<official-title>To establish an interagency committee to coordinate Federal manufacturing research and development efforts in manufacturing, strengthen existing programs to assist manufacturing innovation and education, and expand outreach programs for small and medium-sized manufacturers, and for other purposes.</official-title>

<section section-type="section-one" id="HBB75AFBB991A426C823540008C9FEA5E" display-inline="no-display-inline"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Manufacturing Technology Competitiveness Act of 2005</short-title></quote>.</text></section> 
<section id="H342CC03AEA53403EA312331674020556"><enum>2.</enum><header>Interagency Committee and Advisory Committee</header> 
<subsection id="HE2F7F3E5191040ECADFC008490C35766"><enum>(a)</enum><header>Interagency Committee</header> 
<paragraph id="HA8B7785DD69E4056962FD096F8F50826"><enum>(1)</enum><header>Establishment</header><text>The President shall establish or designate an interagency committee on manufacturing research and development, which shall include representatives from the Office of Science and Technology Policy, the National Institute of Standards and Technology, the Science and Technology Directorate of the Department of Homeland Security, the National Science Foundation, the Department of Energy, and any other agency that the President may designate. The Interagency Committee shall be chaired by the Under Secretary of Commerce for Technology.</text></paragraph> 
<paragraph id="H89D9699D634A4E25BA77015C56D307EC"><enum>(2)</enum><header>Functions</header><text>The Interagency Committee shall be responsible for the planning and coordination of Federal efforts in manufacturing research and development through—</text> 
<subparagraph id="HFB2EC72490F54347AC830729E622783F"><enum>(A)</enum><text>establishing goals and priorities for manufacturing research and development, including the strengthening of United States manufacturing through the support and coordination of Federal manufacturing research, development, technology transfer, standards, and technical training;</text></subparagraph> 
<subparagraph id="H507E2763C97541639DA961DA6406EC9F"><enum>(B)</enum><text>developing, within 6 months after the date of enactment of this Act, and updating every 3 years for delivery with the President’s annual budget request to Congress, a strategic plan, to be transmitted to the Committee on Science of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate, for manufacturing research and development that includes an analysis of the research, development, technology transfer, standards, technical training, and integration needs of the manufacturing sector important to ensuring and maintaining United States competitiveness;</text></subparagraph> 
<subparagraph id="H87A498E6F3E34482B756B9CECA33EAA5"><enum>(C)</enum><text>proposing an annual coordinated interagency budget for manufacturing research and development to the Office of Management and Budget; and</text></subparagraph> 
<subparagraph id="H83A4D866C9364A0E90F450B3BE7E00B8"><enum>(D)</enum><text>developing and transmitting to Congress an annual report on the Federal programs involved in manufacturing research, development, technical training, standards, and integration, their funding levels, and their impacts on United States manufacturing competitiveness, including the identification and analysis of the manufacturing research and development problems that require additional attention, and recommendations of how Federal programs should address those problems.</text></subparagraph></paragraph> 
<paragraph id="HF64ED08FD7AA401A8D438517AB78FC00"><enum>(3)</enum><header>Recommendations and views</header><text>In carrying out its functions under paragraph (2), the Interagency Committee shall consider the recommendations of the Advisory Committee and the views of academic, State, industry, and other entities involved in manufacturing research and development.</text></paragraph></subsection> 
<subsection id="H139F9C2B2B6C40398C9331115C7B58C"><enum>(b)</enum><header>Advisory Committee</header> 
<paragraph id="H55CE97063DEC495884AABED4898BBCE"><enum>(1)</enum><header>Establishment</header><text>Not later than 6 months after the date of enactment of this Act, the President shall establish or designate an advisory committee to provide advice and information to the Interagency Committee.</text></paragraph> 
<paragraph id="HA31AB1B5A1E846D294CC88DBCD2B51EB"><enum>(2)</enum><header>Recommendations</header><text>The Advisory Committee shall assist the Interagency Committee by providing it with recommendations on—</text> 
<subparagraph id="HB4270C2679844AD6B9F90786C61544E3"><enum>(A)</enum><text>the goals and priorities for manufacturing research and development;</text></subparagraph> 
<subparagraph id="H39D335B0278E415B9ED4F01BAF03C4FC"><enum>(B)</enum><text>the strategic plan, including proposals on how to strengthen research and development to help manufacturing; and</text></subparagraph> 
<subparagraph id="H1A7D0064D769419982CEF3A16F69111D"><enum>(C)</enum><text>other issues it considers appropriate.</text></subparagraph></paragraph> 
<paragraph id="HC90258769E1A461385701EBBC615F7F6"><enum>(3)</enum><header>Report</header><text>The Advisory Committee shall provide an annual report to the Interagency Committee and the Congress that shall assess—</text> 
<subparagraph id="H3DD8A743F5184D1C9F2C7728A546083"><enum>(A)</enum><text>the progress made in implementing the strategic plan and challenges to this progress;</text></subparagraph> 
<subparagraph id="H9FA7A783E8744985B97026809DA109ED"><enum>(B)</enum><text>the effectiveness of activities under the strategic plan in improving United States manufacturing competitiveness;</text></subparagraph> 
<subparagraph id="H3F78CF3D2AAA4C37AEDFFD722BFE11B6"><enum>(C)</enum><text>the need to revise the goals and priorities established by the Interagency Committee; and</text></subparagraph> 
<subparagraph id="H91E2B935BBDC44E7AE1BDCE45FD9CEAC"><enum>(D)</enum><text>new and emerging problems and opportunities affecting the manufacturing research community, research infrastructure, and the measurement and statistical analysis of manufacturing that may need to be considered by the Interagency Committee.</text></subparagraph></paragraph> 
<paragraph id="HD4463461A6F44EC4A068B4E53002BB85"><enum>(4)</enum><header><act-name parsable-cite="FACA">Federal Advisory Committee Act</act-name> application</header><text>Section 14 of the <act-name parsable-cite="FACA">Federal Advisory Committee Act</act-name> shall not apply to the Advisory Committee.</text></paragraph></subsection></section> 
<section id="HEBD29B692D334CDC8D8EA5A64FAB19F3"><enum>3.</enum><header>Collaborative Manufacturing Research Pilot Grants</header><text display-inline="no-display-inline">The National Institute of Standards and Technology Act is amended—</text> 
<paragraph id="H899E0D90CB254A588FE4EA3499F3AFFA"><enum>(1)</enum><text>by redesignating the first section 32 as section 34 and moving it to the end of the Act; and</text></paragraph> 
<paragraph id="HDB9C962DCE4446A686F3F677F3F78EBB"><enum>(2)</enum><text>by inserting before the section moved by paragraph (1) the following new section:</text>

<section id="HB671A26BD326446DACC88D7651F50301"><enum>33.</enum><header>Collaborative Manufacturing Research Pilot Grants</header> 
<subsection id="HFC518A320E4D4F24B9F211DF6F9D4334"><enum>(a)</enum><header>Authority</header> 
<paragraph id="HF20A1A2B5D1B4E51ACC80228A199F72"><enum>(1)</enum><header>Establishment</header><text>The Director shall establish a pilot program of awards to partnerships among participants described in paragraph (2) for the purposes described in paragraph (3). Awards shall be made on a peer-reviewed, competitive basis.</text></paragraph> 
<paragraph id="HEAAF294D63144374B844F35736E1973E"><enum>(2)</enum><header>Participants</header><text>Such partnerships shall include at least—</text> 
<subparagraph id="HB21D5F43B29344A08DD7F721F558DE38"><enum>(A)</enum><text>1 manufacturing industry partner; and</text></subparagraph> 
<subparagraph id="HCA595B3D30F341E5BD3B67717F97CC6"><enum>(B)</enum><text>1 nonindustry partner.</text></subparagraph></paragraph> 
<paragraph id="H9342E82E604841F58526BFD512642913"><enum>(3)</enum><header>Purpose</header><text>The purpose of the program under this section is to foster cost-shared collaborations among firms, educational institutions, research institutions, State agencies, and nonprofit organizations to encourage the development of innovative, multidisciplinary manufacturing technologies. Partnerships receiving awards under this section shall conduct applied research to develop new manufacturing processes, techniques, or materials that would contribute to improved performance, productivity, and competitiveness of United States manufacturing, and build lasting alliances among collaborators.</text></paragraph></subsection> 
<subsection id="H6A8224059A3344079D915F4030DCEC42"><enum>(b)</enum><header>Program contribution</header><text>Awards under this section shall provide for not more than one-third of the costs of a partnership. Not more than an additional one-third of such costs may be obtained directly or indirectly from other Federal sources.</text></subsection> 
<subsection id="H1AF912D16930404AA7F6078E89DDAFE"><enum>(c)</enum><header>Applications</header><text>Applications for awards under this section shall be submitted in such manner, at such time, and containing such information as the Director shall require. Such applications shall describe at a minimum—</text> 
<paragraph id="H9E82A270775B43909DB600D6B90A866"><enum>(1)</enum><text>how each partner will participate in developing and carrying out the research agenda of the partnership;</text></paragraph> 
<paragraph id="H7A7C7056144F43E5002161310500A312"><enum>(2)</enum><text>the research that the grant would fund; and</text></paragraph> 
<paragraph id="H4E6827751AAC4E65ADD106FF5191EFD0"><enum>(3)</enum><text>how the research to be funded with the award would contribute to improved performance, productivity, and competitiveness of the United States manufacturing industry.</text></paragraph></subsection> 
<subsection id="HAAC2036D5E4643B98E5DBB8D725F5BF9"><enum>(d)</enum><header>Selection criteria</header><text>In selecting applications for awards under this section, the Director shall consider at a minimum—</text> 
<paragraph id="H39D257586C3E49749FFAADA8AE271CF7"><enum>(1)</enum><text>the degree to which projects will have a broad impact on manufacturing;</text></paragraph> 
<paragraph id="HEE2080BA23584D9EB3BB3EB5BD74355"><enum>(2)</enum><text>the novelty and scientific and technical merit of the proposed projects; and</text></paragraph> 
<paragraph id="H9E06452E86BF4AB4BE7156FE63DA87B5"><enum>(3)</enum><text>the demonstrated capabilities of the applicants to successfully carry out the proposed research.</text></paragraph></subsection> 
<subsection id="H3233D0431C1B4128B2B02600255E33F7"><enum>(e)</enum><header>Distribution</header><text>In selecting applications under this section the Director shall ensure, to the extent practicable, a distribution of overall awards among a variety of manufacturing industry sectors and a range of firm sizes.</text></subsection> 
<subsection id="HC2B6D2F1EAC94BF9A771002150F33422"><enum>(f)</enum><header>Duration</header><text>In carrying out this section, the Director shall run a single pilot competition to solicit and make awards. Each award shall be for a 3-year period.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> 
<section id="H560AB5488CBF4241AE0986C1F43C8A0"><enum>4.</enum><header>Manufacturing fellowship program</header><text display-inline="no-display-inline">Section 18 of the National Institute of Standards and Technology Act (<external-xref legal-doc="usc" parsable-cite="usc/15/278g-1">15 U.S.C. 278g–1</external-xref>) is amended—</text> 
<paragraph id="H5765488B56274FBEA53770E252CEF1B9"><enum>(1)</enum><text>by inserting <quote>(a) <header-in-text level="subsection" style="OLC">In General</header-in-text>.—</quote> before <quote>The Director is authorized</quote>; and</text></paragraph> 
<paragraph id="H84AD54D9E4FF42ADBDBDB7D492F7F333"><enum>(2)</enum><text>by adding at the end the following new subsection:</text> 
<quoted-block id="H6A845E2F6A30449099A478CE58B721FE"> 
<subsection id="H7467C4532A4F4B01BA21DFA89D1E43A8"><enum>(b)</enum><header>Manufacturing fellowship program</header> 
<paragraph id="H545CAA63EAF44888BC340052FB7E7E31"><enum>(1)</enum><header>Establishment</header><text>To promote the development of a robust research community working at the leading edge of manufacturing sciences, the Director shall establish a program to award—</text> 
<subparagraph id="HD189E3AD02D34210BFD722C1B400D83E"><enum>(A)</enum><text>postdoctoral research fellowships at the Institute for research activities related to manufacturing sciences; and</text></subparagraph> 
<subparagraph id="H06E984C0182A408DB6B774CFDCB9655"><enum>(B)</enum><text>senior research fellowships to established researchers in industry or at institutions of higher education who wish to pursue studies related to the manufacturing sciences at the Institute.</text></subparagraph></paragraph> 
<paragraph id="H317DF27AEFA742F5BC6EC8E3932D9E44"><enum>(2)</enum><header>Applications</header><text>To be eligible for an award under this subsection, an individual shall submit an application to the Director at such time, in such manner, and containing such information as the Director may require.</text></paragraph> 
<paragraph id="HCBAF291A3C9041B900B300CFEDDD7B44"><enum>(3)</enum><header>Stipend levels</header><text>Under this section, the Director shall provide stipends for postdoctoral research fellowships at a level consistent with the National Institute of Standards and Technology Postdoctoral Research Fellowship Program, and senior research fellowships at levels consistent with support for a faculty member in a sabbatical position.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> 
<section id="H791FDFA688C74C919021533579998472"><enum>5.</enum><header>Manufacturing extension</header> 
<subsection id="H5548FDB773D34475A4029E435E9BF841"><enum>(a)</enum><header>Manufacturing Center evaluation</header><text>Section 25(c)(5) of the National Institute of Standards and Technology Act (<external-xref legal-doc="usc" parsable-cite="usc/15/278k">15 U.S.C. 278k(c)(5)</external-xref>) is amended by inserting <quote>A Center that has not received a positive evaluation by the evaluation panel shall be notified by the panel of the deficiencies in its performance and may be placed on probation for one year, after which time the panel may reevaluate the Center. If the Center has not addressed the deficiencies identified by the panel, or shown a significant improvement in its performance, the Director may conduct a new competition to select an operator for the Center or may close the Center.</quote> after <quote>sixth year at declining levels.</quote>.</text></subsection> 
<subsection id="H27D2BB74254A44289FBEC9E7D0A849D"><enum>(b)</enum><header>Manufacturing extension Center competitive grant program</header><text>Section 25 of the National Institute of Standards and Technology Act (<external-xref legal-doc="usc" parsable-cite="usc/15/278k">15 U.S.C. 278k</external-xref>) is amended by adding at the end the following new subsections:</text> 
<quoted-block id="HDA8E8172947A4248A814C3F2720635F"> 
<subsection id="HC6E888996C424992BE8CA65CDC54282B"><enum>(e)</enum><header>Competitive grant program</header> 
<paragraph id="H8C285357614D452E9CC100697572F467"><enum>(1)</enum><header>Establishment</header><text>The Director shall establish, within the Manufacturing Extension Partnership program under this section and section 26 of this Act, a program of competitive awards among participants described in paragraph (2) for the purposes described in paragraph (3).</text></paragraph> 
<paragraph id="H6738D1B687894363A9C2F79C5200E043"><enum>(2)</enum><header>Participants</header><text>Participants receiving awards under this subsection shall be the Centers, or a consortium of such Centers.</text></paragraph> 
<paragraph id="H89BA521A4CC3455E00B2204E9B205D"><enum>(3)</enum><header>Purpose</header><text>The purpose of the program under this subsection is to develop projects to solve new or emerging manufacturing problems as determined by the Director, in consultation with the Director of the Manufacturing Extension Partnership program, the Manufacturing Extension Partnership National Advisory Board, and small and medium-sized manufacturers. One or more themes for the competition may be identified, which may vary from year to year, depending on the needs of manufacturers and the success of previous competitions. These themes shall be related to projects associated with manufacturing extension activities, including supply chain integration and quality management, or extend beyond these traditional areas.</text></paragraph> 
<paragraph id="H11D6E235B74147769C2B2388AB69A454"><enum>(4)</enum><header>Applications</header><text>Applications for awards under this subsection shall be submitted in such manner, at such time, and containing such information as the Director shall require, in consultation with the Manufacturing Extension Partnership National Advisory Board.</text></paragraph> 
<paragraph id="H48708D8547084CE188F6A2B8571C58BF"><enum>(5)</enum><header>Selection</header><text>Awards under this subsection shall be peer reviewed and competitively awarded. The Director shall select proposals to receive awards—</text> 
<subparagraph id="H418D3D20AB30454490D5DBD551D08800"><enum>(A)</enum><text>that utilize innovative or collaborative approaches to solving the problem described in the competition;</text></subparagraph> 
<subparagraph id="H1EAF3A4973E74ED885F0EF245F8D2D"><enum>(B)</enum><text>that will improve the competitiveness of industries in the region in which the Center or Centers are located; and</text></subparagraph> 
<subparagraph id="HD8F6D386312844569BA8FDB0747B09F"><enum>(C)</enum><text>that will contribute to the long-term economic stability of that region.</text></subparagraph></paragraph> 
<paragraph id="HD4F2B9B7D37C4BA1BE58C1AF4345DC7B"><enum>(6)</enum><header>Program contribution</header><text>Recipients of awards under this subsection shall not be required to provide a matching contribution.</text></paragraph></subsection> 
<subsection id="H79781C4AF77D4E258598BE3899530443"><enum>(f)</enum><header>Audits</header><text>A center that receives assistance under this section shall submit annual audits to the Secretary in accordance with Office of Management and Budget Circular A–133 and shall make such audits available to the public on request.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section>

<subsection id="H34CD140170404347AAA2E094120520EF"><enum>(a)</enum><header>Laboratory activities</header><text>There are authorized to be appropriated to the Secretary of Commerce for the scientific and technical research and services laboratory activities of the National Institute of Standards and Technology—</text> 
<paragraph id="H30F63751ECD9424B88F7945106144274"><enum>(1)</enum><text>$425,688,000 for fiscal year 2006, of which—</text> 
<subparagraph id="H2AA61012E5684B3A992D8471A71CC9B"><enum>(A)</enum><text>$55,777,000 shall be for Electronics and Electrical Engineering;</text></subparagraph> 
<subparagraph id="HB0E61DF68FCE4353A57E919B35D98746"><enum>(B)</enum><text>$29,584,000 shall be for Manufacturing Engineering;</text></subparagraph> 
<subparagraph id="HE6C9895D1BE1466CB337917C7400BC61"><enum>(C)</enum><text>$50,142,000 shall be for Chemical Science and Technology;</text></subparagraph> 
<subparagraph id="H380078B95D79419C80FC12D6CBF7FE33"><enum>(D)</enum><text>$42,240,000 shall be for Physics;</text></subparagraph> 
<subparagraph id="H312541E28E464858AF8D10E49C00D11B"><enum>(E)</enum><text>$62,724,000 shall be for Material Science and Engineering;</text></subparagraph> 
<subparagraph id="H0250DD50DDFD45439E9C81B4E7B4F5EB"><enum>(F)</enum><text>$23,594,000 shall be for Building and Fire Research;</text></subparagraph> 
<subparagraph id="H148A13DCDAD5492083EB46E95D2575"><enum>(G)</enum><text>$60,660,000 shall be for Computer Science and Applied Mathematics, of which $2,800,000 shall be for activities in support of the Help America Vote Act of 2002;</text></subparagraph> 
<subparagraph id="H7B17BD3DEC674717BD70B730838DE541"><enum>(H)</enum><text>$17,445,000 shall be for Technical Assistance; and</text></subparagraph> 
<subparagraph id="HF187D6C88C60473FAF1D29BE8C7500ED"><enum>(I)</enum><text>$78,102,000 shall be for Research Support Activities;</text></subparagraph></paragraph> 
<paragraph id="H9E9C5FCAB21943C9808E5023A600F2A4"><enum>(2)</enum><text>$446,951,000 for fiscal year 2007;</text></paragraph> 
<paragraph id="HD5CA2B28377A413F9C726BB57762FED2"><enum>(3)</enum><text>$469,299,000 for fiscal year 2008; and</text></paragraph>

<subsection id="H3D30FCD7A6F54210B99FD5787E3DDF09"><enum>(b)</enum><header>Malcolm Baldrige National Quality Award program</header><text>There are authorized to be appropriated to the Secretary of Commerce for the Malcolm Baldrige National Quality Award program under section 17 of the Stevenson-Wydler Technology Innovation Act of 1980 (<external-xref legal-doc="usc" parsable-cite="usc/15/3711a">15 U.S.C. 3711a</external-xref>)—</text> 
<paragraph id="H8BEF2D81C81A4CF89C035F32AC8D51"><enum>(1)</enum><text>$5,400,000 for fiscal year 2006;</text></paragraph> 
<paragraph id="H6D7B25BDCE7942F9A86B5BF4E515BA04"><enum>(2)</enum><text>$5,535,000 for fiscal year 2007;</text></paragraph> 
<paragraph id="H9776261DA1BB462F969BDB92909C8FA6"><enum>(3)</enum><text>$5,674,000 for fiscal year 2008; and</text></paragraph> 
<paragraph id="HD6DF312D9F384B9F8FA2A1B70395948B"><enum>(4)</enum><text>$5,815,000 for fiscal year 2009.</text></paragraph></subsection> 
<subsection id="H9D5D51FC3D1F43CDB09BA629CB881BA"><enum>(c)</enum><header>Construction and maintenance</header><text>There are authorized to be appropriated to the Secretary of Commerce for construction and maintenance of facilities of the National Institute of Standards and Technology such sums as may be necessary for each of fiscal years 2006 through 2009.</text></subsection></section> 
<section id="H4F599255CDE44C6DAD87232BFD56D83D"><enum>7.</enum><header>Standards Education program</header> 
<subsection id="H1F284C92C0794564000061E2A4C70621"><enum>(a)</enum><header>Program authorized</header> 
<paragraph display-inline="yes-display-inline" id="H408E02C4456647D19E87568F5EABA361"><enum>(1)</enum><text>As part of the Teacher Science and Technology Enhancement Institute Program, the Director of the National Institute of Standards and Technology shall carry out a Standards Education program to award grants to institutions of higher education to support efforts by such institutions to develop curricula on the role of standards in the fields of engineering, business, science, and economics. The curricula should address topics such as—</text> 
<subparagraph indent="up1" id="H28F3AC3AFD3D4643A2035757C3699F57"><enum>(A)</enum><text>development of technical standards;</text></subparagraph> 
<subparagraph indent="up1" id="H1FC1E4A5FEE74BD888FECE38F616F168"><enum>(B)</enum><text>demonstrating conformity to standards;</text></subparagraph>

<subparagraph indent="up1" id="H9EDAB603A76D408499A3AE9378C3F000"><enum>(D)</enum><text>standardization as a key element of business strategy;</text></subparagraph> 
<subparagraph indent="up1" id="HB0064375372E485F8C06B4145E30A059"><enum>(E)</enum><text>survey of organizations that develop standards;</text></subparagraph> 
<subparagraph indent="up1" id="HE687EC468BCF487991BC479DA4C2EC3"><enum>(F)</enum><text>the standards life cycle;</text></subparagraph> 
<subparagraph indent="up1" id="HD9DCA43B69E74980852BFBE28278A60"><enum>(G)</enum><text>case studies in effective standardization;</text></subparagraph> 
<subparagraph indent="up1" id="H073FB12B50654AD783BF9745DCCB600"><enum>(H)</enum><text>managing standardization activities; and</text></subparagraph> 
<subparagraph indent="up1" id="H1AC79AD416914F7EAF0000B93D9E2921"><enum>(I)</enum><text>managing organizations that develop standards.</text></subparagraph></paragraph> 
<paragraph indent="up1" id="H0B57247C17B848DCB37B96F73328BAF"><enum>(2)</enum><text>Grants shall be awarded under this section on a competitive, merit-reviewed basis and shall require cost-sharing from non-Federal sources.</text></paragraph></subsection> 
<subsection id="HBF90614BD520476184A0CE4C2415F2E3"><enum>(b)</enum><header>Selection process</header> 
<paragraph display-inline="yes-display-inline" id="HE1D79D1973094E5FAC002D93C8FBCA5"><enum>(1)</enum><text>An institution of higher education seeking funding under this section shall submit an application to the Director at such time, in such manner, and containing such information as the Director may require. The application shall include at a minimum—</text> 
<subparagraph indent="up1" id="HBF3583C893B44A959300F169F400668C"><enum>(A)</enum><text>a description of the content and schedule for adoption of the proposed curricula in the courses of study offered by the applicant; and</text></subparagraph> 
<subparagraph indent="up1" id="H8F16A4E7CD9B452CA2C4C08098400F"><enum>(B)</enum><text>a description of the source and amount of cost-sharing to be provided.</text></subparagraph></paragraph> 
<paragraph indent="up1" id="H1923B7DA1FC64BAFADA17006E027036"><enum>(2)</enum><text>In evaluating the applications submitted under paragraph (1) the Director shall consider, at a minimum—</text> 
<subparagraph id="H754DC60549CD48DC9BAC2CE30443B3E0"><enum>(A)</enum><text>the level of commitment demonstrated by the applicant in carrying out and sustaining lasting curricula changes in accordance with subsection (a)(1); and</text></subparagraph> 
<subparagraph id="H9ECC61907644421EBBFBEA07C4C413EF"><enum>(B)</enum><text>the amount of cost-sharing provided.</text></subparagraph></paragraph></subsection> 
<subsection id="HA75E43DA42EF4E608FFA7669B7FCBDA4"><enum>(c)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to the Secretary of Commerce for the Teacher Science and Technology Enhancement Institute program of the National Institute of Standards and Technology—</text> 
<paragraph id="H2291649A8F664537BB24005743E2EF8E"><enum>(1)</enum><text>$773,000 for fiscal year 2006;</text></paragraph> 
<paragraph id="H53A48903C01A4AB6A0D4D678E61A494"><enum>(2)</enum><text>$796,000 for fiscal year 2007;</text></paragraph> 
<paragraph id="H12D0CE94D73D441E87FD4CEAF6B994B"><enum>(3)</enum><text>$820,000 for fiscal year 2008; and</text></paragraph> 
<paragraph id="HB1E831B1739342868B97CE5EFA014C1"><enum>(4)</enum><text>$844,000 for fiscal year 2009.</text></paragraph></subsection></section>

<subsection id="H15A8EA7C2D68436E81F14B685229D313"><enum>(a)</enum><header>Manufacturing Extension Partnership program</header><text>There are authorized to be appropriated to the Secretary of Commerce, or other appropriate Federal agencies, for the Manufacturing Extension Partnership program under sections 25 and 26 of the National Institute of Standards and Technology Act (15 U.S.C. 278k and 278l)—</text> 
<paragraph id="HC8F12D9CAA464948B5326541BCBC1DA"><enum>(1)</enum><text>$110,000,000 for fiscal year 2006, of which not more than $4,000,000 shall be for the competitive grant program under section 25(e) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/15/278k">15 U.S.C. 278k(e)</external-xref>);</text></paragraph> 
<paragraph id="H7D42542119FC461984617CD97E8E22FE"><enum>(2)</enum><text>$115,000,000 for fiscal year 2007, of which not more than $4,100,000 shall be for the competitive grant program under section 25(e) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/15/278k">15 U.S.C. 278k(e)</external-xref>);</text></paragraph>
