<official-title>To amend the Small Business Act to designate Guam, the Virgin Islands, American Samoa, and the Commonwealth of the Northern Mariana Islands as historically underutilized business zones (HUBZones).</official-title>

<section id="HD2608B0B9A284C7FAF8D757CAAD0C327" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Insular Areas Small Business Development Act</short-title></quote>.</text> </section> 
<section id="H7AAAEB205A9441C58080EAFE987F9093"><enum>2.</enum><header>Guam, Virgin Islands, American Samoa, and Northern Mariana Islands designated as HUBZones</header> 
<subsection id="H0FF9AF178E704A68A4E8A089C3D09E4F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subsection (p) of section 3 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632(p)</external-xref>) is amended by adding at the end the following new paragraph:</text>

<paragraph id="H00934244B14647B69226E75F259E3F95"><enum>(8)</enum><header>Additional definition of historically underutilized business zone</header><text>In addition to the definition under paragraph (1), the term <quote>historically underutilized business zone</quote> means any area located in Guam, the Virgin Islands, American Samoa, or the Commonwealth of the Northern Mariana Islands.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="HE17E2424457E4E6797A4751F7FF3F0E3"><enum>(b)</enum><header>Conforming amendment</header><text>Subsection (p)(1) of section 3 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632(p)(1)</external-xref>) is amended by striking <quote>The term</quote> and inserting <quote>Subject to paragraph (8), the term</quote>.</text></subsection></section>
