<official-title>To provide that no automatic pay adjustment for Members of Congress shall be made in the year following a fiscal year in which there is a Federal budget deficit.</official-title>

<section id="H816A5D1F565143E0AF5FE4BD3E93EA00" section-type="section-one" display-inline="no-display-inline"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Deficit Accountability Act of 2005</short-title></quote>.</text></section> 
<section id="HFA5923145F114F48842CAFD6FF1E736B"><enum>2.</enum><header>Effect of a budget deficit</header><text display-inline="no-display-inline">Section 601(a) of the Legislative Reorganization Act of 1946 (<external-xref legal-doc="usc" parsable-cite="usc/2/31">2 U.S.C. 31</external-xref>) is amended—</text> 
<paragraph id="HB7049A68E3CD4D2CBAD73F50C800898B"><enum>(1)</enum><text>in paragraph (2)(A), by striking <quote>Subject to subparagraph (B),</quote> and inserting <quote>Subject to subparagraph (B) and paragraph (3),</quote>; and</text></paragraph> 
<paragraph id="H39F27FA973CA4F73A885C56E23D81DFB"><enum>(2)</enum><text>by adding at the end the following:</text>

<paragraph id="HB1AE4FBCDA104E43B486F17EBDE1466F" indent="up1"><enum>(3)</enum><text>An adjustment under paragraph (2) otherwise scheduled to take effect in a calendar year shall not be made if, as determined by the Office of Management and Budget, there was a deficit (as defined by section 3 of the Congressional Budget and Impoundment Control Act of 1974) in the preceding fiscal year.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section>
