		<official-title>To require the Secretary of the Treasury to mint coins in

		  commemoration of the founding of America’s National Parks, and for other

		  purposes.</official-title>

			<header>Short title</header>

			<text display-inline="no-display-inline">This Act may be cited as the

			 <quote>

					<short-title>National Park Anniversaries-Great

			 American Spaces Commemorative Coin Act</short-title>

				</quote>.</text>

			<enum>2.</enum>

			<header>SEC. 2. FINDINGS</header>

			<text display-inline="no-display-inline">The Congress finds the

			 following:</text>

			<paragraph id="H0EE9F352BE7949F2A46112EF95410070">

				<enum>(1)</enum>

				<text display-inline="yes-display-inline">The National Park Foundation

			 is the congressionally-chartered nonprofit partner of America's National

			 Parks.</text>

			</paragraph><paragraph id="HA3E8EA3A753B4B6E8D08AA7F009DC3BB">

				<enum>(2)</enum>

				<text display-inline="yes-display-inline">The mission of the National

			 Park Foundation is to strengthen the enduring connection between the American

			 people and their National Parks by raising private funds, making strategic

			 grants, creating innovative partnerships and increasing public awareness of

			 National Parks.</text>

			</paragraph><paragraph id="H31F54DAFA0844229819000561192CF50">

				<enum>(3)</enum>

				<text>The parks represented in this program represent some of the most

			 beloved and treasured National Parks in America.</text>

			</paragraph><paragraph id="H79B63D1D770F43BDA1E834FA933CB36E">

				<enum>(4)</enum>

				<text>The National Park Service was established in 1916, to preserve

			 and protect great scenic parks such as Grand Canyon and Yosemite, while also

			 managing battlefields such as Gettysburg and historical sites such as the

			 Lincoln Memorial.</text>

			</paragraph><paragraph id="HB5C9BF19016B434ABB4713911DFD08CE">

				<enum>(5)</enum>

				<text>Theodore Roosevelt said that nothing short of defending this

			 country in wartime <quote>compares in importance with the great task of leaving

			 this land even a better land for our descendants than it is for

			 us</quote>.</text>

			</paragraph><paragraph id="id44B6FF2B0DF6432380CF828D33E2B158">

				<enum>(6)</enum>

				<text>Parks established under the presidency of Theodore Roosevelt,

			 such as Grand Canyon and Devil’s Tower, are the embodiment of that

			 ideal.</text>

			<enum>3.</enum>

			<header>Coin specifications</header>

			<subsection id="H18E94A7463B74C61884D003D5082C493">

				<enum>(a)</enum>

				<header>$1 silver coins for national parks observing historic

			 anniversaries of their founding</header>

				<text display-inline="yes-display-inline">The Secretary of the Treasury

			 (in this Act referred to as the <quote>Secretary</quote>) shall mint and issue

			 not more than 300,000 $1 coins for each of the National Parks specified in

			 section 4(d), each of which shall—</text>

				<paragraph id="HD55A21BDA6B64C0FB4EDDB33F31CE94">

					<enum>(1)</enum>

					<text>weigh 26.73 grams;</text>

				</paragraph><paragraph id="H0BCB0FFEE53F46B98F53E7FDFBE9EB49">

					<enum>(2)</enum>

					<text>have a diameter of 1.500 inches; and</text>

				</paragraph><paragraph id="HDBDD05BE16994295BF4F3D26011F70C8">

					<enum>(3)</enum>

					<text>contain 90 percent silver and 10 percent copper.</text>

				</paragraph></subsection><subsection id="HED2B84953E1042748FDBAB82DC2CC355">

				<enum>(b)</enum>

				<header>Legal tender</header>

				<text>The coins minted under this Act shall be legal tender, as

			 provided in section 5103 of title 31, United States Code.</text>

			</subsection><subsection id="H432A0B1581754504A6D88D9CFA91B3A9">

				<enum>(c)</enum>

				<header>Numismatic items</header>

				<text>For purposes of section 5136 of title 31, United States Code, all

			 coins minted under this Act shall be considered to be numismatic items.</text>

			<enum>4.</enum>

			<header>Design of coins</header>

				<enum>(a)</enum>

				<header>Design requirements</header>

				<paragraph id="H5EE39B670FFF457BA7BC59C838B83435">

					<enum>(1)</enum>

					<header>In general</header>

					<text>The design of the coins minted under this Act shall be developed

			 in consultation with the National Park Foundation, and shall be emblematic of

			 the National Park being commemorated on each coin.</text>

				</paragraph><paragraph id="H542BBA1B4F414711B26D1125C59ECFDA">

					<enum>(2)</enum>

					<header>Designation and inscriptions</header>

					<text>On each coin minted under this Act, there shall be—</text>

					<subparagraph id="HF328F05816964287892007D0932E470">

						<enum>(A)</enum>

						<text>a designation of the value of the coin;</text>

					</subparagraph><subparagraph id="H0BFD544067164E87BC5BBE8286F700FB">

						<enum>(B)</enum>

						<text>an inscription of the year in which the coin is minted;

			 and</text>

					</subparagraph><subparagraph id="HE29A59B4370C4C64B8DD03B00D309EC">

						<enum>(C)</enum>

						<text>inscriptions of the words <quote>Liberty</quote>, <quote>In God

			 We Trust</quote>, <quote>United States of America</quote>, and <quote>E

			 Pluribus Unum</quote>.</text>

					</subparagraph></paragraph></subsection><subsection id="H548CECC5D3B344C7B0EFCE006F994B1D">

				<enum>(b)</enum>

				<header>Selection</header>

				<text>The design for the coins minted under this Act shall be—</text>

				<paragraph id="HB072B827577A4DC6B6D5C9E088197052">

					<enum>(1)</enum>

					<text>selected by the Secretary after consultation with the Commission

			 of Fine Arts and the National Parks Foundation; and</text>

				</paragraph><paragraph id="H7BDB5B226EBE4DEDB7B346913D4BC1F6">

					<enum>(2)</enum>

					<text>reviewed by the Citizens Advisory Committee established under

			 section 5135 of title 31, United States Code.</text>

				</paragraph></subsection><subsection id="HBDC5F0BD5A1A4AC9B053FE4D90EA0359">

				<enum>(c)</enum>

				<header>Mint facility</header>

				<text>Only 1 facility of the United States Mint may be used to strike

			 any particular quality of the coins minted under this Act.</text>

			</subsection><subsection id="HF10214F6D95F45F992FF0033C4A36CF4">

				<enum>(d)</enum>

				<header>National parks to be commemorated</header>

				<text>The National Parks to be commemorated, the year of commemoration,

			 and the anniversary to be observed are as follows:</text>

			<enum>5.</enum>

			<header>Issuance of coins</header>

			<subsection id="HD037BC002DF748FB8295B730B89268D0">

				<enum>(a)</enum>

				<header>Quality of coins</header>

				<text>Coins minted under this Act shall be issued in uncirculated and

			 proof qualities.</text>

			</subsection><subsection id="H5652096F1F9541D8A90000D5A3C6CB73">

				<enum>(b)</enum>

				<header>Commencement of issuance</header>

				<text>The Secretary may issue coins minted under this Act beginning

			 January 1 of the year of issuance, as specified in section 4(d), except that

			 the Secretary may initiate sales of such coins, without issuance, before such

			 date.</text>

			</subsection><subsection id="HA45E196656CD4A8393EF3C9D154D813F">

				<enum>(c)</enum>

				<header>Termination of minting authority</header>

				<text>No coins shall be minted under this Act after December 31 of the

			 year of issuance specified in section 4(d).</text>

			</subsection></section><section id="H6C26D7A209D44C3800DD00BE4D29782F">

			<enum>6.</enum>

			<header>Sale of coins</header>

			<subsection id="HB050FEA1CE1B4D3BBD23C1C337004FEB">

				<enum>(a)</enum>

				<header>Sale price</header>

				<text>Notwithstanding any other provision of law, the coins issued

			 under this Act shall be sold by the Secretary at a price equal to the face

			 value, plus the cost of designing and issuing such coins (including labor,

			 materials, dies, use of machinery, overhead expenses, and marketing).</text>

			</subsection><subsection id="H7F36729CEA3047F2B3D210EEAF41E66D">

				<enum>(b)</enum>

				<header>Bulk sales</header>

				<text>The Secretary shall make bulk sales of the coins issued under

			 this Act at a reasonable discount.</text>

			</subsection><subsection id="H27789F511B3A41579CFBAF26715C85CA">

				<enum>(c)</enum>

				<header>Prepaid orders at a discount</header>

				<paragraph id="HD984ABF2A0D54293A4AFBAFA09F1EC">

					<enum>(1)</enum>

					<header>In general</header>

					<text>The Secretary shall accept prepaid orders for the coins minted

			 under this Act before the issuance of such coins.</text>

				</paragraph><paragraph id="H79599B8B6CA941A0BB1C54576BC726BE">

					<enum>(2)</enum>

					<header>Discount</header>

					<text>Sale prices with respect to prepaid orders under paragraph (1)

			 shall be at a reasonable discount.</text>

				</paragraph></subsection><subsection id="HA1309AD9E9744FACBCFCDDEC5DA72765">

				<enum>(d)</enum>

				<header>Sales of single coins and sets of coins</header>

				<text>Coins of each design specified under section 4 may be sold

			 separately or as a set containing other coins authorized by this Act.</text>

			</subsection></section><section id="H8DD285C236DD4FB689B22498DB2BD9A3">

			<enum>7.</enum>

			<header>Surcharges</header>

			<subsection id="H2EC3928174B54D4D8E52C3EE733EC6D">

				<enum>(a)</enum>

				<header>Surcharge required</header>

				<text>All sales of coins issued under this Act shall include a

			 surcharge of $10 per coin.</text>

			</subsection><subsection id="HD4921BD779404A69BE89DE652547CBB9">

				<enum>(b)</enum>

				<header>Distribution</header>

				<text>Subject to section 5134(f) of title 31, United States Code, all

			 surcharges which are received by the Secretary from the sale of coins issued

			 under this Act shall be promptly paid by the Secretary to the National Park

			 Foundation for use as follows:</text>

				<paragraph id="HC2004A4A0EAD43E8BECABF94767958">

					<enum>(1)</enum>

					<text>50 percent of the surcharges received shall be used by the

			 National Park Foundation in support of all National Parks.</text>

				</paragraph><paragraph id="H691C06A6FEC5409283C5CF414BBB38CA">

					<enum>(2)</enum>

					<text display-inline="yes-display-inline">50 percent of the surcharges

			 received shall be used by the National Park Foundation for the benefit of the

			 National Parks designated in section 4(d) (in addition to any amount allocable

			 to any such Park from expenditures of amounts under paragraph (1).</text>

				</paragraph></subsection><subsection changed="not-changed" commented="no" id="H9CA3701495C448F5BCBC40F98E9DC967">

				<enum>(c)</enum>

				<header>Audits</header>

				<text>The National Park Foundation shall be subject to the audit

			 requirements of section 5134(f)(2) of title 31, United States Code.</text>

			</subsection></section><section id="id523BBD6949D94F53AECF7E9410412BC6">

			<enum>8.</enum>

			<header>FINANCIAL ASSURANCES</header>

			<subsection id="idC7C27CE9599C4166A15C4DA2EBA9F4C7">

				<enum>(a)</enum>

				<header>No net cost to the Government</header>

				<text>The Secretary shall take such actions as may be necessary to

			 ensure that minting and issuing coins under this Act will not result in any net

			 cost to the United States Government.</text>

			</subsection><subsection id="id6608D16819A94DA3A3E4832070901B6A">

				<enum>(b)</enum>

				<header>Payment for coins</header>

				<text>A coin shall not be issued under this Act unless the Secretary

			 has received_</text>

				<paragraph id="id6F07EEA1F8FD42D487E199489852ACF4">

					<enum>(1)</enum>

					<text>full payment for the coin;</text>

				</paragraph><paragraph id="ID3fb103b9f693411a89976ebe5b21dff1">

					<enum>(2)</enum>

					<text>security satisfactory to the Secretary to indemnify the United

			 States for full payment; or</text>

				</paragraph><paragraph id="ID01a26c1a15c64ec191357c5c00db0ff9">

					<enum>(3)</enum>

					<text>a guarantee of full payment satisfactory to the Secretary from a

			 depository institution, the deposits of which are insured by the Federal

			 Deposit Insurance Corporation or the National Credit Union Administration

			 Board.</text>

				</paragraph></subsection></section></legis-body>
