<official-title>To amend title 18, United States Code, to prohibit members of Congress from entering into any agreement with any foreign person or any commercial entity for the purpose of influencing or seeking a change in a law or regulation of the United States that would ease any restriction on a state sponsor of terrorism, and for other purposes.</official-title>

<section id="H81BB4C6AA37E403F88D6FEA9437E75C9" section-type="section-one"><enum>1.</enum><header>Amendment to Foreign Agents Registration Act</header><text display-inline="no-display-inline">Section 1(c) of the Foreign Agents Registration Act of 1938, as amended (<external-xref legal-doc="usc" parsable-cite="usc/22/611">22 U.S.C. 611(c)</external-xref>), is amended—</text>
<paragraph id="H3994786C7DE54DD297A6A5C20042A9E"><enum>(1)</enum><text>in paragraph (1)(iv), by striking <quote>and</quote> after the semicolon;</text></paragraph>
<paragraph id="H7A6D6E4C297E4B83A8E3DA2F77EDE4B8"><enum>(2)</enum><text>in paragraph (2), by striking the period and inserting <quote>; and</quote>; and</text></paragraph>
<paragraph id="HC1C8A882F10F46EA8D5D2590C894DA33"><enum>(3)</enum><text>by adding at the end the following:</text>

<paragraph id="H2DD0D97BB15940EB9009CE89D953C38B"><enum>(3)</enum><text display-inline="yes-display-inline">any Senator or Member of the House of Representatives (as defined in <external-xref legal-doc="usc" parsable-cite="usc/18/205">section 205(j)(2)</external-xref> of title 18, United States Code) who enters into any written agreement with any foreign person to modify any law or regulation of the United States that would result in easing any restriction imposed on any country the government of which has been determined by the Secretary of State, for purposes of section 6(j) of the Export Administration Act of 1979, section 620A of the Foreign Assistance Act of 1961, section 40 of the Arms Export Control Act, or other provision of law, is a government that has repeatedly provided support for acts of international terrorism.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> 
<section id="HB87E1BB71E8E4D43A711F02CC87074B"><enum>2.</enum><header>Trade Sanctions Reform and Export Enhancement Act of 2000</header><text display-inline="no-display-inline">Section 908(a) of the Trade Sanctions Reform and Export Enhancement Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7207">22 U.S.C. 7207(a)</external-xref>) is amended by adding at the end the following new paragraph:</text>

<paragraph id="HFA9804ABDF7547B285F0D42302D9EFD9"><enum>(4)</enum><header>Certain agreements</header><text>Any agreement or action on behalf of a foreign person or a business concern which is prohibited under <external-xref legal-doc="usc" parsable-cite="usc/18/205">section 205(j)</external-xref> of title 18, United States Code, shall be deemed to be United States export assistance prohibited under paragraph (1).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section> 
<section id="HCD24671AA8BF4ED9933C3BBAE02C34DF"><enum>3.</enum><header>Sense of Congress regarding ethics violations</header> <text display-inline="no-display-inline">It is the sense of the Congress that any Senator or Member of the House of Representatives who violates <external-xref legal-doc="usc" parsable-cite="usc/18/205">section 205(j)</external-xref> of title 18, United States Code, should be sanctioned under the rules of the Senate or the House of Representatives, as the case may be. </text> </section>
