<section section-type="section-one" id="H654F38C84A514DAB9F494711FE932C1E" display-inline="no-display-inline"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Emergency Medical Services Support Act</short-title></quote>.</text></section> 
<section id="H1C072283A884465E8B7066995C66D294"><enum>2.</enum><header>Federal Interagency Committee on Emergency Medical Services</header> 
<subsection id="HEE4BBE46B59B4C9D95E7C3C300E3C552"><enum>(a)</enum><header>Establishment</header><text>The Secretary of Transportation and the Secretary of Homeland Security, acting through the Under Secretary for Emergency Preparedness and Response of the Department of Homeland Security and in consultation with the Secretary of Health and Human Services, shall establish a Federal Interagency Committee on Emergency Medical Services (in this Act referred to as the <quote>Interagency Committee on EMS</quote>) to improve coordination and enhance support of emergency medical services.</text></subsection> 
<subsection id="HCD0A064A67284BC5AA8B141F33EA0014"><enum>(b)</enum><header>Membership</header><text>The Interagency Committee on EMS shall consist of the following officials (or their designees):</text> 
<paragraph id="HF2E7007C0FEC420DA45F56B820AC621C"><enum>(1)</enum><text>The Administrator of the National Highway Traffic Safety Administration.</text></paragraph> 
<paragraph id="H18173487620A430A004862DA6F055318"><enum>(2)</enum><text>The Director of the Office for Domestic Preparedness of the Department of Homeland Security.</text></paragraph> 
<paragraph id="H57D061C5ED224BED92AA2F4BEC748748"><enum>(3)</enum><text>The Administrator of the Health Resources and Services Administration of the Department of Health and Human Services.</text></paragraph> 
<paragraph id="H48128F3495ED4B94B2A0A470D1172897"><enum>(4)</enum><text>The Director of the Centers for Disease Control and Prevention of the Department of Health and Human Services.</text></paragraph> 
<paragraph id="H4A43363E87D6420E9E83145F75FD311"><enum>(5)</enum><text>The Administrator of the United States Fire Administration of the Department of Homeland Security.</text></paragraph> 
<paragraph id="H876317ED219C43D600162075BD2C83F1"><enum>(6)</enum><text>The Administrator of the Centers for Medicare <short-title></short-title> Medicaid Services of the Department of Health and Human Services.</text></paragraph> 
<paragraph id="H60DAB00F08274F6CA7FC001CCA999DA1"><enum>(7)</enum><text>The Under Secretary of Defense for Personnel and Readiness.</text></paragraph> 
<paragraph id="H9A392B639D294B98A3345BD74E1B0045"><enum>(8)</enum><text>The Assistant Secretary for Public Health Emergency Preparedness of the Department of Health and Human Services.</text></paragraph> 
<paragraph id="H8A5647F496304533BFAE2EEA41435305"><enum>(9)</enum><text>The Director of the Indian Health Service of the Department of Health and Human Services.</text></paragraph> 
<paragraph id="H41EF06AA80F44E58BE5EDB01749F00A4"><enum>(10)</enum><text>The Bureau Chief of the Wireless Telecommunications Bureau of the Federal Communications Commission.</text></paragraph> 
<paragraph id="HD59D3EA448754EC996DE7BF63267B888"><enum>(11)</enum><text display-inline="yes-display-inline">A representative of any other Federal agency identified by the Secretary of Transportation or the Secretary of Homeland Security, acting through the Under Secretary for Emergency Preparedness and Response of the Department of Homeland Security and in consultation with the Secretary of Health and Human Services, as having a significant role in relation to the purposes of the Interagency Committee on EMS.</text></paragraph></subsection> 
<subsection id="HBE28C4D1883842F7007E8430F9374671"><enum>(c)</enum><header>Leadership</header><text>The members of the Interagency Committee on EMS shall annually select an individual from among the members of the Committee to serve as chairperson of the Committee.</text></subsection> 
<subsection id="H531912493FFB4A98834B27CB9C8E6263"><enum>(d)</enum><header>Activities</header><text>The Interagency Committee on EMS shall carry out the following activities:</text> 
<paragraph id="H4B786EA59F384ED400BAD93ECF67AF91"><enum>(1)</enum><text>Ensuring coordination among the Federal agencies represented on the Committee with State, local, tribal, and regional emergency medical services and 9–1–1 systems.</text></paragraph> 
<paragraph id="H2D794853E5954D67A03619C1B9E9CF2"><enum>(2)</enum><text>Identifying State, local, tribal, and regional emergency medical services and 9–1–1 needs.</text></paragraph> 
<paragraph id="H373567A90C5C47D09EF2EC6EA7D4C6BC"><enum>(3)</enum><text>Ensuring that emergency medical services are appropriately integrated with homeland security and other emergency response programs.</text></paragraph> 
<paragraph id="H61071944C6CB421BB77B84008BE4D805"><enum>(4)</enum><text>Recommending new or expanded programs, including grant programs, for—</text> 
<subparagraph id="H40D54F66B11D49730059906394C4BBF4"><enum>(A)</enum><text>improving State, local, tribal, and regional emergency medical services; and</text></subparagraph> 
<subparagraph id="HBF88C4B4DFB04F71BCCAF7301FE309C8"><enum>(B)</enum><text>implementing improved interoperable voice and data emergency medical services and communications technologies, including wireless 9–1–1.</text></subparagraph></paragraph> 
<paragraph id="HB80EA96244ED43058703684D167C2B25"><enum>(5)</enum><text>Identifying ways to streamline the process through which Federal agencies support State, local, tribal, and regional emergency medical services.</text></paragraph> 
<paragraph id="H55D1D3390CE646CB8C303DF1E7A2C849"><enum>(6)</enum><text>Assisting State, local, tribal, and regional emergency medical services in setting priorities based on identified needs.</text></paragraph> 
<paragraph id="HFE63ABD0F4BD4C76A22ED4289B648FFC"><enum>(7)</enum><text>Advising, consulting, and making recommendations on matters relating to the implementation of the coordinated State emergency medical services programs.</text></paragraph></subsection> 
<subsection id="H6573FCBAA5C740A493AA11FAC37300C5"><enum>(e)</enum><header>Meetings</header><text>The Interagency Committee on EMS shall meet as frequently as is determined necessary by the chairperson of the Committee, but no less frequently than quarterly.</text></subsection> 
<subsection id="H1D830E555AA54D849925408000B4EC73"><enum>(f)</enum><header>Administration</header><text>The Administrator of the National Highway Traffic Safety Administration, in cooperation with the Director of the Office for Domestic Preparedness of the Department of Homeland Security, shall provide administrative support to the Interagency Committee on EMS, including scheduling meetings, setting agendas, keeping minutes and records, and producing reports.</text></subsection> 
<subsection id="H85C72C7300D34D8BBA95D58693743734"><enum>(g)</enum><header>Annual reports</header><text>The Interagency Committee on EMS shall prepare and submit an annual report to Congress on the Committee’s activities, actions, and recommendations, and shall include in such report a description of respective Federal agency responsibility, support, and coordination of emergency medical services systems.</text></subsection></section> 
<section id="H3C2C72827BF949C3AEC273AF00763957"><enum>3.</enum><header>Federal Interagency Committee on Emergency Medical Services Advisory Council</header> 
<subsection id="HF8114657574D4D6793D05801277977AC"><enum>(a)</enum><header>Establishment</header><text>There is established a Federal Interagency Committee on Emergency Medical Services Advisory Council (in this Act referred to as the <quote>Advisory Council</quote>) that shall consist of not more than 13 individuals with an interest or expertise in emergency medical services selected by the Interagency Committee on EMS.</text></subsection> 
<subsection id="HD229F298EF01441498EEB68696EC0042"><enum>(b)</enum><header>Membership</header><text>In selecting members of the Advisory Council, the Interagency Committee on EMS shall ensure that the Advisory Council represents—</text> 
<paragraph id="H8EDB59069BFC4504ADB32834D6AD509D"><enum>(1)</enum><text>both urban and rural areas; and</text></paragraph> 
<paragraph id="H0E25DA85E50643148533004827B9E17"><enum>(2)</enum><text>all sectors of the emergency medical services community.</text></paragraph></subsection> 
<subsection id="H9021C96B83664D37A4C5F74649C3D51"><enum>(c)</enum><header>Leadership</header><text>Members of the Advisory Council shall annually select an individual from among the members of the Council to serve as chairperson of the Advisory Council.</text></subsection> 
<subsection id="HA766F9E807B649BCBB01AD319750EC00"><enum>(d)</enum><header>Activities</header><text>The Advisory Council shall make recommendations to the Interagency Committee on EMS on topics including the following:</text> 
<paragraph id="HE6C85E0158B94C0290C27CD253C264CE"><enum>(1)</enum><text>Improved coordination and support of emergency medical services systems among Federal programs.</text></paragraph> 
<paragraph id="HA9B9E54574FB4AF1848965267C86944E"><enum>(2)</enum><text>Development of a national emergency medical services plan.</text></paragraph> 
<paragraph id="H9070C930EA064C72B0F3197283059200"><enum>(3)</enum><text>Standards, guidelines, benchmarks, and data collection on emergency medical services.</text></paragraph> 
<paragraph id="H9C4D551B6D104AA8ADD6FB017717CA7"><enum>(4)</enum><text>Guidelines for conducting needs assessments for improving community-based emergency medical services systems at State and local levels.</text></paragraph> 
<paragraph id="H017EDDE70381405CAF38041D29AE993E"><enum>(5)</enum><text>Creation of new, or the expansion of existing, grants or other programs for improving community-based emergency medical services.</text></paragraph> 
<paragraph id="H3CD494F2BD1E41D8887C955B4893B700"><enum>(6)</enum><text>Consolidation or realignment of Federal agency or program responsibility for emergency medical services.</text></paragraph> 
<paragraph id="HCA062B99E48D49F9988324D1CC38CBFB"><enum>(7)</enum><text>Strengthening emergency medical services systems through enhanced workforce development, education, training, exercises, equipment, medical oversight, and other areas.</text></paragraph> 
<paragraph id="HC96CCDC7E78340AABC07042B8FC887B7"><enum>(8)</enum><text>Issues or topics to be addressed in the annual report of the Interagency Committee on EMS.</text></paragraph></subsection> 
<subsection id="H608645C116FE4421B522B06B915FDEC"><enum>(e)</enum><header>Annual report</header><text display-inline="yes-display-inline">Before the Interagency Committee on EMS submits to Congress the annual report required under section 2(g), the Advisory Council shall review the report and include independent information or recommendations for inclusion in the report, as deemed appropriate by the Advisory Council.</text></subsection> 
<subsection id="H1D7C7F466E9245EE82B091959F999D2D"><enum>(f)</enum><header>Meetings</header><text>The Advisory Council—</text> 
<paragraph id="H2212765B67394B9898ABC2F00577231B"><enum>(1)</enum><text>shall meet at the same time and place as the Interagency Committee on EMS, when such Committee meets; and</text></paragraph> 
<paragraph id="H57BE6C75AFCF48CEAD00FB9E256C6F82"><enum>(2)</enum><text>may conduct independent meetings to receive public comment and collect data and information.</text></paragraph></subsection> 
<subsection id="H48D0E8BB7F604F3A91E1F217227E0026"><enum>(g)</enum><header>Compensation and reimbursement</header> 
<paragraph id="HEED2FDD750F2426497EBBFE14C3942B3"><enum>(1)</enum><header>Compensation</header><text>The members of the Advisory Council shall receive no pay by reason of their service as a member of the Advisory Council.</text></paragraph> 
<paragraph id="HB7575A2AE76545D0AE78B10025528311"><enum>(2)</enum><header>Travel expenses</header><text>The members of the Advisory Council shall be allowed travel expenses, including per diem in lieu of subsistence, at rates authorized for employees of agencies under subchapter 1 of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/57">chapter 57</external-xref> of title 5, United States Code, while away from their homes or regular places of business in the performance of services for the Advisory Council.</text></paragraph></subsection> 
<subsection id="HEB3CF55359E84341B24D67B5C691FE6"><enum>(h)</enum><header>Administration</header><text>The Administrator of the National Highway Traffic Safety Administration, in cooperation with the Director of the Office for Domestic Preparedness of the Department of Homeland Security, shall provide administration support to the Advisory Council.</text></subsection></section>
