<official-title>To suspend temporarily new shipper bonding privileges.</official-title>

<section section-type="section-one" id="H1D5E7465D6044DA09226979256DA6919" display-inline="no-display-inline"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>New Shipper Review Amendment Act of 2005</short-title></quote>.</text></section> 
<section id="H06B1317FCE3A4A0BB84574C3BC44EE00"><enum>2.</enum><header>Temporary suspension of new shipper bonding privileges</header><text display-inline="no-display-inline">Clause (iii) of section 751(a)(2)(B) of the <act-name parsable-cite="TA30">Tariff Act of 1930</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/19/1675">19 U.S.C. 1675(a)(2)(B)(iii)</external-xref>) shall not be effective during the 3-year period beginning on the date of the enactment of this Act.</text></section> 
<section id="H115238BA2BB746BDBCC6B400EAE7C8F6"><enum>3.</enum><header>Report to Congress</header><text display-inline="no-display-inline">Not later than 2 years after the date of the enactment of this Act, the Secretary of Commerce, in consultation with the Secretary of the Treasury, the United States Trade Representative, and the Commissioner of Customs and Border Protection, shall submit to the Committee on Finance of the Senate and the Committee on Ways and Means of the House of Representatives a report containing—</text> 
<paragraph id="HDC21B07F5AF9459800182C59CEE99732"><enum>(1)</enum><text>recommendations on whether the suspension of the effectiveness of section 751(a)(2)(B)(iii) of the <act-name parsable-cite="TA30">Tariff Act of 1930</act-name> should be extended beyond the date provided in section 2 of this Act; and</text></paragraph> 
<paragraph id="HB68CD708DEAB4ADB87D500C8D45FFD9F"><enum>(2)</enum><text>assessments of the effectiveness of any administrative measures that have been implemented to address the difficulties giving rise to section 2 of this Act, including—</text> 
<subparagraph id="HD128B495D843405AAFD378C48BD0612D"><enum>(A)</enum><text>problems in assuring the collection of antidumping duties on imports from new shippers;</text></subparagraph> 
<subparagraph id="H1F127A8B97724DC68E273CBC0000C89F"><enum>(B)</enum><text>administrative burdens imposed on the Department of Commerce by new shipper reviews; and</text></subparagraph> 
<subparagraph id="HAE03BC707CDB438AA067F8B33802DE"><enum>(C)</enum><text>the use of the bonding privilege by importers from new shippers to circumvent the effect of antidumping duty orders.</text></subparagraph></paragraph></section>
