<official-title>To amend <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/44">chapter 44</external-xref> of title 18, United States Code, to update certain procedures applicable to commerce in firearms and remove certain Federal restrictions on interstate firearms transactions.</official-title>

<section id="HFA2A76E606EB48858C466F173545B1B1" section-type="section-one" display-inline="no-display-inline"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Firearm Commerce Modernization Act</short-title></quote>. </text></section> 
<section id="HC121382EF22746DDAC008D70B7559B38"><enum>2.</enum><header>Authority to conduct interstate firearms transactions</header> 
<subsection id="HAD3630370796496CB12520EB51A574C4"><enum>(a)</enum><header>Firearms Dispositions</header><text><external-xref legal-doc="usc" parsable-cite="usc/18/922">Section 922(b)(3)</external-xref> of title 18, United States Code, is amended—</text> 
<paragraph id="H7D0053A2D7604CD59C52EB9600D04730"><enum>(1)</enum><text>by striking <quote>rifle or shotgun</quote> and inserting <quote>firearm</quote>; and</text></paragraph> 
<paragraph id="H3E28BC8EDAF848AAB7006736005041FA"><enum>(2)</enum><text>in subparagraph (A)—</text> 
<subparagraph id="H94578B81E13C4E43B1B914EA9235C7FF"><enum>(A)</enum><text>by striking <quote>located,</quote> and inserting <quote>located or temporarily located,</quote>; and</text></subparagraph> 
<subparagraph id="H876EC3765BCA472499E18DA54F67CA1"><enum>(B)</enum><text>by striking <quote>both such States</quote> and inserting <quote>the State in which the transfer is conducted and the State of residence of the transferee</quote>.</text></subparagraph></paragraph></subsection> 
<subsection id="H9F8F0907AA1A45E0AA197B8CC2CC8D56"><enum>(b)</enum><header>Dealer Location</header><text>Section 923(j) of such title is amended—</text> 
<paragraph id="HD5293F8183914B21972084783BC00E5"><enum>(1)</enum><text>in the first sentence by striking <quote>, and such location is in the State which is specified on the license</quote>;</text></paragraph> 
<paragraph id="HCAA28D39750D4AB78F00F98111549E3F"><enum>(2)</enum><text>by striking <quote><quote>curios or relics</quote></quote>; and</text></paragraph> 
<paragraph id="H6BDC2B23A9354D100003DD87F0506E2D"><enum>(3)</enum><text>by adding at the end the following: <quote>A licensee may conduct firearms transfers and business in compliance with applicable State and local law with any person not a licensee at any location at which the licensee may conduct business under this chapter.</quote>.</text></paragraph></subsection></section>
