<official-title>To direct the Secretary of Veterans Affairs to establish a national cemetery for veterans in the Colorado Springs, Colorado, metropolitan area.</official-title>

<section section-type="section-one" id="H5B72D7699326487AAF9BFA45B8BD5E73" display-inline="no-display-inline"><enum>1.</enum><header>Establishment</header>
<subsection id="HC7E410BAFCE94D3690772F8EA6772576"><enum>(a)</enum><header>In general</header><text>The Secretary of Veterans Affairs shall establish, in accordance with <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/24">chapter 24</external-xref> of title 38, United States Code, a national cemetery in the Colorado Springs, Colorado, metropolitan area to serve the needs of veterans and their families.</text></subsection>
<subsection id="HAB3389D0AB7348F2986613452343E453"><enum>(b)</enum><header>Consultation in selection of site</header><text>Before selecting the site for the national cemetery established under subsection (a), the Secretary shall consult with—</text>
<paragraph id="H00E28FF485F949BBBC693B7414DA1CE7"><enum>(1)</enum><text>appropriate officials of the State of Colorado and local officials of the Colorado Springs metropolitan area; and</text></paragraph>
<paragraph id="H3E27916D39144A22A7B7E45DD5E7D449"><enum>(2)</enum><text>appropriate officials of the United States, including the Administrator of General Services, with respect to land belonging to the United States in that area that would be suitable to establish the national cemetery under subsection (a).</text></paragraph></subsection>
<subsection id="H9C4C34AEED9B4FBCAF44A951009710D6"><enum>(c)</enum><header>Authority to accept donation of parcel of land</header>
<paragraph id="HFEC8FEF6CEE648FB8FC8F3F3576BABD3"><enum>(1)</enum><header>In general</header><text>The Secretary of Veterans Affairs may accept on behalf of the United States the gift of an appropriate parcel of real property. The Secretary shall have administrative jurisdiction over such parcel of real property, and shall use such parcel to establish the national cemetery under subsection (a).</text></paragraph>
<paragraph id="H867DB9F28DAA4A76B645C8E829FF94FC"><enum>(2)</enum><header>Income tax treatment of gift</header><text>For purposes of Federal income, estate, and gift taxes, the real property accepted under paragraph (1) shall be considered as a gift to the United States.</text></paragraph></subsection>
<subsection id="H3623EFC560904B638700D1CAB100B876"><enum>(d)</enum><header>Report</header><text>As soon as practicable after the date of the enactment of this Act, the Secretary shall submit to Congress a report on the establishment of the national cemetery under subsection (a). The report shall set forth a schedule for such establishment and an estimate of the costs associated with such establishment.</text></subsection></section>
