<section id="HF5C1F136470F419C89CE6CA232E144D2" section-type="section-one"><enum>1.</enum><header>Requirement to establish Office of Territorial Affairs</header> 
<subsection id="H0F1C7A62B05542A282D0E77539F177EE"><enum>(a)</enum><header>Requirement</header><text display-inline="yes-display-inline">The head of each Executive department and of each independent establishment shall—</text> 
<paragraph id="H6089DB44AA3444CEAE5DC371A51448BA"><enum>(1)</enum><text>establish an Office of Territorial Affairs; and</text></paragraph> 
<paragraph id="H28A56A901294486D87140062ED3F4E92"><enum>(2)</enum><text>appoint a Director of the Office of Territorial Affairs, who shall be the head of such office.</text></paragraph></subsection> 
<subsection id="H68219997F2914EA8B889C20A675DD25"><enum>(b)</enum><header>Functions of Director</header><text>The Director shall serve as the liaison to the territories with respect to implementation of the programs of the Executive department or independent establishment.</text></subsection> 
<subsection id="H87CE78221E88490F9B000087BDD0EC43"><enum>(c)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text> 
<paragraph id="H32DE21A8F0FE4CF6B45EE707EAB0B516"><enum>(1)</enum><header>Director</header><text display-inline="yes-display-inline">The term <quote>Director</quote> means Director of the Office of Territorial Affairs of an Executive department or independent establishment appointed under this section.</text></paragraph> 
<paragraph id="H201872A3F4384A96BB8279475DA7BBD5"><enum>(2)</enum><header>Executive department</header><text>The term <quote>Executive department</quote> means each Executive department listed in <external-xref legal-doc="usc" parsable-cite="usc/5/101">section 101</external-xref> of title 5, United States Code.</text></paragraph> 
<paragraph id="HF9D46D9C50014D94AACCAA85A5EC02A6"><enum>(3)</enum><header>Independent establishment</header><text>The term <quote>independent establishment</quote> has the meaning that term has under <external-xref legal-doc="usc" parsable-cite="usc/5/104">section 104</external-xref> of title 5, United States Code,</text></paragraph> 
<paragraph id="HF4254F4AC7304DB8941971EB4F006521"><enum>(4)</enum><header>Territories</header><text>The term <quote>territories</quote> means Guam, the United States Virgin Islands, American Samoa, and the Commonwealth of Northern Mariana Islands.</text></paragraph></subsection></section>
