<official-title>To amend the Farm Security and Rural Investment Act of 2002 to extend contracts for national dairy market loss payments through fiscal year 2007, to increase the payment quantity authorized under such contracts, and for other purposes.</official-title>

<section section-type="section-one" id="H57D355126CF84878BF0524FF495C5C19" display-inline="no-display-inline"><enum>1.</enum><header>National dairy market loss payments</header> 
<subsection id="HC70347343D574429A6E200101123714E"><enum>(a)</enum><header>Program extension and changes</header><text>Section 1502 of the Farm Security and Rural Investment Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/7/7982">7 U.S.C. 7982</external-xref>) is amended—</text> 
<paragraph id="HD6690206CC3E4545ADDAD9F1286E0AF"><enum>(1)</enum><text>in subsection (c)(2)(A), by striking <quote>$16.94</quote> and inserting <quote>$17.10</quote>;</text></paragraph> 
<paragraph id="HD39388C24B764E0FA60794AD245EA297"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (d)(2)—</text> 
<subparagraph id="HD933A5A9EF704224001F7382E1AD315E"><enum>(A)</enum><text>by striking <quote>2,400,000</quote> and inserting <quote>4,800,000</quote>; and</text></subparagraph> 
<subparagraph id="HE1752993D469402B920043F94D007FB6"><enum>(B)</enum><text>by striking the second sentence; and</text></subparagraph></paragraph> 
<paragraph id="H494284672BD44C89901BB85E4BE1B5E"><enum>(3)</enum><text>in subsections (f) and (g)(1), by striking <quote>2005</quote> both places it appears and inserting <quote>2007</quote>.</text></paragraph></subsection> 
<subsection id="HE525C3F462F04F73A0EE2B0C52FE6C6"><enum>(b)</enum><header>Period of effectiveness</header><text>Notwithstanding section 257 of the Balanced Budget and Emergency Deficit Control Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/2/907">2 U.S.C. 907</external-xref>)—</text> 
<paragraph id="H9A235E5140F24C0EA4DDDFD0E833B029"><enum>(1)</enum><text>the amendments made by paragraphs (1) and (2) of subsection (a) shall be effective only during the period beginning October 1, 2005, and ending September 30, 2007; and</text></paragraph> 
<paragraph id="HAB3F6E4C711047E89E31B0CE6511C4D"><enum>(2)</enum><text>the amendments made by paragraph (3) of such subsection shall be effective only during the period beginning on the first day of the first month beginning after the date of enactment of this Act and ending September 30, 2007.</text></paragraph></subsection></section>
