<section section-type="section-one" id="H0402CF73F88649EFBC00F48EB2377F35" display-inline="no-display-inline"><enum>1.</enum><header>Full obligation of amounts in the Victims of Crime Fund</header><text display-inline="no-display-inline">Section 1402 of the Victims of Crime Act of 1984 (<external-xref legal-doc="usc" parsable-cite="usc/42/10601">42 U.S.C. 10601</external-xref>) is amended by adding at the end the following new subsection:</text>

<subsection id="H02041C73B4B348CE86852CF7E1D6EBB4"><enum>(h)</enum> 
<paragraph display-inline="yes-display-inline" id="HA73147F0ECE64C02A1568513B4689C75"><enum>(1)</enum><text>Except as otherwise specifically provided in this Act (including the emergency reserve referred to in subsection (d)(5)), the Director shall ensure that all sums in the Fund in a fiscal year are in fact obligated in the subsequent fiscal year.</text></paragraph> 
<paragraph indent="up1" id="H17B70CDC202042CF82A7F678034BCEEC"><enum>(2)</enum><text>A provision of law may not be construed as modifying or superseding the provisions of paragraph (1) unless that provision of law—</text> 
<subparagraph id="HC29A3B63DDEB4C66AC008EC90891F24"><enum>(A)</enum><text>specifically refers to this section; and</text></subparagraph> 
<subparagraph id="HBF05E13EC93849D1B6D0828857BFE035"><enum>(B)</enum><text>specifically states that such provision of law modifies or supersedes the provisions of this section.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section>
