>(B)</enum><text>who applied for the financing before the date 25 years after the last on which such veteran left active service.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="H448B12B363264E6788F4026F583F4CC5"><enum>(b)</enum><header>Effective date</header><text>The amendments made by this section shall apply to financing provided and mortgage credit certificates issued after June 30, 2005.</text></subsection></section> 
<section id="H80443450236644659BC2F5BBB8C7A109"><enum>3.</enum><header>Revision of State veterans limit</header> 
<subsection id="HC16DAC7D01884867AB4CC0ED8DE6BE11"><enum>(a)</enum><header>In general</header><text>Subparagraph (B) of <external-xref legal-doc="usc" parsable-cite="usc/26/143">section 143(l)(3)</external-xref> of the Internal Revenue Code of 1986 (relating to volume limitation) is amended to read as follows:</text>

<subparagraph id="H8860835557EC40D0B9066FC9DC63EC69"><enum>(B)</enum><header>State veterans limit</header><text>A State veterans limit for any calendar year is the amount equal to—</text> 
<clause id="HC30CF30FE2EA46F09296001BFAA0CAE2"><enum>(i)</enum><text display-inline="yes-display-inline">$215,000,000 for the State of Texas,</text></clause> 
<clause id="H099453339F4E4047AB2F2CE9686EAA1C"><enum>(ii)</enum><text display-inline="yes-display-inline">$265,000,000 for the State of California,</text></clause> 
<clause id="H5A56C52F01BE49269CCBD5EDF8E34488"><enum>(iii)</enum><text>$100,000,000 for the State of Oregon,</text></clause> 
<clause id="H77B084929EFE4E099BC0F21D5184CC25"><enum>(iv)</enum><text>$100,000,000 for the State of Wisconsin, and</text></clause> 
<clause id="H9B53DE4261CB40FDB6D36E2870513E6"><enum>(v)</enum><text>$100,000,000 for the State of Alaska.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H02DB952B26474AEF0021706C6D3889CE"><enum>(b)</enum><header>Effective date</header><text>The amendment made by this section shall apply to bonds issued after December 31, 2005.</text></subsection></section>
