<section id="H2C5C6B9C2E5B4A519E09C6383113D88B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>Youngstown State University Music for Our Youth Program Establishment Act</quote>.</text></section> 
<section id="HB02713A568494BE681C95B136F978F09"><enum>2.</enum><header>Music education pilot program</header> 
<subsection id="H9266B386F8DC495B848BC4CD836653A8"><enum>(a)</enum><header>Establishment</header><text>The Secretary of Education shall establish the <quote>Youngstown State University Music for Our Youth Program</quote>, a 6-year pilot program to make grants to fund a music education center at Youngstown State University in Youngstown, Ohio, to provide music education for children in grades 7 through 12.</text></subsection> 
<subsection id="H33229B031DF14645AD8C4C00E2506FBD"><enum>(b)</enum><header>Use of funds</header><text>Youngstown State University shall use funds received under this Act to establish a music education center to—</text> 
<paragraph id="H87C9356876854E25A09B2E991151DC66" display-inline="no-display-inline"><enum>(1)</enum><text>provide exposure to different varieties of music;</text></paragraph> 
<paragraph id="H860273139F63439DB4009C5D13DBE551"><enum>(2)</enum><text>teach the importance and value of music;</text></paragraph> 
<paragraph id="H21220C5AE591467B85400000BF32AF3B"><enum>(3)</enum><text>offer exposure to musical concepts, such as rhythm; and</text></paragraph> 
<paragraph id="HE4100DADF5424BADA37187BFD5FD6CDF"><enum>(4)</enum><text>provide lessons in playing musical instruments and singing.</text></paragraph></subsection> 
<subsection id="H6BAC4731BFA546FD8B19956B8F417142"><enum>(c)</enum><header>Eligibility</header><text>To be eligible to receive a grant under this Act, Youngstown State University shall submit an application to the Secretary at such a time, in such manner, and containing such information and assurances as the Secretary may require.</text></subsection> 
<subsection id="H7873F7CC98E84FBE94C3A9B55FEC8740"><enum>(d)</enum><header>Reports</header> 
<paragraph id="HCF90A319DDF34E30AB9F387923686400"><enum>(1)</enum><header>University report</header><text>Not later than 18 months after receiving a grant under this Act, Youngstown State University shall submit a report to the Secretary documenting how the university used the grant funds and evaluating the level of success of the music center funded by the grant.</text></paragraph> 
<paragraph id="HEE4B9AEB22E84ACF94D425AF59B1F3C9"><enum>(2)</enum><header>Report to Congress</header><text>Not later than 3 years after establishing the pilot program under this section, the Secretary shall submit a report to Congress evaluating the success and viability of the pilot program.</text></paragraph></subsection> 
<subsection id="H597A22E5C03646BD00A3DD4B5FFEA9F3"><enum>(e)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this Act such sums as may be necessary for each of fiscal years 2005 through 2011.</text></subsection> </section>
