<section id="H20BF0AB400BB4F78A6FFF56998F10864" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Character Education Act of 2005</short-title></quote>.</text></section> 
<section id="H4445F1BA4C10400D9829726FEAA0833"><enum>2.</enum><header>Increased funding for Partnerships in Character Education Program</header><text display-inline="no-display-inline">Section 5401 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7241">20 U.S.C. 7241</external-xref>) is amended—</text> 
<paragraph id="HC13730F5EDB8452F943359B7D018B121" display-inline="no-display-inline"><enum>(1)</enum><text>in the matter preceding paragraph (1), by striking <quote>There are</quote> and inserting <quote>(a) <header-in-text level="subsection" style="OLC">In general.—</header-in-text>There are</quote>;</text> </paragraph> 
<paragraph id="H2A165BAEF1194DDA97F346B7CCDC8C11"><enum>(2)</enum><text>in paragraph (5), by striking <quote>$650,000,000 for fiscal year 2006</quote> and inserting <quote>$675,000,000 for fiscal year 2006</quote>;</text></paragraph> 
<paragraph id="HA585BE446F5F451E98134FBBD5C742CF"><enum>(3)</enum><text>in paragraph (6), by striking <quote>$675,000,000 for fiscal year 2007</quote> and inserting <quote>$700,000,000 for fiscal year 2007</quote>; and</text></paragraph> 
<paragraph id="HCE7284D7B2C349809FE1BE273142B9CC"><enum>(4)</enum><text>by adding at the end the following:</text>

<subsection id="H31EF742B57BE4FD891521B77A04CBBF4"><enum>(b)</enum><header>Partnerships in Character Education</header><text>From the amount appropriated to carry out this part for each of fiscal years 2006, 2007, and 2008, the Secretary shall reserve $50,000,000 to carry out subpart 3.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> 
<section id="H2D62AB6C21B74EA0A4AC53EA186DB1E5"><enum>3.</enum><header>Model State character education curriculum</header> 
<subsection id="HE6FFC1372F1641A08F005CF29424707B"><enum>(a)</enum><header>In general</header><text>The Comptroller General of the United States shall—</text> 
<paragraph id="H36E83581F3794AD3B5B62350221EB61E"><enum>(1)</enum><text>conduct a study of best practices in the field of character education; and</text></paragraph> 
<paragraph id="H6C92C0F7918C408FA21DCD241E407714"><enum>(2)</enum><text display-inline="yes-display-inline">develop a model State character education curriculum for kindergarten through grade 12.</text></paragraph></subsection> 
<subsection id="H1BDC3626B4054C28001C6E35973D2955"><enum>(b)</enum><header>Model State character education curriculum</header> 
<paragraph id="HA90E717F0B6B4F7CB899C83500BFECC3"><enum>(1)</enum><header>Principles of curriculum</header><text>The model State character education curriculum developed under this section shall embody the principles that character education—</text> 
<subparagraph id="H8B4958EF52DE454FA7CBC149E00FD14"><enum>(A)</enum><text>is premised on the notion that widely shared core ethical values, including honesty, fairness, justice, caring, responsibility, and respect for self and others, form the basis of good character;</text></subparagraph> 
<subparagraph id="H7DC42ADCE7B548818682586F8C61007E"><enum>(B)</enum><text>by promoting the validity of these values and the responsibility to uphold them, affirms human dignity, promotes the development and welfare of the individual, serves the common good, and promotes the exercise of citizenship in a democratic society; and</text></subparagraph> 
<subparagraph id="HA9C94A3BA2204DA20076A78F0079977C"><enum>(C)</enum><text>should be an integral part of the curriculum at all grade levels, should be part of a comprehensive approach that integrates character development into every aspect of school life, and should reach out to families and include them in character-building efforts.</text></subparagraph></paragraph> 
<paragraph id="HB048133F650046FEA08FFE34D40077B3"><enum>(2)</enum><header>Focus on aspects of character</header><text display-inline="yes-display-inline">The model State character education curriculum developed under this section shall focus on aspects of character including honesty, fairness, justice, caring, responsibility, and respect for self and others.</text></paragraph></subsection> 
<subsection id="HB999EFD0643E4DCF894136D228886596"><enum>(c)</enum><header>Report</header><text>Not later than 1 year after the date of the enactment of this Act, the Comptroller General of the United States shall submit to the Congress a report containing—</text> 
<paragraph id="HAD7E2C0936EE4B5B962C06BD42E26760"><enum>(1)</enum><text>the results of the study conducted under this section; and</text></paragraph> 
<paragraph id="H2E5BEA4495F74F77B0C373E41017672D"><enum>(2)</enum><text>the model State character education curriculum developed under this section.</text> </paragraph></subsection></section>
