<official-title>To amend the Outer Continental Shelf Lands Act to permanently prohibit the conduct of offshore drilling on the outer Continental Shelf in the Mid-Atlantic and North Atlantic planning areas.</official-title>

<section section-type="section-one" id="H90180FA1813242E686E0CF3FFE16CC00" display-inline="no-display-inline"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Clean Ocean and Safe Tourism Anti-Drilling Act</short-title></quote> or the <quote><short-title>COAST Anti-Drilling Act</short-title></quote>.</text></section>
<section id="H0DE4F0D980BF403D87A9461BB24CC6D"><enum>2.</enum><header>Prohibition of oil and gas leasing in certain areas of the outer Continental Shelf</header><text display-inline="no-display-inline">Section 8 of the Outer Continental Shelf Lands Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1337">43 U.S.C. 1337</external-xref>) is amended by adding at the end the following:</text>

<subsection id="HF242D8840D204191ACD8C6002E20A23E"><enum>(p)</enum><header>Prohibition of oil and gas leasing in certain areas of the outer Continental Shelf</header><text>Notwithstanding any other provision of this section or any other law, the Secretary of the Interior shall not issue a lease for the exploration, development, or production of oil, natural gas, or any other mineral in—</text>
<paragraph id="H7427F3A5D9A4459F884CCF56FC450755"><enum>(1)</enum><text>the Mid-Atlantic planning area; or</text></paragraph>
<paragraph id="H08D16B6E5B024034B013C536321DF1BB"><enum>(2)</enum><text>the North Atlantic planning area.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section>
