		<official-title>To provide for the conveyance of certain Bureau of Land

		  Management land in the State of Nevada to the University and Community College

		  System of Nevada, and for other purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short

			 title</header>

			<text display-inline="no-display-inline">This Act may be cited as the

			 <quote><short-title>Nye County Higher Education Campus

			 Conveyance Act</short-title></quote>.</text>

		</section><section id="id96525B2A4829464A940EC81AD2C38DAB"><enum>2.</enum><header>Definitions</header>

			<subsection id="IDe51f759177f94534803749f066baffe1"><enum>(a)</enum><header>Definitions</header><text>In

			 this Act:</text>

				<paragraph id="ID951fa2bc97414a3389ac5c270ad7a42d"><enum>(1)</enum><header>Chancellor</header><text>The

			 term <term>Chancellor</term> means the Chancellor of the University

			 system.</text>

				</paragraph><paragraph id="IDfd6c4af7c74942fbb1eb739aca7e6c7c"><enum>(2)</enum><header>County</header><text>The

			 term <term>County</term> means the County of Nye, Nevada.</text>

				</paragraph><paragraph id="ID59579f480c8242cda59b78746f267699"><enum>(3)</enum><header>College</header><text>The

			 term <term>College</term> means the Nye County Nevada Higher Education Campus

			 in Pahrump Valley, Nevada, a component of the University system.</text>

				</paragraph><paragraph id="id892935C726114F389D3EC5FAB46D12E7"><enum>(4)</enum><header>Federal

			 land</header><text>The term <quote>Federal land</quote> means the parcel of

			 Bureau of Land Management land identified on the map as the

			 N<fraction>1/2</fraction> (excluding the

			 NW<fraction>1/4</fraction>NW<fraction>1/4</fraction>) of sec. 2 of T. 21 S., R.

			 54 E.</text>

				</paragraph><paragraph id="id74E86FADBFE146FD8E21F3E17EBA0E5C"><enum>(5)</enum><header>Map</header><text>The

			 term <term>map</term> means the map entitled <quote>Southern Nevada Public Land

			 Management Act</quote> and dated October 1, 2002.</text>

				</paragraph><paragraph id="id00DE74899C8445BAB29590188D5B144D"><enum>(6)</enum><header>State</header><text>The

			 term <quote>State</quote> means the State of Nevada.</text>

				</paragraph><paragraph id="ID8e1e04d0e50b4fc98817bea5382c1c85"><enum>(7)</enum><header>University

			 system</header><text>The term <term>University system</term> means the

			 University and Community College System of Nevada.</text>

				</paragraph></subsection></section><section id="ID440eeafb53f84764a47632ed1a224243"><enum>3.</enum><header>Conveyance to

			 the university and community college system of Nevada</header>

			<subsection id="idDB14D3002171416AB8F561071D861035"><enum>(a)</enum><header>In

			 general</header><text>Notwithstanding the Federal Land Policy and Management

			 Act of 1976 (43 U.S.C. 1701 et seq.) and section 1(c) of the Act of June 14,

			 1926 (commonly known as the <quote>Recreation and Public Purposes Act</quote>)

			 (43 U.S.C. 869(c)), not later than 1 year after the date on which a survey

			 defining the official metes and bounds of the Federal land is approved by the

			 Secretary, the Secretary shall convey to the University system without

			 consideration, all right, title, and interest of the United States in and to

			 the Federal land for use as a campus for the College.</text>

			</subsection><subsection id="ID0f2806352aca4d20be8d578e082e1e31"><enum>(b)</enum><header>Conditions</header>

				<paragraph id="IDb3828381a5834c6386a3ffca17dd02bc"><enum>(1)</enum><header>In

			 general</header><text>As a condition of the conveyance under subsection (a),

			 the Chancellor shall agree in writing—</text>

					<subparagraph id="IDc9780cb202eb4c438293999012a6015e"><enum>(A)</enum><text>to pay any

			 administrative costs associated with the conveyance, including the cost of any

			 environmental, wildlife, cultural, or historical resources studies;</text>

					</subparagraph><subparagraph id="IDa619a33063504946926f776027017609"><enum>(B)</enum><text>to use the

			 Federal land conveyed for educational and recreational purposes;</text>

					</subparagraph><subparagraph id="ID1b098af215cc430785fc4735fa396add"><enum>(C)</enum><text>to release and

			 indemnify the United States from any claims or liabilities which may arise from

			 uses that are carried out on the Federal land on or before the date of

			 enactment of this Act by the United States or any person;</text>

					</subparagraph><subparagraph id="ID8c1b9ae2c99342f2852ef3a864d70e86"><enum>(D)</enum><text>as soon as

			 practicable after the date of the conveyance under subsection (a), to erect at

			 the College an appropriate and centrally located monument that acknowledges the

			 conveyance of the Federal land by the United States for the purpose of

			 furthering the higher education of citizens in the State; and</text>

					</subparagraph><subparagraph id="IDd6ae0307046248d1aa036d75f92ab6b5"><enum>(E)</enum><text>to assist the

			 Bureau of Land Management in providing information to the students of the

			 College and the citizens of the State on—</text>

						<clause id="ID6800269f6432437ab0a2723dba196b4c"><enum>(i)</enum><text>public land in

			 the State; and</text>

						</clause><clause id="ID9afab74f90be481baae7b72588c2af42"><enum>(ii)</enum><text>the role of the

			 Bureau of Land Management in managing, preserving, and protecting the public

			 land.</text>

						</clause></subparagraph></paragraph><paragraph id="IDa5ab8ae7f8924b33952d235a42fce112"><enum>(2)</enum><header>Valid existing

			 rights</header><text>The conveyance under subsection (a) shall be subject to

			 all valid existing rights.</text>

				</paragraph></subsection><subsection id="ID9bcf1fcbf27f42669f9e92e7a4953861"><enum>(c)</enum><header>Use of Federal

			 land</header>

				<paragraph id="IDddc5f008dccc4d83860273f2e182b52e"><enum>(1)</enum><header>In

			 general</header><text>The University system may use the land conveyed under

			 subsection (a) for—</text>

					<subparagraph id="ID98c6c3d553c84ac8811b305ddea928e5"><enum>(A)</enum><text>any purpose

			 relating to the establishment, operation, growth, and maintenance of the

			 College; and</text>

					</subparagraph><subparagraph id="ID4a819072d6b04720bda201ed01a27633"><enum>(B)</enum><text>any uses relating

			 to those purposes, including residential and commercial development that would

			 generally be associated with an institution of higher education.</text>

					</subparagraph></paragraph><paragraph id="ID0481dcd77ac64ddf80032b472ecb2d20"><enum>(2)</enum><header>Other

			 entities</header><text>The University system may—</text>

					<subparagraph id="ID1cfa22c778f84133bdddcb459e4f2337"><enum>(A)</enum><text>consistent with

			 Federal and State law, lease or otherwise provide property or space at the

			 College, with or without consideration, to religious, public interest,

			 community, or other groups for services and events that are of interest to the

			 College, the University system, or any community located in the County;</text>

					</subparagraph><subparagraph id="ID15d6bb48254248888d0eb6638161f025"><enum>(B)</enum><text>allow the County

			 or any other community in the County to use facilities of the College for

			 educational and recreational programs of the County or community; and</text>

					</subparagraph><subparagraph id="ID420a687ab3f644488eed6080fc588f2a"><enum>(C)</enum><text>in conjunction

			 with the County, plan, finance (including through the provision of cost-share

			 assistance), construct, and operate facilities for the County on the Federal

			 land for educational or recreational purposes consistent with this

			 section.</text>

					</subparagraph></paragraph></subsection><subsection id="ID1280dc498c9e420f9b1464aca3f228f7"><enum>(d)</enum><header>Reversion</header><text>If

			 the Federal land or any portion of the Federal land conveyed under subsection

			 (a) ceases to be used for the College, the Federal land or any portion of the

			 Federal land shall, at the discretion of the Secretary, revert to the United

			 States.</text>
