<official-title>To prohibit the importation, manufacture, distribution, or storage of ammonium nitrate compound without a license, to prohibit the receipt of ammonium nitrate compound without a license or permit, and for other purposes.</official-title>

<section section-type="section-one" id="H99E6268685594CCEB9B42D1C5C8E5075" display-inline="no-display-inline"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Ammonium Nitrate Security Act</short-title></quote>.</text></section> 
<section id="HC9876F208C0249B080A55449B284EA7B"><enum>2.</enum><header>Importation, manufacture, distribution, storage, and receipt of ammonium nitrate compound</header> 
<subsection id="HCF112F7A3979470D84F97B784F13FA03"><enum>(a)</enum><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/18/841">Section 841(d)</external-xref> of title 18, United States Code, is amended by striking <quote>and igniters</quote> and inserting <quote>igniters, and ammonium nitrate compound</quote>.</text> </subsection> 
<subsection id="H325C48DB319142C9AD3DABC9F1B3C2A"><enum>(b)</enum><text>Section 841 of such title is amended by adding at the end the following:</text> 
<quoted-block id="H310ED57F1A254C23AD21D624008FA1C0"> 
<subsection id="H97AFFE30E0D341DA9353EAE69E9BB4FB" indent="down1"><enum>(t)</enum><text><quote>Ammonium nitrate compound</quote> means solid ammonium nitrate that is chiefly the ammonium salt of nitric acid, and any mixture containing ammonium nitrate that is detonable. For purposes of this chapter, a mixture of ammonium nitrate is detonable if the mixture fails such detonation test as may be devised by the Attorney General.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H8CFBA08C2B6A4301819B0034A0DDF105"><enum>(c)</enum><text>The second sentence of section 843(a) of such title is amended by inserting <quote>, except that if the only explosive material for which the applicant is seeking a license or permit is ammonium nitrate compound, the applicant shall not be required to pay such fee</quote> before the period.</text></subsection> 
<subsection id="H20972D959DC74DFD86270017D1FEA5F8"><enum>(d)</enum><text>Section 843 of such title is amended in each of subsections (b)(6) and (h)(1) by inserting <quote>other than ammonium nitrate compound</quote> after <quote>explosive materials</quote>.</text></subsection> 
<subsection id="HC516A44E3E324EE7A71D6863B743EEA0"><enum>(e)</enum><text>Section 844(j) of such title is amended by inserting <quote>ammonium nitrate compound,</quote> after <quote>title,</quote>.</text></subsection> 
<subsection id="HCB21EBBB8FCB4D4A85813FB650EFA997"><enum>(f)</enum><text>Section 847 of such title is amended by adding at the end the following: <quote>The Attorney General shall promulgate regulations governing the storage of ammonium nitrate compound.</quote>.</text></subsection></section>
