<official-title>To amend the Communications Act of 1934 to prohibit the use of autodialers for purposes of political solicitations, and for other purposes.</official-title>

<section id="H01DD63666C6B4FDF95E977B071B23C99" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Robocaller Identification Act</short-title></quote>.</text></section> 
<section id="HBE8AFD8E7CBA4A6EB800E643C87E3090"><enum>2.</enum><header>Prohibition on automated calling for political purposes</header> 
<subsection id="H1616C28BDBE94A3388E7E8B5DED107EE"><enum>(a)</enum><header>Amendment</header><text display-inline="yes-display-inline">Section 227(b)(1) of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/227">47 U.S.C. 227(b)(1)</external-xref>) is amended—</text> 
<paragraph id="HC145406A248F4386ADF08F11EEAFFABF"><enum>(1)</enum><text>in subparagraph (B), by inserting <quote>, for any purpose other than for a political purpose,</quote> after <quote>prerecorded voice</quote>;</text></paragraph> 
<paragraph id="H06C9417794664D8CB71286F4484622CC"><enum>(2)</enum><text>by striking <quote>or</quote> at the end of subparagraph (C);</text></paragraph> 
<paragraph id="HE11176069DC6455591F57D00F3D623B9"><enum>(3)</enum><text>by striking the period at the end of subparagraph (D) and inserting <quote>; or</quote>; and</text></paragraph> 
<paragraph id="H10EC96AB2A694EB9B93E07185B1F136B"><enum>(4)</enum><text>by adding at the end the following new subparagraph:</text> 
<quoted-block style="OLC" id="HE3A0AF2351554F3A994754974F0835E7" display-inline="no-display-inline"> 
<subparagraph id="H343CD4D6EE594EC4891CC2F81266AF8E"><enum>(E)</enum><text display-inline="yes-display-inline">to initiate any telephone call using an automatic telephone dialing system or an artificial or prerecorded voice for a political purpose, unless—</text> 
<clause id="H2F82EAA6E3CB41A9B0E5E0C658805E96"><enum>(i)</enum><text>at the beginning of the message, it states clearly the identity of the entity or individual that is responsible for initiating the call and the entity or individual responsible for funding the call; and</text></clause> 
<clause id="HA4DD6F2DC9E94290A0A5008D37ED9405"><enum>(ii)</enum><text display-inline="yes-display-inline">during or after the message—</text> 
<subclause id="H15F4B3D171C246778954126880C610C"><enum>(I)</enum><text>it states clearly a telephone number or address of such entity or individual where further information about the entity may be obtained; or</text></subclause> 
<subclause id="H03343F1216584FB7995BCCECB64DF02"><enum>(II)</enum><text>it states the individuals that serve on the board of directors of the entity.</text></subclause></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></subsection> 
<subsection id="HF89C46763CAA41A3AEF3C4DB804693C1"><enum>(b)</enum><header>Definition</header><text>Section 227(a) of such Act is amended by adding at the end the following new paragraph:</text>

<paragraph id="HBF5DCD213FA74092A0DDBDF0AB8F14EC"><enum>(5)</enum><text display-inline="yes-display-inline">The term <term>political purpose</term> means the purpose of attempting to influence legislation, or of attempting to participate in or intervene in any political campaign on behalf of (or in opposition to) any candidate for public office.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section>
