<section id="H477AC02BECDD4677A22E32E39EA0B885"><enum>101.</enum><header>Revision and extension of penalties related to criminal street gang activity</header> 
<subsection id="HB2CC3D4ACC6544DBA072AAA3446002BC"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/26">Chapter 26</external-xref> of title 18, United States Code, is amended to read as follows:</text>

<toc-entry idref="HC5DEEE7D2EDF44B90024614D61FE5FB" level="section">521. Criminal street gang prosecutions</toc-entry></toc></chapter> 
<section id="HC5DEEE7D2EDF44B90024614D61FE5FB"><enum>521.</enum><header>Criminal street gang prosecutions</header> 
<subsection id="H50092E515C42428782981C3F44488F20"><enum>(a)</enum><header>Street gang crime</header><text>Whoever commits, or conspires, threatens or attempts to commit, a gang crime for the purpose of furthering the activities of a criminal street gang, or gaining entrance to or maintaining or increasing position in such a gang, shall, in addition to being subject to a fine under this title—</text> 
<paragraph id="H46B0CBD28E9A4FCFBEDF96E79F8D2160" display-inline="no-display-inline"><enum>(1)</enum><text>if the gang crime results in the death of any person, be sentenced to death or life in prison; </text></paragraph> 
<paragraph id="H7E6766A1E861451DAD3BC4C95BDF82C6"><enum>(2)</enum><text>if the gang crime is kidnapping, aggravated sexual abuse, or maiming, be imprisoned for life or any term of years not less than 30;</text></paragraph> 
<paragraph id="H6EF4D2A89235434DB6D76E03043946C"><enum>(3)</enum><text display-inline="yes-display-inline">if the gang crime is assault resulting in serious bodily injury (as defined in section 1365), be imprisoned for life or any term of years not less than 20; and</text></paragraph> 
<paragraph id="H847FA5597C874FB79359D94FD002C00"><enum>(4)</enum><text>in any other case, be imprisoned for life or for any term of years not less than 10.</text></paragraph></subsection> 
<subsection id="H58D8C56EB1F64CCDA4483F873E21FD42"><enum>(b)</enum><header>Forfeiture</header> 
<paragraph id="HAFA862467E0E4E00AFD584B9D241109E"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The court, in imposing sentence on any person convicted of a violation of this section, shall order, in addition to any other sentence imposed and irrespective of any provision of State law, that such person shall forfeit to the United States such person's interest in—</text> 
<subparagraph id="H9303A729C31A495C8C04504D9BD6737F"><enum>(A)</enum><text>any property used, or intended to be used, in any manner or part, to commit, or to facilitate the commission of, the violation; and</text></subparagraph> 
<subparagraph id="H9FEA0E3DEE224934B592B9F70077AD6F"><enum>(B)</enum><text>any property constituting, or derived from, any proceeds the person obtained, directly or indirectly, as a result of the violation.</text></subparagraph></paragraph> 
<paragraph id="HF5A63F9DE1BE4436B9E35D1E16223553"><enum>(2)</enum><header>Application of <act-name parsable-cite="CSA">Controlled Substances Act</act-name></header><text>Subsections (b), (c), (e), (f), (g), (h), (i), (j), (k), (l), (m), (n), (o), and (p) of section 413 of the <act-name parsable-cite="CSA">Controlled Substances Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/21/853">21 U.S.C. 853</external-xref>) shall apply to a forfeiture under this section as though it were a forfeiture under that section.</text></paragraph></subsection> 
<subsection id="HDE5B9567F3D54A3200D5970069E43B77"><enum>(c)</enum><header>Definitions</header><text>The following definitions apply in this section:</text> 
<paragraph id="HB019BF47595A4DCEB9C773C31BDF21EE"><enum>(1)</enum><header>Criminal street gang</header><text display-inline="yes-display-inline">The term <term>criminal street gang</term> means a formal or informal group or association of 3 or more individuals, who commit 2 or more gang crimes (one of which is a crime of violence other than an offense punishable under subparagraphs (A), (B), or (C) of section 401(b)(1) of the Controlled Substances Act), in 2 or more separate criminal episodes, in relation to the group or association, if any of the activities of the criminal street gang affects interstate or foreign commerce.</text></paragraph> 
<paragraph id="H7A584F0CF86148A29E00CEE0C3DD525"><enum>(2)</enum><header>Gang crime</header><text>The term <term>gang crime</term> means conduct constituting any Federal or State crime, punishable by imprisonment for more than one year, in any of the following categories:</text> 
<subparagraph id="H588EB0107FD842EB88FE374E64D882D9"><enum>(A)</enum><text>A crime of violence.</text></subparagraph> 
<subparagraph id="HCBB79BB2C7D34493824CA8253718E154"><enum>(B)</enum><text>A crime involving obstruction of justice, tampering with or retaliating against a witness, victim, or informant, or burglary.</text></subparagraph> 
<subparagraph id="H4BBFBE4C49DC490DA0DD45C6B0ABCA29"><enum>(C)</enum><text display-inline="yes-display-inline">A crime involving the manufacturing, importing, distributing, possessing with intent to distribute, or otherwise dealing in a controlled substance or listed chemical (as those terms are defined in section 102 of the <act-name parsable-cite="CSA">Controlled Substances Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/21/802">21 U.S.C. 802</external-xref>)).</text></subparagraph> 
<subparagraph id="H6D47DF57E323497A9FF6B337C3CE333E"><enum>(D)</enum><text>Any conduct punishable under section 844 (relating to explosive materials), subsection (a)(1), (d), (g)(1) (where the underlying conviction is a violent felony (as defined in section 924(e)(2)(B) of this title) or is a serious drug offense (as defined in section 924(e)(2)(A))), (g)(2), (g)(3), (g)(4), (g)(5), (g)(8), (g)(9), (i), (j), (k), (n), (o), (p), (q), (u), or (x) of section 922 (relating to unlawful acts), or subsection (b), (c), (g), (h), (k), (l), (m), or (n) of section 924 (relating to penalties), section 930 (relating to possession of firearms and dangerous weapons in Federal facilities), section 931 (relating to purchase, ownership, or possession of body armor by violent felons), sections 1028 and 1029 (relating to fraud and related activity in connection with identification documents or access devices), section 1952 (relating to interstate and foreign travel or transportation in aid of racketeering enterprises), section 1956 (relating to the laundering of monetary instruments), section 1957 (relating to engaging in monetary transactions in property derived from specified unlawful activity), or sections 2312 through 2315 (relating to interstate transportation of stolen motor vehicles or stolen property).</text></subparagraph> 
<subparagraph id="HC1A5C3B585B44331B25883BE2DC60234"><enum>(E)</enum><text>Any conduct punishable under section 274 (relating to bringing in and harboring certain aliens), section 277 (relating to aiding or assisting certain aliens to enter the United States), or section 278 (relating to importation of alien for immoral purpose) of the <act-name parsable-cite="INA">Immigration and Nationality Act</act-name>.</text></subparagraph></paragraph> 
<paragraph id="H9356A7B71F3C40D891AD967CF220D667"><enum>(3)</enum><header>Aggravated sexual abuse</header><text>The term <quote>aggravated sexual abuse</quote> means an offense that, if committed in the special maritime and territorial jurisdiction would be an offense under section 2241(a). </text></paragraph> 
<paragraph id="H85FCC960DC68457A00B1B9076BED70A5"><enum>(4)</enum><header>State</header><text>The term <term>State</term> means each of the several States of the United States, the District of Columbia, and any commonwealth, territory, or possession of the United States.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H9E90D5648A234596A3B003C13765560"><enum>(b)</enum><header>Amendment relating to priority of forfeiture over orders for restitution</header><text><external-xref legal-doc="usc" parsable-cite="usc/18/3663">Section 3663(c)(4)</external-xref> of title 18, United States Code, is amended by striking <quote>chapter 46 or chapter 96 of this title</quote> and inserting <quote>section 521, under chapter 46 or 96,</quote>.</text></subsection> 
<subsection id="H5E78D9D090A0405FBE186B3400158F8D"><enum>(c)</enum><header>Money laundering</header><text><external-xref legal-doc="usc" parsable-cite="usc/18/1956">Section 1956(c)(7)(D)</external-xref> of title 18, United States Code, is amended by inserting <quote>, section 521 (relating to criminal street gang prosecutions)</quote> before <quote>, section 541</quote>.</text></subsection></section> 
<section id="H3E93A821155F42FBA31BCC85894B0542"><enum>102.</enum><header>Increased penalties for interstate and foreign travel or transportation in aid of racketeering</header> 
<subsection id="H533354316F6E400AAC2920F1E882840"><enum>(a)</enum><header>Substantive changes to offense</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/18/1952">Section 1952(a)</external-xref> of title 18, United States Code, is amended—</text> 
<paragraph id="HF4534F6B4D564C3CB07DE12CB40038B1" display-inline="no-display-inline"><enum>(1)</enum><text>so that the heading for the section reads as follows: </text>

<paragraph id="HDF1335AC61DB498582E04B60120139ED"><enum>(7)</enum><text>by striking <quote>and thereafter</quote> and all that follows through the end of the subsection and inserting the following: </text> 
<quoted-block style="USC" id="H535952B7507147FC954439FDA5DB18A0" display-inline="no-display-inline"><quoted-block-continuation-text quoted-block-continuation-text-level="section">or attempts or conspires to do so, shall be punished as provided in paragraph (2).</quoted-block-continuation-text> 
<paragraph id="HD123A6FB9FF2456BAAE32C050051943E" indent="up1"><enum>(2)</enum><text>The punishment for an offense under this subsection is—</text> 
<subparagraph id="HCCE251A1E66E4F2EB12E74FB2FCFE88D"><enum>(A)</enum><text>in the case of a violation of subparagraph (A) or (C) of paragraph (1), a fine under this title and imprisonment for not less than 5 nor more than 20 years; and</text></subparagraph> 
<subparagraph id="HF1C82DC03F4449EEBEE9409BFE76EEF5"><enum>(B)</enum><text>in the case of a violation of subparagraph (B) of paragraph (1), a fine under this title and imprisonment for not less than 10 nor more than 30 years, but if death results the offender shall be sentenced to death, or to imprisonment for any term of years or for life.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="H6F216FC56AE74A52B3433546BA21FBE2"><enum>(b)</enum><header>Clerical amendment</header><text>The item relating to section 1952 in the table of sections at the beginning of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/95">chapter 95</external-xref> of title 18, United States Code, is amended to read as follows:</text>

<paragraph id="HB8EAC771EA2D4F6A99C3ACDAAE5EA9EE"><enum>(1)</enum><text>by striking <quote>, with the intent to cause death or serious bodily harm</quote> in the matter preceding paragraph (1);</text></paragraph> 
<paragraph id="H3AECF4CF4FAE4021B63442C47368DF35"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting <quote>or conspires</quote> after <quote>attempts</quote> in the matter preceding paragraph (1);</text></paragraph> 
<paragraph id="H02C8C097BB2049D7AF50353458E922D4"><enum>(3)</enum><text>by striking <quote>15</quote> and inserting <quote>20</quote> in paragraph (1); and</text></paragraph> 
<paragraph id="HB7BC976CA2C94804B19198E836396B68"><enum>(4)</enum><text>by striking <quote>or imprisoned not more than 25 years, or both</quote> and inserting <quote>and imprisoned not less than 10 years nor more than 30 years</quote> in paragraph (2).</text></paragraph></subsection> 
<subsection id="H69538A6631334018BFAAD790F4F6FBB"><enum>(b)</enum><header>Clarification of illegal gun transfers to commit drug trafficking crime or crimes of violence</header><text><external-xref legal-doc="usc" parsable-cite="usc/18/924">Section 924(h)</external-xref> of title 18, United States Code, is amended to read as follows:</text>

<subsection id="H0BABCFB7A865472A873F7223D1CD2381"><enum>(c)</enum><header>Amendment of special sentencing provision relating to limitations on criminal association</header><text><external-xref legal-doc="usc" parsable-cite="usc/18/3582">Section 3582(d)</external-xref> of title 18, United States Code, is amended—</text> 
<paragraph id="HF74938198DBC4440879C373EC57CEDA"><enum>(1)</enum><text>by inserting <quote>section 521 (criminal street gang prosecutions), in</quote> after <quote>felony set forth in</quote>;</text></paragraph> 
<paragraph id="HEBF0C6955CD148BBA71531B6D222E8DD"><enum>(2)</enum><text>by striking <quote>specified person, other than his attorney, upon</quote> and inserting <quote>specified person upon</quote>; and </text></paragraph> 
<paragraph id="HF75D0E16B75D4CB98710CC72E0D68629"><enum>(3)</enum><text>by inserting <quote>a criminal street gang or</quote> before <quote>an illegal enterprise</quote>.</text></paragraph></subsection> 
<subsection id="HF81D7B5E6959449BAD23B1933255FCC7"><enum>(d)</enum><header>Conspiracy penalty</header><text><external-xref legal-doc="usc" parsable-cite="usc/18/371">Section 371</external-xref> of title 18, United States Code, is amended by striking <quote>five</quote> and inserting <quote>20</quote>. </text></subsection></section> 
<section id="HAF91D6461CDE4730825FC01D9567B6FB"><enum>104.</enum><header>Increased penalties for use of interstate commerce facilities in the Commission of murder-for-hire and other felony crimes of violence</header> 
<subsection id="HA78A93AB6F754496A897CEB990003261"><enum>(a)</enum><header>In General</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/18/1958">Section 1958</external-xref> of title 18, United States Code, is amended—</text> 
<paragraph id="HBF3106FF3FA14AA0AE811E5EF703FDE9"><enum>(1)</enum><text>by striking the section heading and inserting the following:</text> 
<quoted-block style="USC" id="HA2CC65F1869E40BFB36D8E9616D55767"> 
<section id="H8EC9914117A042C9A1A92900CE63B231"><enum>1958.</enum><header>Use of interstate commerce facilities in the commission of murder-for-hire and other felony crimes of violence</header></section><after-quoted-block>;</after-quoted-block></quoted-block></paragraph> 
<paragraph id="HD28C2318C7C945C6BC727475BA2587FA"><enum>(2)</enum><text>in subsection (a), by inserting <quote>or other crime of violence, punishable by imprisonment for more than one year,</quote> after <quote>intent that a murder</quote>; and</text></paragraph> 
<paragraph id="H4BE7EEC11DBA42619B4D12441942FB6"><enum>(3)</enum><text display-inline="yes-display-inline">in subsection (a), by striking <quote>shall be fined</quote> the first place it appears and all that follows through the end of such subsection and inserting the following:</text> 
<quoted-block style="OLC" id="HA8B35D8301B94DBDA9006354BF87E45" display-inline="no-display-inline"><quoted-block-continuation-text quoted-block-continuation-text-level="section">shall, in addition to being subject to a fine under this title</quoted-block-continuation-text> 
<paragraph id="HCEA6B977C7604493846BD915BDF4D3F3"><enum>(1)</enum><text>if the crime of violence or conspiracy results in the death of any person, be sentenced to death or life in prison;</text></paragraph> 
<paragraph id="H6020D4E157C54763B8203E6435D7DF78"><enum>(2)</enum><text>if the crime of violence is kidnapping, aggravated sexual abuse (as defined in section 521), or maiming, or a conspiracy to commit such a crime of violence, be imprisoned for life or any term of years not less than 30;</text></paragraph> 
<paragraph id="H901F8BEDCA644C21BF2036571F217E1F"><enum>(3)</enum><text display-inline="yes-display-inline">if the crime of violence is an assault, or a conspiracy to assault, that results in serious bodily injury (as defined in section 1365), be imprisoned for life or any term of years not less than 20; and</text></paragraph> 
<paragraph id="H44E9E1546D91435EBEB19C549CAFDED6"><enum>(4)</enum><text>in any other case, be imprisoned for life or for any term of years not less than 10.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection>

The decision whether or not to prosecute a juvenile as an adult under the immediately preceding sentence is not subject to judicial review in any court. In a prosecution under that sentence, the juvenile may be prosecuted and convicted as an adult for any other offense which is properly joined under the Federal Rules of Criminal Procedure, and may also be convicted as an adult of any lesser included offense.</quote>.</text></paragraph></section></title> 
<title id="H0E6086C481EE4CBFA64466002F78AF57"><enum>II</enum><header>Increased Federal resources to deter and prevent at-risk youth from joining illegal street gangs</header> 
<section id="HD8598E24877F4896A5EFB8BDDCDA2630" section-type="subsequent-section"><enum>201.</enum><header>Designation of and assistance for <quote>high intensity</quote> interstate gang activity areas</header> 
<subsection id="H65C2EF0A8BD141DBA41316C630E64727"><enum>(a)</enum><header>Definitions</header><text>In this section the following definitions shall apply:</text> 
<paragraph id="H4FDE03EA24D74794A4BC2B965CE4A581"><enum>(1)</enum><header>Governor</header><text>The term <term>Governor</term> means a Governor of a State or the Mayor of the District of Columbia.</text></paragraph> 
<paragraph id="HFFF99762B228401D86C82763AB0004D8"><enum>(2)</enum><header>High intensity interstate gang activity area</header><text>The term <term>high intensity interstate gang activity area</term> means an area within a State that is designated as a high intensity interstate gang activity area under subsection (b)(1).</text></paragraph> 
<paragraph id="H6CEF15B2A5BF4CE5877CCD8EB005B7F"><enum>(3)</enum><header>State</header><text>The term <term>State</term> means a State of the United States, the District of Columbia, and any commonwealth, territory, or possession of the United States.</text></paragraph></subsection> 
<subsection id="HC798FAF52FE04CC48CF93E6025CA9174"><enum>(b)</enum><header>High intensity interstate gang activity areas</header> 
<paragraph id="HCA4F429A9EEF4767891E76CF91DC7456"><enum>(1)</enum><header>Designation</header><text>The Attorney General, after consultation with the Governors of appropriate States, may designate as high intensity interstate gang activity areas, specific areas that are located within 1 or more States.</text></paragraph> 
<paragraph id="H99F85660CDED4E95AC3C4FE400C58B59"><enum>(2)</enum><header>Assistance</header><text>In order to provide Federal assistance to high intensity interstate gang activity areas, the Attorney General shall—</text> 
<subparagraph id="H8C5DDE02F93341219F1F521428BADF5C"><enum>(A)</enum><text>establish criminal street gang enforcement teams, consisting of Federal, State, and local law enforcement authorities, for the coordinated investigation, disruption, apprehension, and prosecution of criminal street gangs and offenders in each high intensity interstate gang activity area;</text></subparagraph> 
<subparagraph id="HE6ADB89C9A144C9E80F43C1130F1C0F3"><enum>(B)</enum><text>direct the reassignment or detailing from any Federal department or agency (subject to the approval of the head of that department or agency, in the case of a department or agency other than the Department of Justice) of personnel to each criminal street gang enforcement team;</text></subparagraph> 
<subparagraph id="H022F3A5250554AEFA2F253038300ED9E"><enum>(C)</enum><text>provide all necessary funding for the operation of the criminal street gang enforcement team in each high intensity interstate gang activity area; and</text></subparagraph> 
<subparagraph id="HB7F7E157A9424A6DB9923FE9DB63D694"><enum>(D)</enum><text display-inline="yes-display-inline">provide all necessary funding for national and regional meetings of criminal street gang enforcement teams, and all other related organizations, as needed, to ensure effective operation of such teams through the sharing of intelligence, best practices and for any other related purpose. </text></subparagraph></paragraph> 
<paragraph id="H1C3DD2C0DE7547FE915B6B434328E000"><enum>(3)</enum><header>Composition of criminal street gang enforcement team</header><text>The team established pursuant to paragraph (2)(A) shall consist of agents and officers, where feasible, from—</text> 
<subparagraph id="H9585A9359005456B9F0728008FDFEB4D"><enum>(A)</enum><text>the Federal Bureau of Investigation;</text></subparagraph> 
<subparagraph id="H3500657A12C44D6CBDF395F70A2104"><enum>(B)</enum><text>the Drug Enforcement Administration;</text></subparagraph> 
<subparagraph id="HFC1C2020C2C14FD5BCB20492BA5D818C"><enum>(C)</enum><text>the Bureau of Alcohol, Tobacco, Firearms, and Explosives;</text></subparagraph> 
<subparagraph id="H48F2F83E38C049B8BE30BFB87900BE43"><enum>(D)</enum><text>the United States Marshals Service;</text></subparagraph> 
<subparagraph id="HF7317B69A69B46DAAAA63FF6DC7BFF06"><enum>(E)</enum><text>the Directorate of Border and Transportation Security of the Department of Homeland Security;</text></subparagraph> 
<subparagraph id="H60AD1098A0D94A389100811F9C007BFE"><enum>(F)</enum><text>the Department of Housing and Urban Development;</text></subparagraph> 
<subparagraph id="HCEF308A9F39C4E83A8FD0059D5B1F7B"><enum>(G)</enum><text>State and local law enforcement; and</text></subparagraph> 
<subparagraph id="H20F6B22DAB0A4CB5AA1489EF29D72FD3"><enum>(H)</enum><text>Federal, State, and local prosecutors.</text></subparagraph></paragraph> 
<paragraph id="HB538F453E1F741F596B000112179A754"><enum>(4)</enum><header>Criteria for designation</header><text>In considering an area for designation as a high intensity interstate gang activity area under this section, the Attorney General shall consider—</text> 
<subparagraph id="HB98BA8B3EA41482988A7A3C5192F0091"><enum>(A)</enum><text>the current and predicted levels of gang crime activity in the area;</text></subparagraph> 
<subparagraph id="H3126D211BE4E47348C64B9DFF23F57DE"><enum>(B)</enum><text>the extent to which violent crime in the area appears to be related to criminal street gang activity, such as drug trafficking, murder, robbery, assaults, carjacking, arson, kidnapping, extortion, and other criminal activity;</text></subparagraph> 
<subparagraph id="HB6A9033751404F6ABBB02E861E99ED62"><enum>(C)</enum><text>the extent to which State and local law enforcement agencies have committed resources to—</text> 
<clause id="HA60A115890D24897BDBC01424EF01088"><enum>(i)</enum><text>respond to the gang crime problem; and</text></clause> 
<clause id="HC52D6DA00EBC46C4BEA4D2484F55A4FA"><enum>(ii)</enum><text>participate in a gang enforcement team;</text></clause></subparagraph> 
<subparagraph id="H33548DB8489B44B28644234C7B17D563"><enum>(D)</enum><text>the extent to which a significant increase in the allocation of Federal resources would enhance local response to the gang crime activities in the area; and</text></subparagraph> 
<subparagraph id="H9F62C2E4CF0C4A11B4F0331C55B95B21"><enum>(E)</enum><text>any other criteria that the Attorney General considers to be appropriate.</text></subparagraph></paragraph></subsection> 
<subsection id="H1A7E980A27224DA8B911B1E37500DC65" commented="no"><enum>(c)</enum><header>Additional assistant U.S. attorneys</header><text display-inline="yes-display-inline">The Attorney General is authorized to hire 94 additional Assistant United States attorneys to carry out the provisions of this section. Each attorney hired under this subsection shall be assigned to a high intensity interstate gang activity area.</text></subsection> 
<subsection id="HFFC7CCB7C5994DBFAF4CB69F3EB29789"><enum>(d)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated—</text> 
<paragraph id="H47171BE1A79E4FB0A8895386ECAC3266"><enum>(1)</enum><text>$50,000,000 for each of the fiscal years 2006 through 2010 to carry out subsection (b); and</text></paragraph> 
<paragraph id="HD49AA00C60F640FDA019313719D2E5D2" commented="no"><enum>(2)</enum><text>$7,500,000 for each of the fiscal years 2006 through 2010 to carry out subsection (c).</text></paragraph></subsection></section> 
<section id="H1A15762E0500409FA0E87CAB239E6261" display-inline="no-display-inline" section-type="subsequent-section"><enum>202.</enum><header>Grants to State and local prosecutors to combat violent crime and to protect witnesses and victims of crimes</header> 
<subsection id="H5A6C3EE0E9314DEE9B81319600CCDA40"><enum>(a)</enum><header>In general</header><text>Section 31702 of the <act-name parsable-cite="VCCLEA94">Violent Crime Control and Law Enforcement Act of 1994</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/13862">42 U.S.C. 13862</external-xref>) is amended —</text> 
<paragraph id="H9E9D1DF20F5F45F4A0BEE267B39D6EAB"><enum>(1)</enum><text>in paragraph (3), by striking <quote>and</quote> at the end;</text></paragraph> 
<paragraph id="HE6A30B60D4BC4207888831FD7FF25889"><enum>(2)</enum><text>in paragraph (4), by striking the period at the end and inserting a semicolon; and</text></paragraph> 
<paragraph id="H6585A3D71C214DB9B94FC0D272F8237D"><enum>(3)</enum><text>by adding at the end the following:</text>

<paragraph id="H487131A6C306482AB039818760DDC15C"><enum>(5)</enum><text>to hire additional prosecutors to—</text> 
<subparagraph id="H857525D47BA44FF7A5D3D35CD19E83C0"><enum>(A)</enum><text>allow more cases to be prosecuted; and</text></subparagraph> 
<subparagraph id="H2F8DAC8D03DA4173A0CF1100611C76B6"><enum>(B)</enum><text>reduce backlogs;</text></subparagraph></paragraph> 
<paragraph id="HA57F1A1C6ACF4B9CBC596BE6A9BFD3E9"><enum>(6)</enum><text>to fund technology, equipment, and training for prosecutors and law enforcement in order to increase accurate identification of gang members and violent offenders, and to maintain databases with such information to facilitate coordination among law enforcement and prosecutors; and</text></paragraph> 
<paragraph id="H5807836263A04FA883F82157197E2E7B"><enum>(7)</enum><text>to fund technology, equipment, and training for prosecutors to increase the accurate identification and successful prosecution of young violent offenders.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection>
