<official-title>To amend the Congressional Budget Act of 1974 to protect Social Security beneficiaries against any reduction in benefits.</official-title>

<section id="H76B0315089BF411991634F4458E3E3F8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Social Security Protection Act of 2005</short-title></quote>.</text></section> 
<section id="H34394EE9675D49CEB89173A83BD71F8"><enum>2.</enum><header>Protection of social security beneficiari</header><text display-inline="no-display-inline"> Section 312 of the Congressional Budget Act of 1974 is amended by adding at the end the following new subsection: </text> 
<quoted-block style="OLC" id="H720C05BBEAA845918409044E803C0097" display-inline="no-display-inline"> 
<subsection id="H8B403923A6CF47499F2ED96FEFD2009E"><enum>(g)</enum><header>Point of order to protect social security benefits</header> 
<paragraph id="HA2A18E6329BD407EB580C5CEAEF7DD23" display-inline="yes-display-inline"><enum>(1)</enum><text>It shall not be in order in the House of Representatives or the Senate to consider any bill or joint resolution, or amendment thereto or conference report thereon, that—</text> 
<subparagraph id="H612838F58D124A15008802E185BC7B27" indent="up1"><enum>(A)</enum><text>reduces or has the effect of reducing any current benefits under the old-age, survivors, and disability insurance programs under title II of the Social Security Act; or </text></subparagraph> 
<subparagraph id="HD0013CCD0B054420A10003453DD37B5B" indent="up1"><enum>(B)</enum><text>provides for or has the effect of providing for cost-of-living increases of benefits under the old-age, survivors, and disability insurance programs under title II of the Social Security Act that are less than what would be provided under title II of the Social Security Act as of the day of consideration of the applicable measure. </text></subparagraph></paragraph> 
<paragraph id="H3287A791B24C47919D565428CDCE9BD1" indent="up1"><enum>(2)</enum><text>As used in paragraph (1), the term <quote>current</quote>, when referring to benefits, means benefits payable as of the day of consideration of the applicable measure.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section> 
<section id="HAC76CD3C0FA64BD7A6FF5C4ED142FFBE"><enum>3.</enum><header>Super-majority requirement in the Senate</header><text display-inline="no-display-inline"> Section 904 of the Congressional Budget Act of 1974 is amended—</text> 
<paragraph id="HD25EFB1063564E48996CE5E3927C95EE"><enum>(1)</enum><text>in subsection (c)(2), by striking <quote>and 312(c)</quote> and inserting <quote>312(c), and 312(g)</quote>; and </text></paragraph> 
<paragraph id="HB5134AF2600244BC9CC8279EDAFD87B3"><enum>(2)</enum><text>in subsection (d)(3), by striking <quote>and 312(c)</quote> and by inserting <quote>312(c), and 312(g)</quote>.</text> </paragraph></section>
