<section id="H37EC4E5893064915B4DF37B8CE99F600" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Secure Domestic Container Partnership Act of 2005</short-title></quote>.</text></section> 
<section id="H8552B29D166F41E4961E90B189EE4C63"><enum>2.</enum><header>Empty shipping container sealing pilot program</header> 
<subsection id="HBCF990F743FE415F8B72835D0110BB74"><enum>(a)</enum><header>Authorization of program</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/46/701">Chapter 701</external-xref> of title 46, United States Code, is amended by adding at the end the following:</text>

<section id="H7CFC9925D2E54F3EB7DE778C6B173513"><enum>70122.</enum><header>Empty shipping container sealing pilot program</header> 
<subsection id="H7C861CDC8987435CB18C114361C415E3"><enum>(a)</enum><header>In general</header><text>The Secretary of Homeland Security shall carry out an empty shipping container sealing pilot program in accordance with this section to encourage shipping container handlers to seal empty shipping containers after they have unpacked them.</text></subsection> 
<subsection id="H16FC4C3D0E3D4A6191FFE498AB007279"><enum>(b)</enum><header>Program components</header><text display-inline="yes-display-inline">Under the pilot program, the Secretary may authorize a shipper, cargo carrier, freight forwarder, terminal operator, port authority, or labor organization that is a qualified container handler to secure, under a seal approved by the Secretary, a shipping container that is emptied by the person.</text></subsection> 
<subsection id="H59B3D3D58D584988956498EF24992CF8"><enum>(c)</enum><header>Qualified container handler requirements</header><text>The Secretary shall issue requirements for treating a person as a qualified container handler for purposes of this section.</text></subsection> 
<subsection id="H0F9F23A5798A46A789E370095629380"><enum>(d)</enum><header>Deadline for implementation</header><text>Not later than July 1, 2006, the Secretary shall—</text> 
<paragraph id="H3E62162B93F34B1D8090DBBE9CC712AC"><enum>(1)</enum><text>ensure that shipping containers are being sealed pursuant to this section; and</text></paragraph> 
<paragraph id="H5B5B7D21F88B4E61B578C7F4BFC8861E"><enum>(2)</enum><text>report to the Congress steps that have been taken to implement this section, including the number of shipping containers that have been sealed under this section.</text></paragraph></subsection> 
<subsection id="HD37EFBE1FEB54D8AA51FA5AB18FC527B"><enum>(e)</enum><header>Consultation</header><text>In carrying out this section, the Secretary shall consult with persons conducting other programs to develop industry standards for shipping container seals.</text></subsection> 
<subsection id="HDF2FCA25325A458D8732CB2EFA9D12E"><enum>(f)</enum><header>Authorization of appropriations</header><text>To carry out this section there is authorized to be appropriated to the Secretary $500,000.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="HEE9455FA19D5454CBEA447D9D402F776"><enum>(b)</enum><header>Clerical amendment</header><text>The chapter analysis at the beginning of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/46/701">chapter 701</external-xref> of title 46, United States Code, is amended by adding at the end the following:</text>
