<section id="HDD12CB1245CE4CB9A4EA5D40E14FA08D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Enhancing Nutrition in Medical Education Act of 2004</short-title></quote>.</text> </section> 
<section id="HC0D26544B54243B591C86F16C1DDDD02"><enum>2.</enum><header>Medical school nutrition programs</header><text display-inline="no-display-inline">Part E of title VII of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/294n">42 U.S.C. 294n et seq.</external-xref>) is amended by adding at the end the following:</text>

<subpart id="H136D472B200444A28703979B36215945"><enum>3</enum><header>Medical school nutrition programs</header> 
<section id="H5B602350A3A14982AAD81942009C4552"><enum>775.</enum><header>Grants for medical school nutrition programs</header> 
<subsection id="HF67E649CBBAB42B29B01D9621B842358"><enum>(a)</enum><header>Authorization</header><text>The Secretary may award grants to accredited schools of medicine to integrate innovative curricula on nutrition into medical education.</text></subsection> 
<subsection id="H980197E9453A4BE0968D72FAC07C6BA9"><enum>(b)</enum><header>Focus</header><text>The Secretary shall ensure that innovative curricula on nutrition developed and implemented under this section focus on preventive health measures, including the following:</text> 
<paragraph id="H04160E2631B440D6A3B447E4F6807418"><enum>(1)</enum><text display-inline="yes-display-inline">Education on the causes, treatment, and prevention of obesity.</text></paragraph> 
<paragraph id="HFBD3ED01E760449DA8002139C8C076DD"><enum>(2)</enum><text>Office education and counseling to ensure appropriate diet for mostly healthy people.</text></paragraph> 
<paragraph id="H0110E0B39A804A8DB03E122C51C0CA13"><enum>(3)</enum><text>Prevention and treatment of common nutritional deficiencies.</text></paragraph> 
<paragraph id="H69223C508B844042B486F9F660983E3"><enum>(4)</enum><text>Appropriate and inappropriate use of herbs and supplements.</text></paragraph> 
<paragraph id="HFCDB9E2A95B74D8789AB005BECB99CA0"><enum>(5)</enum><text>Office recognition and treatment of common eating disorders.</text></paragraph> 
<paragraph id="HB559BAF034FC4B13A3F08565D3B95300"><enum>(6)</enum><text display-inline="yes-display-inline">Identification of special dietary needs, eating disorders, and appropriate routes of referral for medical nutrition therapy.</text></paragraph></subsection> 
<subsection id="HFAC381D5F49A4437883DE7F86B415B4D"><enum>(c)</enum><header>Use of funds</header><text>The Secretary may not make a grant under subsection (a) unless the school of medicine involved agrees to expend the grant—</text> 
<paragraph id="H77F1A8204A2B4B7800CCB4813BD06858"><enum>(1)</enum><text>to develop innovative curricula on nutrition in accordance with subsection (d);</text></paragraph> 
<paragraph id="H50D81FB4339B462580756C9DE0ECFAD5"><enum>(2)</enum><text>to integrate such curricula, to the maximum extent possible, into each year of a student’s medical education at the school, including with respect to preclinical and clinical training; and</text></paragraph> 
<paragraph id="H3C3484E7D430467CA500EF587EACB7C6"><enum>(3)</enum><text>to evaluate the results achieved with such curricula.</text></paragraph> </subsection> 
<subsection id="H418F168E2F314C908598EE1F00B200A1"><enum>(d)</enum><header>Multidisciplinary planning committee</header> 
<paragraph id="H33D9EA8DD7214B8BA8C304BC00F95E38"><enum>(1)</enum><header>Establishment</header><text>A school of medicine receiving a grant under this section shall establish a multidisciplinary planning committee to develop the innovative curricula on nutrition to be integrated into the school’s medical education.</text></paragraph> 
<paragraph id="HBB94EB9899674747941FF2036D233755"><enum>(2)</enum><header>Membership</header><text>The members of a multidisciplinary planning committee under this subsection—</text> 
<subparagraph id="HC9AADF00F7D849ADB24DE494CDABF063"><enum>(A)</enum><text>shall include individuals who will be responsible for implementing the proposed curricular changes within the fields and disciplines of the school’s medical education program; and</text></subparagraph> 
<subparagraph id="H5630ECA05BD3445192015E428CE5895C"><enum>(B)</enum><text>should include representatives of fields and disciplines outside of the school’s medical education program, such as nursing, nutrition, and public health.</text></subparagraph></paragraph></subsection> 
<subsection id="H0CB835136C864034AF5CD371DC27DC7F"><enum>(e)</enum><header>Duration</header><text>Each grant under this section shall be for a period of 2 years.</text></subsection> 
<subsection id="HBB18A8103F124C31B3DE15C8E9489500"><enum>(f)</enum><header>Maximum amount</header><text>The Secretary may not make a grant to any school under this section in an amount that exceeds—</text> 
<paragraph id="H6D04B7B3362A4DEE8FED001E96E5F628"><enum>(1)</enum><text>$50,000 for any fiscal year; or</text></paragraph> 
<paragraph id="HE4A21C149EF54A148BDC2F4E5648D807"><enum>(2)</enum><text>a total of $100,000.</text></paragraph></subsection> 
<subsection id="H597483F7542243FF00D224E6004792B"><enum>(g)</enum><header>Application</header> 
<paragraph id="H191B7063CC154C80AF7888C0B99DB5B6"><enum>(1)</enum><header>In general</header><text>To seek a grant under this section, a school of medicine shall submit an application at such time, in such manner, and containing such information as the Secretary may require.</text></paragraph> 
<paragraph id="HA68E01770A31423997D100DA5BE96152"><enum>(2)</enum><header>Contents</header><text>At a minimum, an application submitted under paragraph (1) shall include the following:</text> 
<subparagraph id="H640584A47D34464DA85E6300CC42A143"><enum>(A)</enum><text>A description of the following:</text> 
<clause id="H27FF7981C5514D698B41B7579448C4D4"><enum>(i)</enum><text>The expertise in nutrition of the school’s course directors and faculty members.</text></clause> 
<clause id="H3EDCCB6504B2429391C4B4F42BA88E93"><enum>(ii)</enum><text>The objectives of the program to be carried out with the grant.</text></clause> 
<clause id="HBAB51EF901E84AADAF5BEB083CD4D927"><enum>(iii)</enum><text>The projected impact of the program to be carried out with the grant.</text></clause> 
<clause id="HA05AE32E461A4E04B202EE00030718B6"><enum>(iv)</enum><text>Any barriers to development or implementation of innovative curricula on nutrition at the school of medicine.</text></clause> 
<clause id="H57EF0C87CCEC4844AA568F4C16DB24CB"><enum>(v)</enum><text>Strategies for overcoming each such barrier.</text></clause> 
<clause id="H0F514BDD4E0A416F81EC67FC8E039DAB"><enum>(vi)</enum><text>The school’s ability to sustain innovative curricula adopted and implemented with the grant beyond the term of the grant.</text></clause> </subparagraph> 
<subparagraph id="HF751304FD4694834B4F3B5C563000076"><enum>(B)</enum><text>A budget proposal for expending funds under the grant.</text></subparagraph> 
<subparagraph id="H2D409649C32A4FDFAF001BB463B9E87"><enum>(C)</enum><text>Letters of support for the application from the dean, and the associate dean for education, of the school of medicine.</text></subparagraph></paragraph></subsection> 
<subsection id="H58260A2F6CC648C08000E71BD2C71396"><enum>(h)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than the end of the 2-year period described in subsection (e) for a grant, the school of medicine receiving the grant shall submit a report to the Secretary. Such report shall include a description of the innovative curricula on nutrition developed by the school and the results achieved through the use of such curricula.</text></subsection> 
<subsection id="H06A0E766C0E6443FAA0311041EA0B6D5"><enum>(i)</enum><header>Dissemination</header><text>Not later than 1 year after the end of the 2-year period described in subsection (e) for all grants awarded under this section, the Secretary shall—</text> 
<paragraph id="HC248322136484C56B9C1F8FFDE049AC"><enum>(1)</enum><text>prepare a consolidated report on the innovative curricula on nutrition developed by grantees under this section and the results achieved through the use of such curricula; and</text></paragraph> 
<paragraph id="HC8F721C7CDC04A608819324D819E41CA"><enum>(2)</enum><text>disseminate such report to schools of medicine.</text></paragraph></subsection> 
<subsection id="H55F561C6346C4D609E00C487152F41D7"><enum>(j)</enum><header>Definition</header><text>In this section, the term <quote>accredited</quote> means accredited by the Liaison Committee on Medical Education. </text></subsection> 
<subsection id="H66CDC26F8D2741F2BD963C2602BC4210"><enum>(k)</enum><header>Authorization of appropriations</header> 
<paragraph id="H9ADF3654A08F40F7BC7175942ED00921"><enum>(1)</enum><header>In general</header><text>To carry out this section, there is authorized to be appropriated $4,500,000 for the period of fiscal years 2005 through 2006.</text></paragraph> 
<paragraph id="H3131E392AB5948688EB089C2EFD4B2B"><enum>(2)</enum><header>Administration</header><text>Of the amounts authorized to be appropriated under this section, the Secretary may use not more than $500,000 for costs associated with administration of this section.</text></paragraph></subsection></section></subpart><after-quoted-block>.</after-quoted-block></quoted-block></section>
