<official-title>To authorize the Secretary of Education to make grants to States to establish statewide screening programs for children who are 5 to 7 years of age to prevent reading failure.</official-title>

<section section-type="section-one" id="H8F3E268EA8B04A13B95223EBD0DF0032" display-inline="no-display-inline"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Reading Failure Prevention Act of 2005</short-title></quote>.</text></section> 
<section id="H3BBF97C51DE840A5AFA9AEE83F7673F0"><enum>2.</enum><header>Grants for screening to prevent reading failure</header> 
<subsection id="H6A792EFBB3F64723B673906044589DF5"><enum>(a)</enum><header>Grants</header><text>The Secretary of Education may make grants to States to establish statewide screening programs for children who are 5 to 7 years of age for the prevention of reading failure.</text></subsection> 
<subsection id="HBA0AA7EF05D848E3A9819832000042B5"><enum>(b)</enum><header>Use of funds</header><text>The Secretary may not make a grant to a State under this section unless the State agrees to use the grant for the following:</text> 
<paragraph id="H6A56EECBA8A146E1951F7897B6583584"><enum>(1)</enum><text>Development and implementation of a statewide screening program for children who are 5 to 7 years of age to prevent reading failure by screening such children for traits that indicate the children have dyslexia or are otherwise at risk of reading failure.</text></paragraph> 
<paragraph id="H0330D7D5E0BC45B1826816DF17E354F0"><enum>(2)</enum><text>Providing adequate professional development for personnel who administer screening programs under this section.</text></paragraph></subsection> 
<subsection id="HE4B20F1CE2F24B3AA1E442FF2027F6F"><enum>(c)</enum><header>Determination of traits</header><text>The Secretary, using reliable, replicated, and scientifically-based research, shall enumerate specific traits that may be screened under this section to determine whether a child has dyslexia or is otherwise at risk of reading failure.</text></subsection> 
<subsection id="H4497B95098734F03A8B1C2B7D975EC64"><enum>(d)</enum><header>Application</header><text>To seek a grant under this section, a State shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may reasonably require.</text></subsection> 
<subsection id="H3F58E0EB51E843899BDEC0C5511000B8"><enum>(e)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph id="HDE9486CB5E2347E0A72FBB71C333F20"><enum>(1)</enum><text>The term <term>Secretary</term> means the Secretary of Education.</text></paragraph> 
<paragraph id="HEDB6EDC19F7542A2BC4D3554D0B1B1EF"><enum>(2)</enum><text>The term <term>State</term> includes the several States, the District of Columbia, the Commonwealth of Puerto Rico, the Commonwealth of the Northern Mariana Islands, American Samoa, Guam, the Virgin Islands, and any other territory or possession of the United States.</text></paragraph></subsection></section>
