<official-title>To amend the Great Ape Conservation Act to reauthorize the Secretary of the Interior to provide project grants and emergency assistance to address critical great ape conservation needs, and for other purposes.</official-title>

<section id="HE17BE378438944BB914D4F2ED32FE394" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Great Ape Conservation Reauthorization Act of 2005</short-title></quote>.</text></section> 
<section id="HDFAD4D27E9B94C5C8DAE58DDE656E5F7"><enum>2.</enum><header>Use of Great Ape Conservation Fund to support conservation needs arising from the 2004 tsunami</header><text display-inline="no-display-inline">Section 5(b) of the Great Ape Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/16/6304">16 U.S.C. 6304(b)</external-xref>) is amended by adding at the end the following:</text>

<paragraph id="H6E1DF959E2AE4D508F05F20059F2FD2"><enum>(3)</enum><header>Use to support conservation needs arising from the 2004 tsunami</header><text display-inline="yes-display-inline">In addition to the other uses authorized under this subsection, the Secretary may use amounts in the Fund to provide emergency financial and technical assistance to address critical great ape conservation needs in Aceh Province, Indonesia, arising from the tsunami of December 2004, including for the following:</text> 
<subparagraph id="H2C79B66B17BD42AAA8A4F14EC0CDDBE"><enum>(A)</enum><text> To support the Aceh provincial nature conservation department in activities to restore institutional capacity, equipment replacement, and conservation personnel training.</text></subparagraph> 
<subparagraph id="H871C591801E047F697A68B6EBC6D1D9C"><enum>(B)</enum><text>To integrate wildlife habitat and biodiversity conservation into post-disaster recovery programs and activities.</text></subparagraph> 
<subparagraph id="HC1E1892EE132470F8DC7BF830078718F"><enum>(C)</enum><text>To strengthen the Aceh provincial nature conservation department to protect significant great ape habitat.</text></subparagraph> 
<subparagraph id="H9BE0EC1D7B314DD0BDCC712700ED006B"><enum>(D)</enum><text>To support efforts to identify and provide alternative sustainable sources of timber resources for re-building materials to limit and reduce unsustainable logging practices and great ape forest habitat loss.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section> 
<section id="HCE7DFD2F27D2461E8031A8F0F914F537"><enum>3.</enum><header>Approval of projects to address root causes of threats to apes in range States</header><text display-inline="no-display-inline">Section 4(d) of the Great Ape Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/16/6303">16 U.S.C. 6303(d)</external-xref>) is amended by striking <quote>or</quote> after the semicolon at the end of paragraph (4), by striking the period at the end of paragraph (5) and inserting <quote>; or</quote> and by adding at the end the following: </text>

<paragraph id="HD98A8AB9DE1D4024BB4874D57CDAC1F"><enum>(6)</enum><text>address root causes of threats to great apes in range states, including illegal bushmeat trade, diseases, lack of regional capacity for conservation, and habitat loss due to natural disasters.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section> 
<section id="H8E070638593D49C6B1CEAC54582C263C"><enum>4.</enum><header>Meetings of panel</header><text display-inline="no-display-inline">Section 4(i) of the Great Ape Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/16/6303">16 U.S.C. 6303(i)</external-xref>) is amended by adding at the end the following: <quote>The Secretary shall convene such panel by not later than 120 days after the date of the enactment of the Great Ape Conservation Reauthorization and Tsunami Assistance Act of 2005, and quadrennially thereafter. The Federal Advisory Committee Act (5 App. U.S.C.) shall not apply to such panel.</quote>.</text></section> 
<section id="H93E7733D95004386BFC1A23BC9D8B04"><enum>5.</enum><header>Administrative expenses</header><text display-inline="no-display-inline">Section 5(b)(2) of the Great Ape Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/16/6304">16 U.S.C. 6304(b)(2)</external-xref>) is amended—</text> 
<paragraph id="HB864EF6083414ADAA038B559E83DB1E7"><enum>(1)</enum><text>by striking <quote>expanded</quote> and inserting <quote>expended</quote>; and</text></paragraph> 
<paragraph id="H357578F5F0C9421800FF656415766D04"><enum>(2)</enum><text>by striking <quote>$80,000</quote> and inserting <quote>$100,000</quote>. </text> </paragraph></section> 
<section id="H8D040BC94D1744D893AE9C34D3F9C44F"><enum>6.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">Section 6 of the Great Ape Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/16/6305">16 U.S.C. 6305</external-xref>) is amended by striking <quote>2001 through 2005.</quote> and inserting <quote>2006 through 2010, of which $1,000,000 may be used to provide emergency assistance under section 4(d)(6) or 5(b)(3).</quote>.</text> </section>
