<official-title>To direct the Director of the National Park Service to prepare a report on the sustainability of the John H. Chafee Blackstone River Valley National Heritage Corridor and the John H. Chafee Blackstone River Valley National Heritage Commission.</official-title>

<section id="HB2CA51A91D1A44188E649D7C4F5FAD58" section-type="section-one" display-inline="no-display-inline"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>John H. Chafee Blackstone River Valley National Heritage Corridor Sustainability Report Act</short-title></quote>.</text></section>
<section id="HD00ED795333A4BF5ABAF6EFC3D9FA026"><enum>2.</enum><header>Findings and purposes</header>
<subsection id="H1995BDA80F54434A9176E1B661052B61"><enum>(a)</enum><header>Findings</header><text>Congress finds that—</text>
<paragraph id="HC52E2C48B4EC4557A000D8789683345E"><enum>(1)</enum><text>the Blackstone River Valley National Heritage Corridor (redesignated the John H. Chafee Blackstone River Valley National Heritage Corridor in 1999) was established in 1986 in recognition of the national importance of the region as the birthplace of the American Industrial Revolution;</text></paragraph>
<paragraph id="H3F216330694547CCBA10F9FBA6336C2"><enum>(2)</enum><text>the Corridor has become a national model of how the National Park Service can work cooperatively with local communities and a multi-agency partnership to create a seamless system of parks, preserved historic sites, and open spaces that enhance the protection and understanding of America’s heritage, without Federal ownership and regulations;</text></paragraph>
<paragraph id="H3C744525C01C4B5BAEB9E208571E1F99"><enum>(3)</enum><text>the Corridor is managed by a bi-State, 19-member Federal commission representing Federal, State and local authorities from the Commonwealth of Massachusetts and the State of Rhode Island whose mandate has been to implement an approved integrated resource management plan;</text></paragraph>
<paragraph id="HE7BF291CBF45488AAB82E126C8933A0"><enum>(4)</enum><text>the authorization and funding for the John H. Chafee Blackstone River Valley National Heritage Commission are scheduled to expire in November 2006, while the Federal designation of the area and its boundaries continues in perpetuity; and</text></paragraph>
<paragraph id="H62A6A0D431C44A20BF043C1FA6FB79DA"><enum>(5)</enum><text>the National Park System Advisory Board will be reviewing the future of all national heritage areas and making recommendations to the Director of the National Park Service and the Secretary of the Interior.</text></paragraph></subsection>
<subsection id="H69E36D8124044495AA97BADB1FF4C6A9"><enum>(b)</enum><header>Purposes</header><text>The purposes of this Act are—</text>
<paragraph id="H0F0C6213AA9047CA9200F5DE8398718E"><enum>(1)</enum><text>to explore the options for preserving, enhancing, and interpreting the resources of the John H. Chafee Blackstone River Corridor and the partnerships that sustain those resources; and</text></paragraph>
<paragraph id="HDDE080B4774A47A7B802E486334975D9"><enum>(2)</enum><text>to direct the Director of the National Park Service to submit to Congress a report that—</text>
<subparagraph id="H1E23E915568446210059A100EB64FE89"><enum>(A)</enum><text>analyzes the sustainability of the Corridor; and</text></subparagraph>
<subparagraph changed="not-changed" commented="no" display-inline="no-display-inline" id="H63F95601570B4FCB82B597E7B2D000C2" reporting-committee-number="1"><enum>(B)</enum><text>provides recommendations for the future of the Corridor.</text></subparagraph></paragraph></subsection></section>
<section id="HD8723907D09E48CEB780DB3933E0C9ED"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
<paragraph id="H65561AFA5C6947D7907EA6CA66DF9B92"><enum>(1)</enum><header>Corridor</header><text>The term <term>Corridor</term> means the John H. Chafee Blackstone River Valley National Heritage Corridor.</text></paragraph>
<paragraph id="H67DEBDB567B44D03ABDE31ACE5DF6057"><enum>(2)</enum><header>Commission</header><text>The term <term>Commission</term> means the John H. Chafee Blackstone River Valley National Heritage Commission.</text></paragraph>
<paragraph id="HCB575C4B89BD41C99501F4D4FD1B4100"><enum>(3)</enum><header>Director</header><text>The term <term>Director</term> means the Director of the National Park Service.</text></paragraph></section>
<section id="HCF9AAC8D92DC4FEC83D712A6BFA0038"><enum>4.</enum><header>Report</header>
<subsection id="H8C2371363F844B8BA657E244BC0010AB"><enum>(a)</enum><header>In General</header><text>The Director shall prepare a report on the sustainability of the Corridor.</text></subsection>
<subsection id="H8490FD061CF84E0E997347F21C6F00DE"><enum>(b)</enum><header>Components</header><text>The report prepared under subsection (a) shall—</text>
<paragraph id="HEAEDB354BA4C4525A4C3F7D1F0EA861"><enum>(1)</enum><text>document the progress that has been made in accomplishing the purpose of <external-xref legal-doc="public-law" parsable-cite="pl/99/647">Public Law 99–647</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/6/461">6 U.S.C. 461</external-xref> note; 100 Stat. 3625) and the strategies and goals set forth in the Cultural Heritage and Land Management Plan for the Corridor, including—</text>
<subparagraph id="H8B6C313D1F184E8A8EAEAA35F6373BE8"><enum>(A)</enum><text>historic preservation;</text></subparagraph>
<subparagraph id="H916525EA41B74EBF92D886DA7FAC28AD"><enum>(B)</enum><text>interpretation and education;</text></subparagraph>
<subparagraph id="H12C900A4882945E1A93265CC4F12A2FE"><enum>(C)</enum><text>environmental recovery;</text></subparagraph>
<subparagraph id="H8CA21000B5CF4CACBDA4C4EC52A781D0"><enum>(D)</enum><text>recreational development; and</text></subparagraph>
<subparagraph id="H1A10CFFF4F7B4B3500D2F05B91F4492"><enum>(E)</enum><text>economic improvement;</text></subparagraph></paragraph>
<paragraph id="H9AB23DFDDB90405193C805A3DF78DD4"><enum>(2)</enum><text>based on the results documented under paragraph (1), identify further actions and commitments that are needed to protect, enhance, and interpret the Corridor;</text></paragraph>
<paragraph id="HAA0AE4366AC640E30092F59425E2754D"><enum>(3)(A)</enum><text>determine the extent of Federal funding provided to the Corridor; and</text></paragraph>
<paragraph id="HCCD34A81FBC04D3DBE981CBEBDEC53D7"><enum>(B)</enum><text>determine how the Federal funds have leveraged additional Federal, State, local, and private funding for the Corridor since the establishment of the Corridor; and</text></paragraph>
<paragraph id="HAB7934EBCBBE4D61A2246DB8C5E987B"><enum>(4)(A)</enum><text>evaluate the Commission form of authority and management structure for the Corridor, as established by <external-xref legal-doc="public-law" parsable-cite="pl/99/647">Public Law 99–647</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/6/461">6 U.S.C. 461</external-xref> note; 100 Stat. 3625); and</text></paragraph>
<paragraph id="H44C68AC92C7D48C69DEDA8F86D6E82CD"><enum>(B)</enum><text>identify and evaluate options for a permanent National Park Service designation or a State park or regional entity as a sustainable framework to achieve the national interest of the Blackstone Valley.</text></paragraph></subsection>
<subsection id="H78D2D875751F47AD8059A78375E6CFA3"><enum>(c)</enum><header>Coordination</header><text>To the maximum extent practicable, the Director shall prepare the report in coordination with the National Park System Advisory Board.</text></subsection>
<subsection id="H99F601BA663A44DABB2673DBDE56F00"><enum>(d)</enum><header>Submission to Congress</header><text>Not later than 1 year after the date on which funds are made available to carry out this Act, the Director shall submit to the Committee on Resources of the House of Representatives and the Committee on Energy and Natural Resources of the Senate the report prepared under subsection (a).</text></subsection>
<subsection changed="not-changed" commented="no" display-inline="no-display-inline" id="HC727F9E2118B478F848DAB009122D170" reporting-committee-number="1"><enum>(e)</enum><header>Funding</header><text display-inline="yes-display-inline">Funding to prepare the report under this Act shall be made available from annual appropriations for the Commission.</text></subsection></section>
