<whereas> <text>Whereas the Food and Drugs Act of June 30, 1906 (34 Stat. 768; chapter 3915), transformed the Food and Drug Administration (<quote>FDA</quote>) into a scientific regulatory agency;</text> </whereas> 
<whereas> <text>Whereas the FDA is the oldest consumer protection agency in the United States;</text> </whereas> 
<whereas> <text>Whereas the FDA is the primary consumer protection agency in the United States and the world;</text> </whereas> 
<whereas> <text>Whereas FDA has the critical mission of protecting the public health by ensuring that—</text> 
<paragraph id="H2C07917232ED4B5B993DCB7F53F03E16"> <enum>(1)</enum> <text>foods are safe, wholesome, sanitary, and properly labeled;</text> </paragraph> 
<paragraph id="HA512AC31A4A845AC9D4ADCCB2A9686BE"> <enum>(2)</enum> <text>human and veterinary drugs are safe and effective;</text> </paragraph> 
<paragraph id="H9788985FAA974BAF8D95CC7A25063152"> <enum>(3)</enum> <text>devices intended for human use are safe and effective;</text> </paragraph> 
<paragraph id="H6EF7101B5F674572A6B55EC16F68AED2"> <enum>(4)</enum> <text>cosmetics are properly labeled; and</text> </paragraph> 
<paragraph id="HFC742F92766749AD938D0234F9E433D2"> <enum>(5)</enum> <text>consumers are protected from electronic product radiation;</text> </paragraph> </whereas> 
<whereas> <text>Whereas FDA is also responsible for advancing the public health by helping to speed innovations which improve peoples’ lives;</text> </whereas> 
<whereas> <text>Whereas, in protecting and promoting the health of citizens of the United States, the FDA has been a pioneer and leader in the field of food and drug science;</text> </whereas> 
<whereas> <text>Whereas people around the world enjoy a higher quality of life due, in part, to the work of the FDA to expand food safety, medical product safety, and regulatory science; and</text> </whereas> 
<whereas> <text>Whereas the centennial anniversary of the passage of the 1906 Food and Drugs Act occurs on June 30, 2006, marks the 100th anniversary of the Agency’s founding, and is a major milestone in FDA’s celebrated history: Now, therefore, be it</text> </whereas> </preamble>

<section display-inline="yes-display-inline" section-type="undesignated-section" id="HB2D305ED247C4AB3B1345CB4B8C6BCEA"><text>That the Congress recognizes the Food and Drug Administration of the Department of Health and Human Services and its employees for—</text> 
<paragraph id="H8B2DF91945524029B1963521823F2761"><enum>(1)</enum><text>100 years of service in working to ensure the safety of our food and the safety and efficacy of our medical products;</text></paragraph> 
<paragraph id="H6F8F7B19D2AA409C97F9ED5387BF0000"><enum>(2)</enum><text>providing leadership to the world in the regulatory sciences; and</text></paragraph> 
<paragraph id="HB4AA4D40086B46BDBE6647982FED6B35"><enum>(3)</enum><text>their hard work and extraordinary dedication to the protection and promotion of our Nation’s public health.</text></paragraph></section>
