Russell National School Lunch Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1769">42 U.S.C. 1769(g)(1)(B)</external-xref>) is amended by striking <quote>in each of 4 States (including a State</quote> and inserting <quote> or Head Start programs authorized under the Head Start Act (<external-xref legal-doc="usc" parsable-cite="usc/42/9831">42 U.S.C. 9831 et seq.</external-xref>), in each of 5 States (including New York and a State</quote>.</text> </section>
