Russell National School Lunch Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1766">42 U.S.C. 1766(i)</external-xref>) is amended by striking <quote>(except, in the case of each of fiscal years 2005, 2006, and 2007, 1 percent)</quote>.</text> </section>
