<section section-type="section-one" id="H566ECE16A5CA43B4AEDA2804CB54A5C1" display-inline="no-display-inline"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>American History and Civics Education Act of 2004</short-title></quote>.</text></section> 
<section id="H8D809F6E1A614F39B0F8F59185AA814E"><enum>2.</enum><header>Presidential Academies for Teaching of American History and Civics; Congressional Academies for students of American history and civics</header> 
<subsection id="H683CE4CC70CF473B9CB7A21031BF469E"><enum>(a)</enum><header>Establishment</header><text>The Secretary of Education (referred to in this Act as the <quote>Secretary</quote>) may award grants, on a competitive basis—</text> 
<paragraph id="HBBB455788DD647E88B1DBF99D85E8908"><enum>(1)</enum><text>to entities to establish Presidential Academies for Teaching of American History and Civics that may offer workshops for both veteran and new teachers of American history and civics; and</text></paragraph> 
<paragraph id="HEFA48CC18DE34ECAAC3854E4A66B97AA"><enum>(2)</enum><text>to entities to establish Congressional Academies for Students of American History and Civics.</text></paragraph></subsection> 
<subsection id="H3D1E5444D6EE4E0A9394DF00871765F"><enum>(b)</enum><header>Application</header><text>An entity that desires to receive a grant under subsection (a) shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may require.</text></subsection> 
<subsection id="H864ECC77AEFE471CBFE13037C5C440D"><enum>(c)</enum><header>Demonstrated expertise</header><text>The Secretary shall require that each entity, to be eligible to receive a grant under this section, demonstrate expertise in historical methodology or the teaching of history.</text></subsection> 
<subsection id="H934C72461E144E028F9D1CD8A4A14D"><enum>(d)</enum><header>Available funds</header><text>In awarding grants under subsection (a), the Secretary may use any funds available to the Secretary to carry out education programs.</text></subsection></section> 
<section id="H7B79C5EB7AC24ABAB33CAEA6A360D6BE"><enum>3.</enum><header>National History Day Program</header><text display-inline="no-display-inline">The Secretary may award grants to the National History Day Program for the purpose of continuing and expanding its activities to promote the study of history and improve instruction.</text></section>
