<official-title display="yes">To amend the Reclamation Wastewater and Groundwater Study and Facilities Act to authorize the Secretary of the Interior to participate in the design, planning, and construction of permanent facilities for the GREAT project to reclaim, reuse, and treat impaired waters in the area of Oxnard, California. </official-title>

<section changed="added" display-inline="no-display-inline" id="HB3EA8F3BD2934EA3B2289EDB127269C5" reported-display-style="roman" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>City of Oxnard Water Recycling and Desalination Act of 2006</short-title></quote>.</text> </section> 
<section changed="added" id="HC30D09C1D61C4076ABE06BB8DCC17E66" reported-display-style="roman"><enum>2.</enum><header>Oxnard, California, water reclamation, reuse, and treatment project</header> 
<subsection id="HC2689C387CF04EDEB82FF498EA3B57C6"><enum>(a)</enum><header>In general</header><text>The Reclamation Wastewater and Groundwater Study and Facilities Act (title XVI of <external-xref legal-doc="public-law" parsable-cite="pl/102/575">Public Law 102–575</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/43/390h">43 U.S.C. 390h et seq.</external-xref>) is amended by adding at the end the following:</text>

<section id="HA30F23332AB84D29ACDE44C04024F48E"><enum>__.</enum><header>Oxnard, California, water reclamation, reuse, and treatment project</header> 
<subsection id="H741A64EF1C224D79AE32795D340077C2"><enum>(a)</enum><header>Authorization</header><text>The Secretary, in cooperation with the City of Oxnard, California, may participate in the design, planning, and construction of Phase I permanent facilities for the GREAT project to reclaim, reuse, and treat impaired water in the area of Oxnard, California.</text> </subsection> 
<subsection id="H6C89B9EA5ECE44A7A739D5D676EFB9D7"><enum>(b)</enum><header>Cost share</header><text>The Federal share of the costs of the project described in subsection (a) shall not exceed 25 percent of the total cost.</text> </subsection> 
<subsection id="HC7530267A7D24E49A1A4E73C6F99E1CB"><enum>(c)</enum><header>Limitation</header><text>The Secretary shall not provide funds for the following:</text> 
<paragraph id="H340F83D45322423D86F110541BF597BA"><enum>(1)</enum><text>The operations and maintenance of the project described in subsection (a).</text> </paragraph> 
<paragraph id="HA1FAA202A19543D08B3B9650E71F4199"><enum>(2)</enum><text>The construction, operations, and maintenance of the visitor’s center related to the project described in subsection (a).</text> </paragraph></subsection> 
<subsection id="H3B09FAE073C944AB83C0BAADF138C59E"><enum>(d)</enum><header>Sunset of authority</header><text>The authority of the Secretary to carry out any provisions of this section shall terminate 10 years after the date of the enactment of this section.</text> </subsection></section> <after-quoted-block>.</after-quoted-block></quoted-block> </subsection> 
<subsection changed="added" id="HC1A345C4C2F146A492CB994471BB6FA1" reported-display-style="roman"><enum>(b)</enum><header>Clerical amendment</header><text>The table of sections in section 2 of the <act-name parsable-cite="RPAAA92">Reclamation Projects Authorization and Adjustment Act of 1992</act-name> is amended by inserting after the last item the following:</text>
