<section id="H1B8F5C0DAE494E0292CCEE70CB66E76" section-type="section-one"><enum>1.</enum><header>Prohibition on closure or adverse realignment of Guard and Reserve facilities having a significant role in homeland defense</header> 
<subsection id="HC213A700C7374D4296B34B3EAA062071"><enum>(a)</enum><header>Report on facilities with significant role in homeland defense</header><text display-inline="yes-display-inline">The Secretary of Homeland Security shall review the list of military installations recommended for closure or realignment by the Defense Base Closure and Realignment Commission in the report transmitted to Congress by the President pursuant to section 2914(e) of the Defense Base Closure and Realignment Act of 1990 (part A of title XXIX of <external-xref legal-doc="public-law" parsable-cite="pl/101/510">Public Law 101–510</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/10/2687">10 U.S.C. 2687</external-xref> note) and prepare a report specifying each armory, readiness center, and other facility used for the development, training, operation, or maintenance of the reserve components of the Armed Forces that, while identified for closure or adverse realignment on such list, has a significant role in homeland defense.</text></subsection> 
<subsection id="H02CD22E35D634F71A2885236DA971900"><enum>(b)</enum><header>Submission of report</header><text display-inline="yes-display-inline">The Secretary of Homeland Security shall complete the review required by subsection (a) and submit the report to Congress not later than one year after the date of the enactment of this Act.</text></subsection> 
<subsection id="HEC201EA86FBB4F8A8173E8B8646B891B"><enum>(c)</enum><header>Prohibition on closure or realignment</header><text display-inline="yes-display-inline">Notwithstanding section 2904 of the Defense Base Closure and Realignment Act of 1990 (part A of title XXIX of <external-xref legal-doc="public-law" parsable-cite="pl/101/510">Public Law 101–510</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/10/2687">10 U.S.C. 2687</external-xref> note), the Secretary of Defense may not close or realign any armory, readiness center, or other facility of the reserve components identified in the report prepared under subsection (a) as an armory, readiness center, or other facility of the reserve components that has a significant role in homeland defense.</text></subsection> 
<subsection id="H058AA0BDCE7A46079C9EA0B3C9CB354"><enum>(d)</enum><header>Definitions</header><text>In this section, the terms <quote>armory</quote>, <quote>facility</quote>, and <quote>readiness center</quote> have the meaning given those terms in <external-xref legal-doc="usc" parsable-cite="usc/10/18232">section 18232</external-xref> of title 10, United States Code. </text></subsection></section>
