<official-title>To prohibit high school and college sports gambling in all States including States where such gambling was permitted prior to 1991.</official-title>

<section section-type="section-one" id="H0F401B96B77A4A5FB0BD776226DBF1BC" display-inline="no-display-inline"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Student Athlete Protection Act</short-title></quote>.</text></section> 
<section id="HCCBA1BDA564140168F318DABF0AE9B00"><enum>2.</enum><header>Prohibition</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/28/3704">Section 3704</external-xref> of title 28, United States Code, is amended—</text> 
<paragraph id="H95C8359A6B694C8EBE3048E0FC15756F"><enum>(1)</enum><text>in subsection (a), by striking <quote>Section</quote> and inserting <quote>Except as provided in subsection (c), section</quote>; and</text></paragraph> 
<paragraph id="H82D3F334526044FFA21BBAFF1EB67D96"><enum>(2)</enum><text>by adding at the end the following:</text>

<subsection id="HB432588BCC614DEBA9F43057E819BC42"><enum>(c)</enum> 
<paragraph display-inline="yes-display-inline" id="HBFF32E7F3FBC46DC9E7611C2646E7841"><enum>(1)</enum><text>Section 3702 shall apply to a lottery, sweepstakes or other betting, gambling, or wagering scheme based, directly or indirectly, on—</text> </paragraph>
<paragraph id="H0E83112AE2AA47458EA15C7681AA0091"><enum>(A)</enum> 
<subparagraph id="HE825BEE756484E32B351794813BBD7B2" display-inline="yes-display-inline"><enum>(i)</enum><text>one or more competitive games in which high school or college athletes participate; or</text></subparagraph> </paragraph>
<paragraph id="HC1980F81FAB24C2491F950A21DC4620"><enum>(ii)</enum><text>one or more performances of high school or college athletes in competitive games; or</text></paragraph>
<paragraph id="H15F0266F2DB443CD8B7552037FC0C9F8"><enum>(B)</enum><text>one or more competitive games at the Summer or Winter Olympics.</text></paragraph> 
<paragraph indent="up1" id="H457C67EA439A42258B6F662463FF0019"><enum>(2)</enum><text>In this section—</text> 
<subparagraph id="HFF0F2764F2B9447C9C05AFC29C5D00F3"><enum>(A)</enum><text>the term <term>high school</term> has the meaning given the term <term>secondary school</term> in section 14102 of the <act-name parsable-cite="ESEA">Elementary and Secondary Education Act of 1965</act-name>; and</text></subparagraph> 
<subparagraph id="H4AADC86790A84B67B62632CCBDBCA618"><enum>(B)</enum><text>the term <term>college</term> has the meaning given the term <term>institution of higher education</term> in section 101 of the <act-name parsable-cite="HEA65">Higher Education Act of 1965</act-name>.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> 
<section id="HEAA33E59DA2F4324B0FBE72065D70749"><enum>3.</enum><header>Effective date</header><text display-inline="no-display-inline">The amendments made by section 2 shall take effect on the date that is 30 days after the date of the enactment of this Act.</text></section>
