<section id="HFD9617AF558B4D4D961472B8EC12F9D4" section-type="section-one" display-inline="no-display-inline"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Afghan Poppy Eradication and Prosperity Act of 2005.</short-title></quote></text></section> 
<section id="H3C1EEB0324174A84A42E1844B5D9F1CB"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> 
<paragraph id="H13785FF1BAD74A6EBE759654E33F3B00"><enum>(1)</enum><text>The National Commission on Terrorist Attacks Upon the United States recommended that the United States make a long-term commitment to the security and stability of Afghanistan.</text></paragraph> 
<paragraph id="H19F0C73D23E04261A4BD19DA15CB371D"><enum>(2)</enum><text>Afghanistan has become the source of nearly 90 percent of the illicit opium and its derivatives in the world, making it is the biggest global producer of this drug.</text></paragraph> 
<paragraph id="HD2504CEB65644715BF726548007F76CE"><enum>(3)</enum><text>The opium output of Afghanistan measured an estimated 4,600 metric tons in 2004.</text></paragraph> 
<paragraph id="H1398AD82F6894A509018856D251333CA"><enum>(4)</enum><text>Opium harvested from the poppy plant in Afghanistan is converted to heroin, morphine, and other deadly drugs.</text></paragraph> 
<paragraph id="H7D1FDA2159C14B04BCB9F77BCE0F6C4"><enum>(5)</enum><text>The newly created Ministry of Counter Narcotics of Afghanistan is in need of financial, diplomatic, and moral support.</text></paragraph> 
<paragraph id="H6487BE2FE7D84CB0A03891FC062466C1"><enum>(6)</enum><text>Approximately 3,000,000 people are directly involved in the opium economy in Afghanistan.</text></paragraph> 
<paragraph id="HDE2FDF21EF2641AC85552652A28C801C"><enum>(7)</enum><text>The agricultural sector of the economy of Afghanistan is in need of the ability to provide alternative livelihoods to these people.</text></paragraph></section> 
<section id="H6DD54638AB81490FAE8009BA6462548D"><enum>3.</enum><header>Eradication</header> 
<subsection id="HB30537EDE4844A37B660C438B106731F"><enum>(a)</enum><header>Authority</header><text display-inline="yes-display-inline">The United States Federal Government and its agencies, including the United States Agency for International Development, the Department of State, the Department of Defense, and the Drug Enforcement Administration of the Department of Justice, in cooperation with the Government of Afghanistan, including the Ministry of Counter Narcotics, shall seek to eradicate the poppy<fraction></fraction> plant in Afghanistan.</text></subsection> 
<subsection id="HADD1601C64D14294A7705B68E7313315"><enum>(b)</enum><header>Pilot program</header> 
<paragraph id="H61653715F2454750A780E69800585DD"><enum>(1)</enum><header>Establishment</header><text>The Administrator of the United States Agency for International Development shall establish and administer a two-year pilot program in Afghanistan to be known as the <quote>Afghan Poppy Eradication and Prosperity Program</quote>.</text></paragraph> 
<paragraph id="H8A488B601E124FD5B5AF1D2928997C8C"><enum>(2)</enum><header>Purpose</header><text>The purpose of the Program shall be to—</text> 
<subparagraph id="H5AADFD6207614DCEA29345AE21070043"><enum>(A)</enum><text display-inline="yes-display-inline">coordinate the eradication of the poppy<fraction></fraction> plant in Afghanistan; and</text></subparagraph> 
<subparagraph id="HB6FFBB0D055F4599A7C0E4CF681D8D46"><enum>(B)</enum><text>assist the approximately 3,000,000 people who are directly involved in the opium economy in Afghanistan to develop alternative livelihoods.</text></subparagraph></paragraph></subsection> 
<subsection id="HA445826DD4E443AC86197E912D6174A0"><enum>(c)</enum><header>Disbursement</header><text>Every Afghan laborer who participates in the Program shall receive $10.00 per day from funds appropriated for the Program under subsection (e).</text></subsection> 
<subsection id="H3D659293FE0E402DA2ECC0A2E9917767"><enum>(d)</enum><header>Annual report</header><text>The Administrator shall annually submit to Congress a report concerning the progress related to—</text> 
<paragraph id="HAABCB05539274E6CBD8D2C44658BDFE1"><enum>(1)</enum><text>the eradication in Afghanistan of the poppy plant; and</text></paragraph> 
<paragraph id="HCDAA6FA3CD824D22A93CED65A79E388E"><enum>(2)</enum><text display-inline="yes-display-inline">the development of alternative livelihoods for the approximately 3,000,000 people who are directly involved in the opium economy in Afghanistan.</text></paragraph></subsection> 
<subsection id="H862A1BCAFFA14364B63D4DD0646ED154"><enum>(e)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the Administrator $1,000,000,000 to carry out this section.</text></subsection> 
<subsection id="H65F9B6F097B34FA1AB2113F5F060F8A2"><enum>(f)</enum><header>Effective date</header><text>This section shall take effect on the date of the enactment of this Act.</text></subsection></section>
