<official-title>To provide for agreements between Federal agencies to partner or transfer funds to accomplish erosion goals relating to the coastal area of Louisiana, and for other purposes.</official-title>

<section id="H317A93D7CEAF4C49A44533EC66BAA94" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Together-Immediately Defeating Erosion Act of 2005</short-title></quote>.</text></section> 
<section id="H707056AD3ED94131A18E00C3224C3FC5"><enum>2.</enum><header>Purpose</header><text display-inline="no-display-inline">The purpose of this Act is to encourage Federal agencies to carry out comprehensive, interagency projects relating to the conservation, protection, and restoration of the coastal area of the State of Louisiana.</text></section> 
<section id="H73D16E0340314EE5B1BA5EB0F029BBD6"><enum>3.</enum><header>Amendment to Federal Water Pollution Control Act</header><text display-inline="no-display-inline">Title I of the Federal Water Pollution Control Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1254">33 U.S.C. 1254–1274</external-xref>) is amended—</text> 
<paragraph id="H60ACDA42879348BF94FAB5B7D3B84353"><enum>(1)</enum><text>by redesignating the second section 121 as section 122; and</text></paragraph> 
<paragraph id="HDC26177F807C42E2BBBE6E6FF3A89412"><enum>(2)</enum><text>by adding at the end the following:</text>

<section id="H9522DD6033494E6A859301952B3E25D0"><enum>123.</enum><header>Coastal Louisiana</header> 
<subsection id="H8C9A781EAA374FB3A67716231933DAB7"><enum>(a)</enum><header>Use of Funds</header><text display-inline="yes-display-inline">Any funds authorized to be appropriated under this section shall be used in a manner that is consistent with a multi-agency, comprehensive conservation, protection, and restoration program for the coastal area of Louisiana.</text></subsection> 
<subsection id="H7863EC24225F426795C3D2EA700E92E"><enum>(b)</enum><header>Conservation, protection, and restoration programs</header><text>The Administrator shall use funds authorized to be appropriated under this section for one or more of the following:</text> 
<paragraph id="H2A0944EBE8CB49A7BA2DE000B31486A"><enum>(1)</enum><text>To participate in programs relating to the coastal area of the State of Louisiana regarding—</text> 
<subparagraph id="HEF0FABDF5679485493CF4300C25CEC42"><enum>(A)</enum><text>environmental restoration; and</text></subparagraph> 
<subparagraph id="HCB63460E3AF14301B7DAC125F27C356"><enum>(B) resource protection.</enum><text></text> </subparagraph></paragraph> 
<paragraph id="H0DFBE0CCADF94C9093257F75074D21EA"><enum>(2)</enum><text>To carry out such restoration projects relating to the coastal area of the State of Louisiana as the Adminstrator determines to be appropriate.</text></paragraph> 
<paragraph id="H623A7259A7E340E100D9E9F69F89CF4"><enum>(3)</enum><text>To enter into an agreement with the head of any other Federal agency to partner or transfer funds to achieve the purpose described in section 2 of the Together-Immediately Defending Erosion Act of 2005.</text></paragraph></subsection> 
<subsection id="HA4C1300F3C7C4893A84998F6B73B7F81" display-inline="no-display-inline"><enum>(c)</enum><header>Authorization of Appropriations</header><text>There are authorized to be appropriated to carry out this section $50,000,000 for each of fiscal years 2006 through 2016.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> 
<section id="H3A4DAAE6914340DD81D0A3067880DFD1"><enum>4.</enum><header>Amendment to Watershed Protection and Flood Prevention Act</header><text display-inline="no-display-inline">The Watershed Protection and Flood Prevention Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1001">16 U.S.C. 1001–1012</external-xref>) is amended by adding at the end the following:</text>

<section id="HF2460135E58A4AD600BD91BA7438D4B"><enum>15.</enum><header>Coastal Louisiana</header> 
<subsection id="HFC2F8E56ACCD4C88BBEA8F5E1790F160"><enum>(a)</enum><header>Use of funds</header><text>Any funds authorized to be appropriated under this section shall be used in a manner that is consistent with a multi-agency, comprehensive conservation, protection, and restoration program for the coastal area of Louisiana.</text></subsection> 
<subsection id="H9D838EF04E5F4082A1FEFD064E47CCE7"><enum>(b)</enum><header>Conservation, protection, and restoration programs</header><text>The Secretary of Agriculture, acting through the Natural Resources Conservation Service, shall use funds authorized to be appropriated under this section for one or more of the following:</text> 
<paragraph id="H55705714712A4790B7C884380221BF3"><enum>(1)</enum><text display-inline="yes-display-inline">To give technical and financial assistance to local organizations in planning and carrying out watershed projects for flood protection and other purposes consistent with the comprehensive Louisiana coastal conservation, protection, and restoration program.</text></paragraph> 
<paragraph id="HD7C8201B1CAC40BA80640185B02E3270"><enum>(2)</enum><text display-inline="yes-display-inline">To carry out any other appropriate activity, as determined by the Secretary, in accordance with section 2 of the Together-Immediately Defending Erosion Act of 2005.</text></paragraph> 
<paragraph id="HE17163B3384742068694984827133564"><enum>(3)</enum><text>To enter into an agreement with the head of any other Federal agency to partner or transfer funds to achieve the purpose described in such section 2.</text></paragraph> 
<paragraph id="H225BA2B40B794061885EF6C282555004"><enum>(4)</enum><text>To implement projects to protect or restore watersheds and the ecosystem in coastal Louisiana.</text></paragraph></subsection> 
<subsection id="HD5987538BB71480DA1AEF5EA4700F1E8"><enum>(c)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated to carry out this section $10,000,000 for each of fiscal years 2006 through 2016.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section> 
<section id="HD3DEA1E31538479A83DF41537216D42"><enum>5.</enum><header>Limitations</header> 
<subsection id="H91C9EB8901A340928B4610604F8ED755"><enum>(a)</enum><header>Statutory construction</header><text>Nothing in this Act, including any amendment made by this Act, shall be construed to provide any new regulatory authority or to authorize the application of any regulation to coastal Louisiana.</text></subsection> 
<subsection id="HB02B6F0977E14631AEFB4E1DB06C6CE8"><enum>(b)</enum><header>Acquisition of real property</header><text>No funds appropriated to carry out this Act, including any amendment made by this Act, may be used to acquire any land or interest in land.</text></subsection> </section>
