<official-title>To amend the Eisenhower Exchange Fellowship Act of 1990 to authorize additional appropriations for the Eisenhower Exchange Fellowship Program Trust Fund, and for other purposes.</official-title>

<section id="H98338E76986B4C3D8F3D530039B8A3D3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Eisenhower Exchange Fellowship Program Trust Fund Enhancement Act of 2005</short-title></quote>.</text></section> 
<section id="H6C00B6EFD71249D3BD3CCD0FC01FA46"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> 
<paragraph id="H1881988058A84020979954B67466B2F3"><enum>(1)</enum><text>2003 marked the 50th anniversary of the establishment of the Eisenhower Exchange Fellowship program.</text></paragraph> 
<paragraph id="H909C370889274FA489AC68A2B2362CC"><enum>(2)</enum><text>The Eisenhower Exchange Fellowship program was founded to honor the 34th President, Dwight D. Eisenhower, for his character, courage, patriotism, and commitment to international understanding through exchange.</text></paragraph> 
<paragraph id="HDCF503601D974E9C9D55E6E38D5CA181"><enum>(3)</enum><text>Over the past 50 years the Eisenhower Exchange Fellowship program has exposed thousands of leaders throughout the world to the values of American political institutions, private sector commerce, educational opportunities, and cultural and societal traditions.</text></paragraph> 
<paragraph id="H20A4DA30E555453100A4D31D00A91E1D"><enum>(4)</enum><text>Eisenhower Exchange Fellows worldwide have assumed positions of leadership in their respective countries, whether in the fields of government, industry, or civil society, and they retain links to the United States through their membership in Eisenhower Exchange Fellowships.</text></paragraph> 
<paragraph id="H18E008077591409D96221C1B90FA4EE"><enum>(5)</enum><text>The Eisenhower Exchange Fellowship is developing a new program to broaden its geographic base to emphasize the relationship of the United States with the Arab world.</text></paragraph> 
<paragraph id="HD5137572E99E44EBA5DBE83DAA50C320"><enum>(6)</enum><text>Congress has previously recognized the importance of the work of the Eisenhower Exchange Fellowship program when it granted the program a Federal Charter under section 3(a) of <external-xref legal-doc="public-law" parsable-cite="pl/101/454">Public Law 101–454</external-xref>.</text></paragraph> 
<paragraph id="H803F5ED9BC7C4CD488F19215524892B"><enum>(7)</enum><text>The Eisenhower Exchange Fellowship is one of the best examples of public and private partnerships.</text></paragraph> 
<paragraph id="HC302DEBD2B264705B0A7ECF845354F51"><enum>(8)</enum><text>Additional resources are required to achieve the goals and objectives of the Eisenhower Exchange Fellowship program in the 21st century.</text></paragraph></section> 
<section id="HC34C4AD251B645E3AADE31DEA6F19631" commented="no"><enum>3.</enum><header>Authorization of one-time additional appropriation for the Eisenhower Exchange Fellowship Program Trust Fund</header><text display-inline="no-display-inline">Section 5 of the Eisenhower Exchange Fellowship Act of 1990 (<external-xref legal-doc="public-law" parsable-cite="pl/101/454">Public Law 101–454</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/20/5204">20 U.S.C. 5204</external-xref>) is amended—</text> 
<paragraph id="H0E083DCBBE6A4AFB809152A8DF1770" commented="no"><enum>(1)</enum><text>by striking <quote>To provide</quote> and inserting <quote><header-in-text level="subsection" style="OLC"><enum-in-header>(a)</enum-in-header> Initial endowment.</header-in-text>—To provide</quote>; and </text></paragraph> 
<paragraph id="H1867982F3968419B92EB49A26B2609BF" commented="no"><enum>(2)</enum><text>by adding at the end the following new subsection:</text>

<subsection id="H744ED5B88C7B41FCBEB4A8408BD033F6"><enum>(b)</enum><header>Enhanced endowment</header><text>In addition to the amount initially appropriated pursuant to the authorization of appropriations under subsection (a), there is authorized to be appropriated to the Eisenhower Exchange Fellowship Program Trust Fund $12,500,000.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section>
