<section id="HB675A56FB7D9422EA6A00D508098BB7"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text> 
<paragraph id="HAAAEFF36ECB74E1B9416D7CA0244DDB2"><enum>(1)</enum><text>food insecurity and hunger are growing problems in the United States;</text> </paragraph>
<paragraph id="H17B613016E384C1A96F7EAFACFC1DC15"><enum>(2)</enum><text>in 2003, more than 36,000,000 people, 13,000,000 of whom were children, lived in households that were food insecure, representing an increase of 5,200,000 people in just 4 years;</text> </paragraph>
<paragraph id="H8314FB2CF3DF4D7C98718E0336BFF43C"><enum>(3)</enum><text>over 9,600,000 people lived in households in which at least 1 person experienced hunger;</text> </paragraph>
<paragraph id="H57354CB9E6664D288034642E7609C0E9"><enum>(4)</enum>
<subparagraph commented="no" display-inline="yes-display-inline" id="H444AEE90393F40209B441D393EE01230"><enum>(A)</enum><text>at the 1996 World Food Summit, the United States, along with 185 other countries, pledged to reduce the number of undernourished people by half by 2015; and</text> </subparagraph>
<subparagraph id="H0F47505C93784FA782F1F627C31018C3" indent="up1"><enum>(B)</enum><text>as a result of this pledge, the Department of Health and Human Services adopted the Healthy People 2010 goal to cut food insecurity in half by 2010, and in doing so reduce hunger;</text> </subparagraph></paragraph>
<paragraph id="H1592C97D2F064E7C91B0A3FF4F008DCF"><enum>(5)</enum>
<subparagraph commented="no" display-inline="yes-display-inline" id="HD752A3ED0FC2458CB52E42BB99EAAEF6"><enum>(A)</enum><text>the Healthy People 2010 goal measures progress that has been made since the 1996 World Food Summit and urges the Federal Government to reduce food insecurity from the 1995 level of 12 percent to 6 percent;</text> </subparagraph>
<subparagraph id="H51993F34E8AC4BCFA77779AC773EA356" indent="up1"><enum>(B)</enum><text>in 1999, food insecurity decreased to 10.1 percent, and hunger decreased to 3 percent, but no progress has been made since 1999; and</text> </subparagraph>
<subparagraph id="H74C0D8DCD91A4DA7B58628FA237B4D90" indent="up1"><enum>(C)</enum><text>in 2003, food insecurity increased to 11.2 percent and hunger increased to 3.5 percent, so that the United States needs to reduce food insecurity by approximately 5 percentage points in the next 5 years in order to reach the Healthy People 2010 goal;</text> </subparagraph></paragraph>
<paragraph id="H2BEEECE0C07042B1AD19B544BB4035D"><enum>(6)</enum><text>anti-hunger organizations in the United States have encouraged Congress to achieve the commitment of the United States to decrease food insecurity and hunger in half by 2010 and eliminating food insecurity and hunger by 2015;</text> </paragraph>
<paragraph id="H187CA4D5D1154E5484DC4BBFFC01BFFE"><enum>(7)</enum><text>anti-hunger organizations in the United States have identified strategies to cut food insecurity and hunger in half by 2010 and to eliminate food insecurity and hunger by 2015;</text> </paragraph>
<paragraph id="HECAE35C52D0446BC860068E39EC5D64"><enum>(8)</enum>
<subparagraph commented="no" display-inline="yes-display-inline" id="H530BD0B063ED4ED6B075F287DB32133C"><enum>(A)</enum><text>national nutrition programs are among the fastest, most direct ways to efficiently and effectively prevent hunger, reduce food insecurity, and improve nutrition among the populations targeted by a program; and</text> </subparagraph>
<subparagraph id="H169757AD5AE94921B4C0286453D5AD91" indent="up1"><enum>(B)</enum><text>the programs are responsible for the absence of widespread hunger and malnutrition among the poorest people, especially children, in the United States;</text> </subparagraph></paragraph>
<paragraph id="HA937C28F1C79451BA3AB757DABE3A176"><enum>(9)</enum>
<subparagraph commented="no" display-inline="yes-display-inline" id="H33743A46C36F4D0493DFE9F039C6CF45"><enum>(A)</enum><text>although national nutrition programs are essential in the fight against hunger, the programs fail to reach all of the people eligible and entitled to their services;</text> </subparagraph>
<subparagraph id="H802069EAC27140D09F3DA15DB7F6424D" indent="up1"><enum>(B)</enum><text>according to the Department of Agriculture, only approximately 56 percent of food-insecure households receive assistance from at least 1 of the 3 largest national nutrition programs, the food stamp program, the special supplemental nutrition program for women, infants, and children (WIC), and the school lunch program;</text> </subparagraph>
<subparagraph id="H5281E02AF00B4000B87BEFFE006D4BC" indent="up1"><enum>(C)</enum><text>the food stamp program reaches only about 54 percent of the households that are eligible for benefits; and</text> </subparagraph>
<subparagraph id="HF53043221AC846DC93C9EF288BB53D5" indent="up1"><enum>(D)</enum><text>free and reduced price school breakfasts are served to about <fraction>1/2</fraction> of the low-income children who get free or reduced price lunches, and during the summer months, less than 20 percent of the children who receive free and reduced price school lunches are served meals;</text> </subparagraph></paragraph>
<paragraph id="HD4D1235BE7C34639A59237DC6C5FDC52"><enum>(10)</enum><text>in 2001, food banks, food pantries, soup kitchens, and emergency shelters helped to feed more than 23,000,000 low-income people;</text> </paragraph>
<paragraph id="HB85F5A4CC04F4A0A87A8D9BA1573C17"><enum>(11)</enum><text>community-based organizations and charities can help—</text> 
<subparagraph id="H55FD19D54E6F4B4C97DDFB9404F532A8"><enum>(A)</enum><text>play an important role in preventing and reducing hunger;</text> </subparagraph>
<subparagraph id="HA8ABFD074C104FC78B4E006B6BE48B08"><enum>(B)</enum><text>measure community food security;</text> </subparagraph>
<subparagraph id="H69FD40A5DEB54081BCF30869A93F62D6"><enum>(C)</enum><text>develop and implement plans for improving food security;</text> </subparagraph>
<subparagraph id="H373B3F86480B40FD852CEF2771D26114"><enum>(D)</enum><text>educate community leaders about the problems of and solutions to hunger;</text> </subparagraph>
<subparagraph id="H28047FE74F1547F9002D8575C9D9A5D8"><enum>(E)</enum><text>ensure that local nutrition programs are implemented effectively; and</text> </subparagraph>
<subparagraph id="HA270235F419645C5AD126462BC356265"><enum>(F)</enum><text>improve the connection of food insecure people to anti-hunger programs;</text> </subparagraph></paragraph>
<paragraph id="HEBCF3A514C3C48108E8269B11500C637"><enum>(12)</enum><text>according to the Department of Agriculture, in 2003, hunger was 8 times as prevalent, and food insecurity was nearly 6 times as prevalent, in households with incomes below 185 percent of the poverty line as in households with incomes at or above 185 percent of the poverty line; and</text> </paragraph>
<paragraph id="HAE42B9DA67354A3F931F3E694CB1F7AA"><enum>(13)</enum><text>in order to achieve the goal of reducing food insecurity and hunger by <fraction>1/2</fraction> by 2010, the United States needs to—</text> 
<subparagraph id="H085DE55AC1C94CD397A4C15EB2CFD9B8"><enum>(A)</enum><text>ensure improved employment and income opportunities, especially for less-skilled workers and single mothers with children; and</text> </subparagraph>
<subparagraph id="H3E6D2F3C01104D5B8983A51B1ECB94C4"><enum>(B)</enum><text>reduce the strain that rising housing and health care costs place on families with limited or stagnant incomes.</text> </subparagraph></paragraph></section>
<section id="HDEFE4A752D8B4B2F8B8DB486686100CD"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> 
<paragraph id="H984BCB0441FA4F94BC2085B241715C44"><enum>(1)</enum><header>Domestic hunger goal</header><text>The term <term>domestic hunger goal</term> means—</text> 
<subparagraph id="H6736D59B12AC446882BE4DEB0000B593"><enum>(A)</enum><text>the goal of reducing hunger in the United States to at or below 2 percent by 2010; or</text> </subparagraph>
<subparagraph id="H7FE1FFE196764062BE539BEDFB7452B0"><enum>(B)</enum><text>the goal of reducing food insecurity in the United States to at or below 6 percent by 2010.</text> </subparagraph></paragraph>
<paragraph id="HF8DC74B09ECB4AAAA6D107297DEF007D"><enum>(2)</enum><header>Emergency feeding organization</header><text>The term <term>emergency feeding organization</term> has the meaning given the term in section 201A of the Emergency Food Assistance Act of 1983 (<external-xref legal-doc="usc" parsable-cite="usc/7/7501">7 U.S.C. 7501</external-xref>).</text> </paragraph>
<paragraph id="HDC232345C5934E0C8466C663F56D0469"><enum>(3)</enum><header>Food security</header><text display-inline="yes-display-inline">The term <term>food security</term> means the state in which an individual has access to enough food for an active, healthy life.</text> </paragraph>
<paragraph id="H23A5D5641F85466AB3AC125900192C8D"><enum>(4)</enum><header>Hunger-free communities goal</header><text>The term <term>hunger-free communities goal</term> means any of the 14 goals described in the H. Con. Res. 302 (102nd Congress).</text> </paragraph>
<paragraph id="H4BEEE5FA26474D11BF1EF2B0B3FEC57D"><enum>(5)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Agriculture.</text> </paragraph></section>
<title id="H724C033BDCB749559883EE9F5F001D4D"><enum>I</enum><header>National commitment to end hunger</header> 
<section id="H8E021BED5358412EA0CC7D21B2D0064"><enum>101.</enum><header>Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that—</text> 
<paragraph id="H66B37EF94FCE48699C42340033416BBB"><enum>(1)</enum><text>Congress is committed to—</text> 
<subparagraph id="HEA3193629A3545358E33182E7B584F45"><enum>(A)</enum><text>achieving domestic hunger goals;</text> </subparagraph>
<subparagraph id="H4186D9174C1E42EE8E8FF4ACE39DDF6"><enum>(B)</enum><text>achieving hunger-free communities goals; and</text> </subparagraph>
<subparagraph id="HFBF3B2AEC3EF41CEA5AE053CBC0180A8"><enum>(C)</enum><text>ending hunger by 2015;</text> </subparagraph></paragraph>
<paragraph id="HFA20826DD4AA42D8935DDCC8F2DDAF2"><enum>(2)</enum><text>Federal food and nutrition programs should receive adequate funding to meet the requirements of the programs; and</text> </paragraph>
<paragraph id="H885B0B413F8A4D978C161F1435DDEA2B"><enum>(3)</enum><text>the entitlement nature of the child and adult care food program, the food stamp program established by section 4 of the Food Stamp Act of 1977 (<external-xref legal-doc="usc" parsable-cite="usc/7/2013">7 U.S.C. 2013</external-xref>), the school breakfast and lunch programs, and the summer food service program should be preserved.</text> </paragraph></section>
<section id="HE51A8C05689148029038CFBB43994112"><enum>102.</enum><header>Data collection</header> 
<subsection id="H77DCC7D112844CD99D8B9DC86836D5F2"><enum>(a)</enum><header>In general</header><text>The American Communities Survey, acting under the authority of the Census Bureau pursuant to <external-xref legal-doc="usc" parsable-cite="usc/13/141">section 141</external-xref> of title 13, United States Code, shall collect and submit to the Secretary information relating to food security.</text> </subsection>
<subsection id="H58C7B770D2334B5D97A976C553A25C00"><enum>(b)</enum><header>Compilation</header><text>Not later than October 31 of each year, the Secretary shall compile the information submitted under subsection (a) to produce data on food security at the Federal, State, and local levels.</text> </subsection></section>
<section id="HFC3B1CB8F9D1403A9534EAC75307A319"><enum>103.</enum><header>Annual hunger report</header> 
<subsection id="H733A79F4AD29410EA40996A18BA8E12B"><enum>(a)</enum><header>Study</header> 
<paragraph id="HEF2E72973A1A4B9BA4B62C81265EB65F"><enum>(1)</enum><header>In general</header><text>The Secretary shall conduct a study, and annual updates of the study, of major matters relating to the problem of hunger in the United States, as determined by the Secretary.</text> </paragraph>
<paragraph id="H2DD7D64D40994125B9EAEBBF59AA3FF"><enum>(2)</enum><header>Matters to be assessed</header><text>The matters to be assessed by the Secretary shall include—</text> 
<subparagraph id="H8E5A3E38008049F79675F4CBA3C2E741"><enum>(A)</enum><text>the information compiled under section 102(b);</text> </subparagraph>
<subparagraph id="H8CAE5B87B2A1462AB5B331209C582F14"><enum>(B)</enum><text>measures carried out during the previous year by Federal, State, and local governments to achieve domestic hunger goals and hunger-free communities goals; and</text> </subparagraph>
<subparagraph id="H64C76F1079124BBB8E791FDDA11DD4D4"><enum>(C)</enum><text>measures that could be carried out by Federal, State, and local governments to achieve domestic hunger goals and hunger-free communities goals.</text> </subparagraph></paragraph></subsection>
<subsection id="H1FC4744AC2344EF1B62DDDAA6E8EC5E0"><enum>(b)</enum><header>Recommendations</header><text>The Secretary shall develop recommendations on—</text> 
<paragraph id="H84FF7D7D1BED41BAB720629FE9428220"><enum>(1)</enum><text>removing obstacles to achieving domestic hunger goals and hunger-free communities goals; and</text> </paragraph>
<paragraph id="HC37C703CA4884A0EA32039116CBE00A7"><enum>(2)</enum><text>otherwise reducing domestic hunger.</text> </paragraph></subsection>
<subsection id="H12717DE1E8FE4B57A502A98B8901F94E"><enum>(c)</enum><header>Report</header><text>Not later than 1 year after the date of enactment of this Act, and annually thereafter, the Secretary shall submit to the President and Congress a report that contains—</text> 
<paragraph id="HF158794DBF1947DAAD916045A404E781"><enum>(1)</enum><text>a detailed statement of the results of the study, or the most recent update to the study, conducted under subsection (a); and</text> </paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="HE133EC51207B4436805EE6B09503CBE"><enum>(2)</enum><text display-inline="yes-display-inline">the most recent recommendations of the Secretary under subsection (b).</text> </paragraph></subsection></section></title>
<title id="H2083800DE72947A0A9ABC540FD006D44"><enum>II</enum><header>Strengthening community efforts</header> 
<section id="H95565395AF9E49D7968F544F4B429943"><enum>201.</enum><header>Hunger-free communities collaborative grants</header> 
<subsection id="HFA545E09837843B4A32DE06D5833C962"><enum>(a)</enum><header>Definition of eligible entity</header><text>In this section, the term <term>eligible entity</term> means a public food program service provider or a nonprofit organization, including but not limited to an emergency feeding organization, that demonstrates the organization has collaborated, or will collaborate, with 1 or more local partner organizations to achieve at least 1 hunger-free communities goal.</text> </subsection>
<subsection id="HE2494B241CEF48178299819C28885E36"><enum>(b)</enum><header>Program authorized</header> 
<paragraph id="HF0D80FCC5FA2450EB3D21D6169CF3D72"><enum>(1)</enum><header>In general</header><text>The Secretary shall use not more than 50 percent of any funds made available under title III to make grants to eligible entities to pay the Federal share of the costs of an activity described in subsection (d).</text> </paragraph>
<paragraph id="HD3E116BEFB464A98B62098C8B3602F79"><enum>(2)</enum><header>Federal share</header><text>The Federal share of the cost of carrying out an activity under this section shall not exceed 80 percent.</text> </paragraph>
<paragraph id="H250E51680DB54DD0A812472180293904"><enum>(3)</enum><header>Non-Federal share</header> 
<subparagraph id="HD4795F2D8DC94CB79551FBA59C427CDF"><enum>(A)</enum><header>Calculation</header><text>The non-Federal share of the cost of an activity under this section may be provided in cash or in kind, fairly evaluated, including facilities, equipment, or services.</text> </subparagraph>
<subparagraph id="HD86E7FACC1DA46C2A7F84B26EE2DF98C"><enum>(B)</enum><header>Sources</header><text>Any entity may provide the non-Federal share of the cost of an activity under this section through a State government, a local government, or a private source.</text> </subparagraph></paragraph></subsection>
<subsection id="HFA288886898440CF8142E8C1CAFEA3EE"><enum>(c)</enum><header>Application</header> 
<paragraph id="HB2780ADE262448028FE7CE68485B238F"><enum>(1)</enum><header>In general</header><text>To receive a grant under this section, an eligible entity shall submit an application to the Secretary at the time and in the manner and accompanied by any information the Secretary may require.</text> </paragraph>
<paragraph id="H3E5B098F1A66486F9E649D68D3357649"><enum>(2)</enum><header>Contents</header><text>Each application submitted under paragraph (1) shall—</text> 
<subparagraph id="H0E938D871AA1428DA8B500FC64B8000"><enum>(A)</enum><text>identify any activity described in subsection (d) that the grant will be used to fund;</text> </subparagraph>
<subparagraph id="HB5845F841B41492682D87E029744C9AF"><enum>(B)</enum><text>describe the means by which an activity identified under subparagraph (A) will reduce hunger in the community of the eligible entity;</text> </subparagraph>
<subparagraph id="HA099E3D454D24BB0B0AB02E403F6CD8F"><enum>(C)</enum><text>list any partner organizations of the eligible entity that will participate in an activity funded by the grant;</text> </subparagraph>
<subparagraph id="H534E942635D94F6CA767FE8154C0DCE6"><enum>(D)</enum><text>describe any agreement between a partner organization and the eligible entity necessary to carry out an activity funded by the grant; and</text> </subparagraph>
<subparagraph id="HFFDEC9B0EF1B4A57A2935FC81EDB419E"><enum>(E)</enum><text>if an assessment described in subsection (d)(1) has been performed, include—</text> 
<clause id="HC403E3FB0A3E44DEAF19CB26D9922E01"><enum>(i)</enum><text>a summary of that assessment; and</text> </clause>
<clause id="H1E00DC068B094D4EB37600BB2FE7EBE6"><enum>(ii)</enum><text>information regarding the means by which the grant will help reduce hunger in the community of the eligible entity.</text> </clause></subparagraph></paragraph>
<paragraph id="H29E5F132993F4852BCB85D844F60F4D3"><enum>(3)</enum><header>Priority</header><text>In making grants under this section, the Secretary shall give priority to eligible entities that—</text> 
<subparagraph id="H7C6CD4F02A544EFAA3C09739F4BAE18"><enum>(A)</enum><text>demonstrate in the application of the eligible entity that the eligible entity makes collaborative efforts to reduce hunger in the community of the eligible entity; and</text> </subparagraph>
<subparagraph id="HF4B7C0511EFD4EDB85D0F50000BB74CD"><enum>(B)</enum>
<clause commented="no" display-inline="yes-display-inline" id="HE615A472FEB7408C905770FF348D59BA"><enum>(i)</enum><text>serve a predominantly rural and geographically underserved area;</text> </clause>
<clause id="H636CD3126BA8415EB67D3CB8041700BC" indent="up1"><enum>(ii)</enum><text>serve communities in which the rates of food insecurity, hunger, poverty, or unemployment are demonstrably higher than national average rates;</text> </clause>
<clause id="HA9D159F149B7453ABAB30564007595FA" indent="up1"><enum>(iii)</enum><text>provide evidence of long-term efforts to reduce hunger in the community;</text> </clause>
<clause id="H4AF3CCD53C0F4296B2AA51F9C8CC32EF" indent="up1"><enum>(iv)</enum><text>provide evidence of public support for the efforts of the eligible entity; or</text> </clause>
<clause id="H665AC601B6A747D98D64DAFBC09FA970" indent="up1"><enum>(v)</enum><text>demonstrate in the application of the eligible entity a commitment to achieving more than 1 hunger-free communities goal.</text> </clause></subparagraph></paragraph></subsection>
<subsection id="H4F6778A97BF74B04ABD0C4AB93C333A9"><enum>(d)</enum><header>Use of funds</header> 
<paragraph id="H3A76617D461342FB90A352037EC5700"><enum>(1)</enum><header>Assessment of hunger in the community</header> 
<subparagraph id="H1E489525933B4498AF5388FF23F125CE"><enum>(A)</enum><header>In general</header><text>An eligible entity in a community that has not performed an assessment described in subparagraph (B) may use a grant received under this section to perform the assessment for the community.</text> </subparagraph>
<subparagraph id="H143EBF3BD2D1455AB69349D5DA4C91B0"><enum>(B)</enum><header>Assessment</header><text>The assessment referred to in subparagraph (A) shall include—</text> 
<clause id="H546EA0627E1D4BD4005D5D009E4C2C53"><enum>(i)</enum><text>an analysis of the problem of hunger in the community served by the eligible entity;</text> </clause>
<clause id="HF602E570B4AC48F793CEB9E1C45F5006"><enum>(ii)</enum><text>an evaluation of any facility and any equipment used to achieve a hunger-free communities goal in the community;</text> </clause>
<clause id="HFBD38D1888CC4BE980F8ED64098375E6"><enum>(iii)</enum><text>an analysis of the effectiveness and extent of service of existing nutrition programs and emergency feeding organizations; and</text> </clause>
<clause id="H608C666182EE41168C9B6527AA5889EA"><enum>(iv)</enum><text>a plan to achieve any other hunger-free communities goal in the community.</text> </clause></subparagraph></paragraph>
<paragraph id="HA2099206FD184942B6E769EF51C715FA"><enum>(2)</enum><header>Activities</header><text>An eligible entity in a community that has submitted an assessment to the Secretary shall use a grant received under this section for any fiscal year for activities of the eligible entity, including—</text> 
<subparagraph id="H3F1FA5F1973142DBB2AD878C81E3C424"><enum>(A)</enum><text>meeting the immediate needs of people in the community served by the eligible entity who experience hunger by—</text> 
<clause id="HB5D96E3FD7974C95B2FC5CB56338B841"><enum>(i)</enum><text>distributing food;</text> </clause>
<clause id="H0B41CFA11BDC45C0A6F8EADE369EB2AA"><enum>(ii)</enum><text>providing community outreach; or</text> </clause>
<clause id="HF39DC3F5DDF248B1AE8EF8B27AC6204"><enum>(iii)</enum><text>improving access to food as part of a comprehensive service;</text> </clause></subparagraph>
<subparagraph id="H2C120DB29F5E43B0B333A82FE3066D30"><enum>(B)</enum><text>developing new resources and strategies to help reduce hunger in the community;</text> </subparagraph>
<subparagraph id="H25ADCB0743934CC8AECF55D1B3D7006E"><enum>(C)</enum><text>establishing a program to achieve a hunger-free communities goal in the community, including—</text> 
<clause id="HDE129420CE1A4499A8EE6535196D00AF"><enum>(i)</enum><text>a program to prevent, monitor, and treat children in the community experiencing hunger or poor nutrition; or</text> </clause>
<clause id="H21F37CF8FCFB41E1907C71367D4708BE"><enum>(ii)</enum><text>a program to provide information to people in the community on hunger, domestic hunger goals, and hunger-free communities goals; and</text> </clause></subparagraph>
<subparagraph id="HBDDA521358B746118D1840D2C17B72C1"><enum>(D)</enum><text>establishing a program to provide food and nutrition services as part of a coordinated community-based comprehensive service.</text> </subparagraph></paragraph></subsection></section>
<section id="HBB997FAC2AF74ACE85A3C1D0D9ECF1C"><enum>202.</enum><header>Hunger-free communities infrastructure grants</header> 
<subsection id="H294A6DA878C2411281C6B638DE8793F1"><enum>(a)</enum><header>Definition of eligible entity</header><text>In this section, the term <term>eligible entity</term> means an emergency feeding organization (as defined in section 201A(4) of the Emergency Food Assistance Act of 1983 (<external-xref legal-doc="usc" parsable-cite="usc/7/7501">7 U.S.C. 7501(4)</external-xref>)).</text> </subsection>
<subsection id="H4A9E8BDB2B374793A9737D04EBED61CA"><enum>(b)</enum><header>Program authorized</header> 
<paragraph id="H677AACAC29D74598B6033600AD904957"><enum>(1)</enum><header>In general</header><text>The Secretary shall use not more than 40 percent of any funds made available under title III to make grants to eligible entities to pay the Federal share of the costs of an activity described in subsection (d).</text> </paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="HE13374074E144D2C98C23DC8A46592EC"><enum>(2)</enum><header>Federal share</header><text>The Federal share of the cost of carrying out an activity under this section shall not exceed 80 percent.</text> </paragraph></subsection>
<subsection id="HBA1EF104EAE24BCC89CBDE697B22BD48"><enum>(c)</enum><header>Application</header> 
<paragraph id="H591CD282FACC4F1C9C771086999463F5"><enum>(1)</enum><header>In general</header><text>To receive a grant under this section, an eligible entity shall submit an application to the Secretary at the time and in the manner and accompanied by any information the Secretary may require.</text> </paragraph>
<paragraph id="HC0B321B4733C4547A0ECDF01B2F2D19"><enum>(2)</enum><header>Contents</header><text>Each application submitted under paragraph (1) shall—</text> 
<subparagraph id="H629A74E8867C475A8900A3C09BDABDBF"><enum>(A)</enum><text>identify any activity described in subsection (d) that the grant will be used to fund; and</text> </subparagraph>
<subparagraph id="H6CD89C722EEE4CF8B1A0E100EB2B0063"><enum>(B)</enum><text>describe the means by which an activity identified under subparagraph (A) will reduce hunger in the community of the eligible entity.</text> </subparagraph></paragraph>
<paragraph id="H8895AFDE03664518B3A2B792D2ED15C"><enum>(3)</enum><header>Priority</header><text>In making grants under this section, the Secretary shall give priority to eligible entities the applications of which demonstrate 2 or more of the following:</text> 
<subparagraph id="H97762D88167E4D269397CBB6A9046000"><enum>(A)</enum><text>The eligible entity serves a predominantly rural and geographically underserved area.</text> </subparagraph>
<subparagraph id="HDDBCFA5E248C4B638FBEB65516FC9B68"><enum>(B)</enum><text>The eligible entity serves a community in which the rates of food insecurity, hunger, poverty, or unemployment are demonstrably higher than national average rates.</text> </subparagraph>
<subparagraph id="H1D9B2B6A8C0E4084B548BCCCC3A1E07D"><enum>(C)</enum><text>The eligible entity serves a community that has carried out long-term efforts to reduce hunger in the community.</text> </subparagraph>
<subparagraph id="H13EA95C5B9234BFAA4489388C9ECA421"><enum>(D)</enum><text>The eligible entity serves a community that provides public support for the efforts of the eligible entity.</text> </subparagraph>
<subparagraph id="H71BEBEE9FA8142B9B6153399B75DEB0"><enum>(E)</enum><text>The eligible entity is committed to achieving more than 1 hunger-free communities goal.</text> </subparagraph></paragraph></subsection>
<subsection id="HA6586E51362F4125971EA9B8ADACBB5D"><enum>(d)</enum><header>Use of funds</header><text>An eligible entity shall use a grant received under this section for any fiscal year to carry out activities of the eligible entity, including—</text> 
<paragraph id="H26C6FDB84C704FDE97017D8473831996"><enum>(1)</enum><text>constructing, expanding, or repairing a facility or equipment to support hunger relief agencies in the community;</text> </paragraph>
<paragraph id="H363FB6D53643473A9CA51DD3E0FC09FC"><enum>(2)</enum><text>assisting an emergency feeding organization in the community in obtaining locally-produced produce and protein products; and</text> </paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="H5B477478F86243369D48A1BE14488E5C"><enum>(3)</enum><text>assisting an emergency feeding organization in the community to process and serve wild game.</text> </paragraph></subsection></section>
<section commented="no" display-inline="no-display-inline" id="H47AB7DF610C5478F8E243D5D1215BD5B"><enum>203.</enum><header>Hunger-free communities training and technical assistance grants</header> 
<subsection commented="no" display-inline="no-display-inline" id="H1E13C767517F41BA97EA4CF119CB4BE9"><enum>(a)</enum><header>Definition of eligible entity</header><text>In this section, the term <term>eligible entity</term> means a national or regional nonprofit organization that carries out an activity described in subsection (d).</text> </subsection>
<subsection id="H51407A1AE2104375BBC3D44C7E3ED1FF"><enum>(b)</enum><header>Program authorized</header> 
<paragraph id="H092A9E4FCA464B08A3F8E08C4C34AA9F"><enum>(1)</enum><header>In general</header><text>The Secretary shall use not more than 10 percent of any funds made available under title III to make grants to eligible entities to pay the Federal share of the costs of an activity described in subsection (d).</text> </paragraph>

<paragraph commented="no" display-inline="no-display-inline" id="HC8963DC550424C21BA00005BAC6F5BA"><enum>(2)</enum><header>Contents</header><text>Each application submitted under paragraph (1) shall—</text> 
<subparagraph commented="no" display-inline="no-display-inline" id="H7B6743225FB4495CB37C34549B1C4435"><enum>(A)</enum><text>demonstrate that the eligible entity does not operate for profit;</text> </subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="H8A4518D27EAE4C67B0EB01EF46965547"><enum>(B)</enum><text>describe any national or regional training program carried out by the eligible entity, including a description of each region served by the eligible entity;</text> </subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="H574EBBA070904261949939E1001F86D2"><enum>(C)</enum><text>describe any national or regional technical assistance provided by the eligible entity, including a description of each region served by the eligible entity; and</text> </subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="H57B232DD9BFC4A9EA86D7BA9DA6278A7"><enum>(D)</enum><text>describe the means by which each organization served by the eligible entity—</text> 
<clause commented="no" display-inline="no-display-inline" id="H394C79FF73E94C80BAD4EDBF66BBEFEB"><enum>(i)</enum><text>works to achieve a domestic hunger goal;</text> </clause>
<clause commented="no" display-inline="no-display-inline" id="H62989F42A9044B8FAD75B1D6C56E5833"><enum>(ii)</enum><text>works to achieve a hunger-free communities goal; or</text> </clause>
<clause commented="no" display-inline="no-display-inline" id="H55B0835963614124845FF60761D2C860"><enum>(iii)</enum><text>used a grant received by the organization under section 201 or 202.</text> </clause></subparagraph></paragraph>
<paragraph id="H0E35235FFBEF4C54B39367F2553F4F9D"><enum>(3)</enum><header>Priority</header><text>In making grants under this section, the Secretary shall give priority to eligible entities the applications of which demonstrate 2 or more of the following:</text> 
<subparagraph id="HCEB0512B1E7A415098747F2D24042BCC"><enum>(A)</enum><text>The eligible entity serves a predominantly rural and geographically underserved area.</text> </subparagraph>
<subparagraph id="H0C0F77D6EFC94C5BA1F6A73CB1509B97"><enum>(B)</enum><text>The eligible entity serves a region in which the rates of food insecurity, hunger, poverty, or unemployment are demonstrably higher than national average rates.</text> </subparagraph>
<subparagraph id="HC4F2E8617DE34220BA875F8D9C10F1B4"><enum>(C)</enum><text>The eligible entity serves a region that has carried out long-term efforts to reduce hunger in the region.</text> </subparagraph>
<subparagraph id="H5A8E23EA6CB846C89283001B478300B3"><enum>(D)</enum><text>The eligible entity serves a region that provides public support for the efforts of the eligible entity.</text> </subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="H62E7BB2EE93F4023A79D8C7524B3307"><enum>(E)</enum><text>The eligible entity is committed to achieving more than 1 hunger-free communities goal.</text> </subparagraph></paragraph></subsection>
<subsection commented="no" display-inline="no-display-inline" id="HB5E01E9E3120453796BC4C1995E8D8A4"><enum>(d)</enum><header>Use of funds</header><text>An eligible entity shall use a grant received under this section for any fiscal year to carry out national or regional training and technical assistance for organizations that—</text> 
<paragraph commented="no" display-inline="no-display-inline" id="H22D0471ABF5B46D097FFE2285957327E"><enum>(1)</enum><text>work to achieve a domestic hunger goal;</text> </paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="HDB5300F581C144D28E37E065005F08E7"><enum>(2)</enum><text>work to achieve a hunger-free communities goal; or</text> </paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="H49AABBEBCF624F3A8734795247852C52"><enum>(3)</enum><text>receive a grant under section 201 or 202.</text> </paragraph></subsection></section>
<section commented="no" display-inline="no-display-inline" id="H9E72B9940C064C00B33EA3A6AB65FD44"><enum>204.</enum><header>Report</header><text display-inline="no-display-inline">Not later than September 30, 2011, the Secretary shall submit to Congress a report describing—</text> 
<paragraph commented="no" display-inline="no-display-inline" id="HD0553E168BD24FBB96CABA4FB73FA95C"><enum>(1)</enum><text display-inline="yes-display-inline">each grant made under this title, including—</text> 
<subparagraph commented="no" display-inline="no-display-inline" id="H2D7F5F456E8B4493A3572F00AE008553"><enum>(A)</enum><text display-inline="yes-display-inline">a description of any activity funded by such a grant; and</text> </subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="H3A90984D331C4CCBA4AC078755791876"><enum>(B)</enum><text display-inline="yes-display-inline">the degree of success of each activity funded by such a grant in achieving hunger-free communities goals; and</text> </subparagraph></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="HD64CAC3C6DCE4EDAB7F1F156C33D2EFE"><enum>(2)</enum><text>the degree of success of all activities funded by grants under this title in achieving domestic hunger goals.</text> </paragraph></section></title>

<section id="HEBC5C4B0134E4F80BA11B4B3B204636B"><enum>301.</enum><header>Authorization of appropriations</header>
