<section id="H9C9D04B707344659959214E5921C80E7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Santa Ana River Water Supply Enhancement Act of 2005</short-title></quote>.</text></section> 
<section section-type="subsequent-section" id="H159F3A94699A48AE00D1BD44DFC46EB2" display-inline="no-display-inline"><enum>2.</enum><header>Prado Basin Natural Treatment System Project</header> 
<subsection id="HB49411EB0792419DB462668F94AFC057"><enum>(a)</enum><header>In general</header><text>The Reclamation Wastewater and Groundwater Study and Facilities Act (<external-xref legal-doc="public-law" parsable-cite="pl/102/575">Public Law 102–575</external-xref>, title XVI; <external-xref legal-doc="usc" parsable-cite="usc/43/390h">43 U.S.C. 390h et seq.</external-xref>) is amended by adding at the end the following:</text>

<section id="HAC5460586BA44247838712A8997648B6"><enum>1636.</enum><header>Prado Basin Natural Treatment System Project</header> 
<subsection id="HDC00791ABFC14CDDA23B1B5CEECF469F"><enum>(a)</enum><header>In general</header><text>The Secretary, in cooperation with the Orange County Water District, shall participate in the planning, design, and construction of natural treatment systems and wetlands for the flows of the Santa Ana River, California, and its tributaries into the Prado Basin.</text></subsection> 
<subsection id="HFD17AA884274404CB001AB56A709E800"><enum>(b)</enum><header>Cost sharing</header><text>The Federal share of the cost of the project described in subsection (a) shall not exceed 25 percent of the total cost of the project.</text></subsection> 
<subsection id="HC04B1BC81EA049B300B96EBF2C7EEEA8"><enum>(c)</enum><header>Limitation</header><text>Funds provided by the Secretary shall not be used for the operation and maintenance of the project described in subsection (a).</text></subsection> 
<subsection id="H3E54BF987AE140FEABFAAC5FEEEEAA"><enum>(d)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $20,000,000.</text></subsection> 
<subsection id="HA98F098B5605407A977DC7473500E158"><enum>(e)</enum><header>Sunset of authority</header><text>This section shall have no effect after the date that is 10 years after the date of the enactment of this section.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection>

<subsection id="H16BCB11892FD48E49C21CA67BC3DB316"><enum>(a)</enum><header>In general</header><text>The Reclamation Wastewater and Groundwater Study and Facilities Act (<external-xref legal-doc="public-law" parsable-cite="pl/102/575">Public Law 102–575</external-xref>, title XVI; <external-xref legal-doc="usc" parsable-cite="usc/43/390h">43 U.S.C. 390h et seq.</external-xref>) is further amended by adding at the end the following:</text>

<section id="H892595FB60234A14A016D6FE5C80D706"><enum>1637.</enum><header>Regional brine lines</header> 
<subsection id="H378FB4B717CE4E12A2C1D6AAF84F9BA"><enum>(a)</enum><header>Southern California</header><text display-inline="yes-display-inline">The Secretary, under Federal reclamation laws and in cooperation with units of local government, may assist agencies in projects to construct regional brine lines to export the salinity imported from the Colorado River to the Pacific Ocean as identified in—</text> 
<paragraph id="H4D6333EFBA55470492F01BDD8D1F14E1"><enum>(1)</enum><text>the Salinity Management Study prepared by the Bureau of Reclamation and the Metropolitan Water District of Southern California; and</text></paragraph> 
<paragraph id="H8451A3262B9D4392AD4090C87439F158"><enum>(2)</enum><text>the Southern California Comprehensive Water Reclamation and Reuse Study prepared by the Bureau of Reclamation.</text></paragraph></subsection> 
<subsection id="H55D9B3CC0E3E431BA7CA09D644F9EB00"><enum>(b)</enum><header>Agreements and regulations</header><text>The Secretary may enter into such agreements and promulgate such regulations as are necessary to carry out this section.</text></subsection> 
<subsection id="HEB022BDBED07440D944F301C2652A600"><enum>(c)</enum><header>Cost sharing</header><text>The Federal share of the cost of a project to construct regional brine lines described in subsection (a) shall not exceed—</text> 
<paragraph id="H0EE7EC4F0A2142D8A5AC29593932C448"><enum>(1)</enum><text>25 percent of the total cost of the project; or</text></paragraph> 
<paragraph id="H4363DE9E3FF647708CA7566BFF657DC3"><enum>(2)</enum><text>$40,000,000.</text></paragraph></subsection> 
<subsection id="HADA8A7826CC0408DA744AB653DB6955D"><enum>(d)</enum><header>Limitation</header><text>Funds provided by the Secretary shall not be used for operation or maintenance of any project described in subsection (a).</text></subsection>

<subsection id="H32795C5127964373970089AA637C01F0"><enum>(a)</enum><header>In general</header><text>The Reclamation Wastewater and Groundwater Study and Facilities Act (<external-xref legal-doc="public-law" parsable-cite="pl/102/575">Public Law 102–575</external-xref>, title XVI; <external-xref legal-doc="usc" parsable-cite="usc/43/390h">43 U.S.C. 390h et seq.</external-xref>) is further amended by adding at the end the following:</text>

<section id="H9681B1B069A24C5CB59D00079FA9E0B2"><enum>1638.</enum><header>Lower Chino Dairy Area desalination demonstration and reclamation project</header> 
<subsection id="H54118B7A913648E09DCEBE58682BFC52"><enum>(a)</enum><header>In general</header><text>The Secretary, in cooperation with the Chino Basin Watermaster, the Inland Empire Utilities Agency, and the Santa Ana Watershed Project Authority and acting under the Federal reclamation laws, shall participate in the design, planning, and construction of the Lower Chino Dairy Area desalination demonstration and reclamation project.</text></subsection> 
<subsection id="HBC9003EA557749D78F263975F66537AD"><enum>(b)</enum><header>Cost sharing</header><text>The Federal share of the cost of the project described in subsection (a) shall not exceed—</text> 
<paragraph id="H93D351A9A3B047FB865000F3C61516B0"><enum>(1)</enum><text>25 percent of the total cost of the project; or</text></paragraph> 
<paragraph id="H1D7EF252DEBB4692963F848B00ADCF5F"><enum>(2)</enum><text>$50,000,000.</text></paragraph></subsection> 
<subsection id="HCDF1328700594F1FA4271CE88B9F9C24"><enum>(c)</enum><header>Limitation</header><text>Funds provided by the Secretary shall not be used for operation or maintenance of the project described in subsection (a).</text></subsection> 
<subsection id="HF238BACA7C4C4A10A291F3B273481E42"><enum>(d)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated such sums as are necessary to carry out this section.</text></subsection>

<section id="HDFE74A4ED5184D23A65344622D06FBF1"><enum>5.</enum><header>Ceiling increase on Federal share of water reclamation project</header><text display-inline="no-display-inline">Section 1631(d) of the Reclamation Wastewater and Groundwater Study and Facilities Act (43 U.S.C.390h-13(d)) is amended—</text> 
<paragraph id="H582A65EFE9ED47ECA03BDE6DC999FDE"><enum>(1)</enum><text>in paragraph (1) by striking <quote>paragraph (2)</quote> and inserting <quote>paragraphs (2) and (3)</quote>; and</text></paragraph> 
<paragraph id="H9A069D98A42F44B09314B060C3B0AB75"><enum>(2)</enum><text>by adding at the end the following new paragraph:</text>

<paragraph id="HA78F6E690399430189D2535246ABE073"><enum>(3)</enum><text>The Federal share of the costs of the project authorized by section 1624 shall not exceed the following:</text>

<subparagraph id="HFF41B807696B433C9468FF8E93A8D394"><enum>(B)</enum><text>$24,200,000 for fiscal year 2008.</text></subparagraph> 
<subparagraph id="H85EA66F598BD4C65ACA4F2E919FAD228"><enum>(C)</enum><text>$26,620,000 for fiscal year 2009.</text></subparagraph> 
<subparagraph id="H77894A3390E44DD0A3D527CA38A27DF2"><enum>(D)</enum><text>$29,282,000 for fiscal year 2010.</text></subparagraph>

<section id="H751704296E0B4A5DAFE8498300B5FD08"><enum>6.</enum><header>Center for Technological Advancement of Membrane Technology and Education</header> 
<subsection id="HE940D1032C934F64882187194FF5B33F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of the Interior shall establish at the Orange County Water District located in Orange County, California, a center for the expressed purposes of providing—</text> 
<paragraph id="HA3CD290B0F4B4E5985EAB6702103A972"><enum>(1)</enum><text>assistance in the development and advancement of membrane technologies; and </text></paragraph> 
<paragraph id="HD1125E33337C4D6C8697EAFE6FF24C9D"><enum>(2)</enum><text>educational support in the advancement of public understanding and acceptance of membrane produced water supplies.</text></paragraph></subsection> 
<subsection id="HD80A59A4E1D94E479328676D535C9305"><enum>(b)</enum><header>Management of center</header> 
<paragraph id="H2D3965D738E74CC29FEA4123BC668169"><enum>(1)</enum><header>Contracts</header><text>In establishing the center, the Secretary shall enter into contracts with the Orange County Water District for purposes of managing such center.</text></paragraph> 
<paragraph id="HD01E9999561443C3BEE5FF2B3DE11EA"><enum>(2)</enum><header>Plan</header><text>Not later than 90 days after the date of enactment of this section, the Secretary, in consultation with the Orange County Water District, shall jointly prepare a plan, updated annually, identifying the goals and objectives of the center.</text></paragraph></subsection> 
<subsection id="H1467CA07EC634C2CA3C4FE00EDBD1760"><enum>(c)</enum><header>Authorization of appropriations</header><text>There are authorized to carry out subsections (a) and (b), $2,000,000, for each of fiscal years 2006 through 2011. Such sums shall remain available until expended.</text></subsection> 
<subsection id="H84631FEB907B49F68CE3C05CA05EC00"><enum>(d)</enum><header>Report</header><text>Not later than one year after the date of enactment of this section and annually thereafter, the Secretary, in consultation with the Orange County Water District, shall provide a report to Congress on the status of the center and its accomplishments.</text></subsection> 
<subsection id="HD382362A75AA4733A3C079DB41E61800"><enum>(e)</enum><header>Sunset of authority</header><text>This section shall have no effect after the date that is 10 years after the date of the enactment of this section.</text></subsection></section>
