<official-title>To amend the Cuban Liberty and Democratic Solidarity (LIBERTAD) Act of 1996 to require that, in order to determine that a democratically elected government in Cuba exists, the government extradite to the United States convicted felon William Morales and all other individuals who are living in Cuba in order to escape prosecution or confinement for criminal offenses committed in the United States.</official-title>

<section id="H9D02D5E803E64FA6AF37F4F9FF954C2E" section-type="section-one"><enum>1.</enum><header>Amendment to Libertad Act</header><text display-inline="no-display-inline">Section 206 of the Cuban Liberty and Democratic Solidarity (LIBERTAD) Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/22/6066">22 U.S.C. 6066</external-xref>) is amended—</text> 
<paragraph id="H143950F6E73446679FF6AFFF6EA52CC7"><enum>(1)</enum><text>in paragraph (5), by striking <quote>and</quote> after the semicolon;</text></paragraph> 
<paragraph id="H3771D6C77C994AF3B0DEC9344EB21AC"><enum>(2)</enum><text>in paragraph (6), by striking the period and inserting <quote>; and</quote>; and</text></paragraph> 
<paragraph id="H034FB21EE85C4256006DCE25FA1214CD"><enum>(3)</enum><text>by adding at the end the following:</text>

<paragraph id="H08ACC9DA46FF4F68A8BD7E5831C37F61"><enum>(7)</enum><text>has proven its respect for the democratic rule of law by ceasing to provide a safe harbor to individuals who have been legally indicted or convicted of serious criminal offenses, including convicted felon William Morales, and all other individuals who have fled from the United States to Cuba for the sole purpose of avoiding prosecution or confinement for serious criminal offenses committed in the United States.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section>
