<official-title>To require the Secretary of the Interior to provide public access to Navassa National Wildlife Refuge and Desecheo National Wildlife Refuge.</official-title>

<section id="H3EFB5B09D08B42D685CD00B87DAB8983" section-type="section-one"><enum>1.</enum><header>Access to Navassa and Desecheo National Wildlife Refuges</header><text display-inline="yes-display-inline"></text> 
<subsection id="HEB9A9327BFF54E4B9B53CA412727DEB9"><enum>(a)</enum><header>Access, generally</header><text>The Secretary of the Interior, acting through the Director of the United States Fish and Wildlife Service (in this section referred to as the <quote>Secretary</quote>), shall provide public access to, use of, and recreational opportunities at the Navassa National Wildlife Refuge and Desecheo National Wildlife Refuge under special use permits issued under the first section of <external-xref legal-doc="public-law" parsable-cite="pl/87/714">Public Law 87–714</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/16/460k">16 U.S.C. 460k</external-xref>), popularly known as the Refuge Recreation Act, section 4 of the National Wildlife Refuge System Administration Act of 1966 (<external-xref legal-doc="usc" parsable-cite="usc/16/668dd">16 U.S.C. 668dd</external-xref>), and regulations issued under this section.</text></subsection> 
<subsection id="H6AA456BC05A74015A2DD80CB9959C113"><enum>(b)</enum><header>Time limitations</header><text>The Secretary—</text> 
<paragraph id="HE6D01044F87F43C29F2633002127B47C"><enum>(1)</enum><text>subject to paragraph (2), may limit access to such refuges to specific time periods in any year; and</text></paragraph> 
<paragraph id="H9D24B86FBCBE4A7AB4B0346658184951"><enum>(2)</enum><text>shall provide access to each refuge during at least one period each year.</text></paragraph></subsection> 
<subsection id="H0EF8948790FA4A798712FA7367965ED7"><enum>(c)</enum><header>Priority</header><text display-inline="yes-display-inline">In issuing special use permits under this section, the Secretary shall give priority to consideration of permit applications that do not negatively impact opportunities for wildlife-dependent recreation.</text> </subsection> 
<subsection id="H7861857A1A3B48ABBE8643BAD9D0003"><enum>(d)</enum><header>Conditions</header><text display-inline="yes-display-inline">The Secretary may include in any permit issued under this section conditions that the Secretary determines are necessary to protect fish and wildlife populations and their habitat or public health and safety. </text></subsection> 
<subsection id="H1FF31DFC3A01460D9592E6CCFA34FCC8"><enum>(e)</enum><header>Regulations</header> 
<paragraph id="H675C5254CA7C406383DE000525DAEB85"><enum>(1)</enum><header>In general</header><text>Not later than 120 days after the date of the enactment of this Act, the Secretary shall issue regulations governing the issuance of special use permits under this section.</text></paragraph> 
<paragraph id="HF01B30088AED475CB05F1139CC8CFA39"><enum>(2)</enum><header>Contents</header><text>Regulations under this subsection shall establish for each of the Navassa National Wildlife Refuge and Desecheo National Wildlife Refuge—</text> 
<subparagraph id="HF0280A15941744AB86CDC9B25997A42"><enum>(A)</enum><text>the dates for which access may be provided;</text></subparagraph> 
<subparagraph id="H7047275AA28D40059F543DCBC52769C9"><enum>(B)</enum><text>the process for submitting an application for a special use permit; and</text></subparagraph> 
<subparagraph id="H9DCC7FDD39A346388900BB7F3327E0FB"><enum>(C)</enum><text>the minimum information required to be included in a permit application.</text></subparagraph></paragraph></subsection></section>
