<official-title>To amend the Homeland Security Act of 2002 to direct the Secretary of Homeland Security to develop and implement the READICall emergency alert system.</official-title>

<section section-type="section-one" id="HA7AB81F4D81B4348A3BA62A982A0ABB2" display-inline="no-display-inline"><enum>1.</enum><header>READICall emergency alert System</header> 
<subsection id="HB10114A49D524BABACE6AAC1A15EC598"><enum>(a)</enum><header>In general</header><text>Title V of the Homeland Security Act of 2002 (<external-xref legal-doc="public-law" parsable-cite="pl/107/296">Public Law 107–296</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/6/311">6 U.S.C. 311 et seq.</external-xref>) is amended by adding at the end the following:</text>

<section id="H5BD912A3839D4398B31032FDFA5FC5EA"><enum>510.</enum><header>READICall emergency alert System</header> 
<subsection id="HED40577833784F63A6DCDD0574FB5EFC"><enum>(a)</enum><header>In general</header><text>As soon as is practicable, but not later than 1 year after the date of the enactment of this section, the Secretary, working in coordination with appropriate Federal agencies, State, and local domestic security agencies, and national private sector networks and infrastructure, shall develop and implement an emergency telephonic alert notification system which shall be known as the Responsive Emergency Alert and Dissemination of Information Call System or READICall System.</text></subsection> 
<subsection id="H6BA10B0DED2B4C01BF9E8DAD8C9D01BC"><enum>(b)</enum><header>Functions</header><text>The System shall be designed—</text> 
<paragraph id="HA44DCD29F5CA4EB688F490962800AEFA"><enum>(1)</enum><text>to alert persons in the United States of imminent or current hazardous events caused by an act of terrorism, any other man-made disaster, any natural disaster, or any combination of the foregoing; and</text></paragraph> 
<paragraph id="H7D4DB740B8954464B79F7FF730ABF8D0"><enum>(2)</enum><text>to provide information to individuals regarding appropriate measures that may be undertaken to alleviate or minimize threats to their safety and welfare posed by such events.</text></paragraph></subsection> 
<subsection id="HFD4A30B618DE457FAEA2AD039B8BA9D9"><enum>(c)</enum><header>Coordination and collaboration</header><text>In implementing this section, the Secretary shall—</text> 
<paragraph id="H15860A61C08643878D63A19CFE9711FD"><enum>(1)</enum><text>to the maximum extent possible, make use of national private sector networks, technology, personnel, and infrastructure to develop and implement the System;</text></paragraph> 
<paragraph id="H4CCB63FC24054E25BF20105EB3279826"><enum>(2)</enum><text>develop coordinated infrastructure for the System, in collaboration with the Assistant Secretary of Commerce for Communications and Information, the national telecommunications and teleservices industries, and other Federal, State, and local governmental agencies as may be necessary, that—</text> 
<subparagraph id="H5C8639397CE54FFBB04BBEB6A8BBEADC"><enum>(A)</enum><text>uses the full range of available telecomunications technology; and</text></subparagraph> 
<subparagraph id="H1142202E91E049E4A249DF82FB184B1C"><enum>(B)</enum><text>will be able to—</text> 
<clause id="H3F8F9CA4EB934B368E3F3B7E332106AD"><enum>(i)</enum><text display-inline="yes-display-inline">provide immediate notification and warning upon approval by the Secretary, via telephone to all telephone subscribers within the United States and its territories in the event of an act of terrorism, any other man-made disaster, any natural disaster, or any combination of the foregoing;</text></clause> 
<clause id="H813F230D239B4C24B2727006708EE084"><enum>(ii)</enum><text>target specific regions, communities, neighborhoods, or locations of emergent local crises and provide notification and warning to just the affected areas if appropriate;</text></clause> 
<clause id="HC5586DA3C1B849FAA5B0B762E87705BA"><enum>(iii)</enum><text>to the extent possible, provide for a distinct ring so that telephone subscribers are immediately aware of the emergency nature of the call; and</text></clause> 
<clause id="H1FD6E293E82D4642854E5E2D1C7045C0"><enum>(iv)</enum><text>disseminate necessary information to a telephone subscriber related to the emergency situation and appropriate courses of action to take; and</text></clause></subparagraph></paragraph> 
<paragraph id="H22293972BD8B4AF0BFE9CEC8BEF516F0"><enum>(3)</enum><text>in developing the System, undertake a collaborative effort between the Department and other Federal agencies, State, and local domestic security agencies, and organizations of first responders, so that—</text> 
<subparagraph id="H5258DEE2919F44A3A95702DB72347270"><enum>(A)</enum><text>the System will allow for necessary interoperability between different sources of terrorist threat information;</text></subparagraph> 
<subparagraph id="HF71830CB557B4E229DB28B89A6BD1F40"><enum>(B)</enum><text>the System will allow for the immediate dissemination of information both laterally and horizontally, such that information can be provided from all levels of governmental sources; and</text></subparagraph> 
<subparagraph id="H68AB36B10FDA48C0B2F1CE6046DA2CF"><enum>(C)</enum><text>appropriate standards, protocols, procedures, and terminology are determined to minimize inconsistencies and miscommunication with intelligence information, including appropriate definitions for situations that would constitute a threat for which the System would be used.</text></subparagraph></paragraph></subsection> 
<subsection id="HACC7CE60F82B48E4A8D5DC8367081D15"><enum>(d)</enum><header>Authorities</header><text>The Secretary may conduct research and pilot programs as may be necessary to determine and improve the effectiveness of the System.</text></subsection> 
<subsection id="H0E64AA9BA1B842BBA9008836C1D3170"><enum>(e)</enum><header>Reports to congress</header><text>The Secretary shall submit a report to the Congress on the status of the System—</text> 
<paragraph id="HA974F7916231432BB4A67CB149F8F63"><enum>(1)</enum><text>by not later than 6 months after the date of enactment of this Act; and</text></paragraph> 
<paragraph id="HC08D49E530DD493A97D601A478DAA36D"><enum>(2)</enum><text>yearly thereafter.</text></paragraph></subsection> 
<subsection id="H0B4F8DCB70334C2689C011B9C3EBDE66"><enum>(f)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph id="H53DEB47B92C545AE8EEBF9F4237B300"><enum>(1)</enum><header>System</header><text>The term <term>System</term> means the Responsive Emergency Alert and Dissemination of Information Call System or READICall System established under this section.</text></paragraph> 
<paragraph id="H2887260A023C4B2885BF58BBEEB520FC"><enum>(2)</enum><header>Telephone subscriber</header><text>The term <term>telephone subscriber</term> means any residents of the United States (including territories of the United States) who receives telephone service via a traditional residential telephone, business telephone, or wireless telephone.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H69FFC6E71ABE46A2BEA8A537CBB484AA"><enum>(b)</enum><header>Clerical amendment</header><text>The table of contents in section 1(b) of such Act is amended by inserting after the item relating to section 509 the following:</text>
