<official-title>To amend title 36, United States Code, to require the observance of certain labor standards by companies that enter into licensing agreements with the United States Olympic Committee.</official-title>

<section id="H552E388C476347BA9B679124F02788EA" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>Play Fair at the Olympics Act</quote>.</text></section> 
<section id="HA10758CF42B3436ABD44B561998D3258"><enum>2.</enum><header>Labor standards and observance</header> 
<subsection id="HBAB64785B5314C06BA1971C1CCA8B8F2"><enum>(a)</enum><header>Labor standards and observance</header><text display-inline="yes-display-inline">Subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/36/2205">chapter 2205</external-xref> of title 36, United States Code, is amended by adding at the end the following new section:</text> 
<quoted-block style="USC" id="H1AEF1BCB3FB0489CADA94EF46C14E6EE" display-inline="no-display-inline"> 
<section id="HABCD43CC0CA9465284DDD4004990C8FD"><enum>220513.</enum><header>Labor standards and observance</header><text display-inline="no-display-inline">The corporation shall—</text> 
<paragraph id="H932939A4076D47EDB263C5AA6100201C" display-inline="no-display-inline"><enum>(1)</enum><text>require, as a condition of a licensing agreement, that a company licensed by the corporation, including a subcontractor or supplier of such company—</text> 
<subparagraph id="HAA47666D788A4D4399457B4074DB5CAF"><enum>(A)</enum><text>observe internationally recognized worker rights; and</text></subparagraph> 
<subparagraph id="HC585703108A1408A9B315527A6FF5BF0"><enum>(B)</enum><text display-inline="yes-display-inline">submit to arbitration for the resolution of an allegation of a violation of such rights that is alleged to have occurred in such company, or in a subcontractor or supplier of such company;</text></subparagraph></paragraph> 
<paragraph id="HB4D44F25E96E480B0058D41EE7D203B"><enum>(2)</enum><text>include the following language in licensing agreements with companies to which the corporation is a party: <quote>The licensee agrees not to take any action to prevent employees of the licensee from exercising their internationally recognized worker rights or to interfere with, coerce, or restrain employees in the exercise of such rights. The licensee further agrees to observe applicable domestic laws and International Labor Organization declarations and conventions relating to internationally recognized worker rights, including rights relating to the freedom of association and to collective bargaining, a minimum age for employment of children, minimum wages and maximum hours of work, occupational health and safety standards, and prohibitions against forced labor and workplace discrimination. The licensee further agrees to submit to arbitration for the resolution of an allegation of a violation of internationally recognized worker rights that is alleged to have occurred in such licensee. For purposes of this licensing agreement, the term <quote>licensee</quote> includes a subcontractor or supplier of the licensee.</quote>;</text></paragraph> 
<paragraph id="HB23BD072D67041BF9F8187C426FD1119"><enum>(3)</enum><text>publish quarterly the names of all companies, including subcontractors and suppliers of such companies, that produce goods pursuant to licensing agreements with the corporation;</text></paragraph> 
<paragraph id="H121BC3683FD3442FB2203EE0FB162F91"><enum>(4)</enum><text display-inline="yes-display-inline">establish a fund to which one percent of all fees earned pursuant to licensing agreements with companies to which the corporation is a party shall be contributed for the creation and maintenance of an independent body to expeditiously investigate and, if necessary, to expeditiously arbitrate, allegations of violations of internationally recognized worker rights that are alleged to have occurred in such companies, or in subcontractors or suppliers of such companies; and</text></paragraph> 
<paragraph id="H9886FA8AAF864CA7819E8239B2687AA"><enum>(5)</enum><text>cancel a licensing agreement with a company if such company, or a subcontractor or supplier of such company, violates an arbitration ruling made pursuant to paragraph (4) against such company, or against a subcontractor or supplier of such company, relating to a violation of internationally recognized worker rights.</text></paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block> </subsection> 
<subsection id="H8DA15D7EE9B847A88CC95B372FA4C3F"><enum>(b)</enum><header>Definitions</header><text>Section 220501(b) of such title is amended—</text> 
<paragraph id="H837751FB4ECD4C5E953F35B48B044182" display-inline="no-display-inline"><enum>(1)</enum><text>by redesignating paragraphs (6) through (8) as paragraphs (7) through (9) respectively; and</text></paragraph> 
<paragraph id="HEA5E6186194644E493A72EF6495EFBE"><enum>(2)</enum><text>by inserting after paragraph (5) the following new paragraph:</text> 
<quoted-block style="OLC" id="H99D8A3BB92214334A4FA758158E13744" display-inline="no-display-inline"> 
<paragraph id="H45667D6E216B43FDAEA7006EEF4EF423"><enum>(6)</enum><text><quote>internationally recognized worker rights</quote> means the rights of workers specified in International Labor Organization declarations and conventions, including the Declaration on Fundamental Principles and Rights at Work, including—</text> 
<subparagraph id="HE80E4BD02A4C40E2BB11009976B85CB6"><enum>(A)</enum><text>the freedom of association and the right to collective bargaining;</text></subparagraph> 
<subparagraph id="HE468631313274660A48DD2FC6DD48F80"><enum>(B)</enum><text>the elimination of forced and compulsory labor; </text></subparagraph> 
<subparagraph id="H95C73FAD5F4B45F29851C3D88441326B"><enum>(C)</enum><text>the abolition of child labor;</text></subparagraph> 
<subparagraph id="HBFBF8B04C9FA4514AF1CEA5BAB29C171"><enum>(D)</enum><text>the elimination of discrimination in the workplace; and</text></subparagraph>
<subparagraph id="HEB37D167B147407B87DA8C6FA8005916"><enum>(E)</enum><text>the establishment of and adherence to—</text>
<clause id="HD4623EBB5A274BB79000A8312C5D22"><enum>(i)</enum><text>a minimum age for employment of children;</text></clause>
<clause id="HCB88E09C74864B309F005829FDA10153"><enum>(ii)</enum><text>minimum wages and maximum hours of work; and</text></clause>
<clause id="H5E71D8D05220450789F14196684F4445"><enum>(iii)</enum><text>occupational health and safety standards.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="H07262674AE69406A89556588C912B73B"><enum>(c)</enum><header>Effective date</header><text>The amendment made by this section shall apply to licensing agreements with companies that are entered into by the United States Olympic Committee on or after the date that is 30 days after the date of the enactment of this Act.</text></subsection> 
<subsection id="H8E9CE61F600D45BBA10692AAAFEE00DC"><enum>(d)</enum><header>Clerical amendment to table of sections</header><text>The table of sections at the beginning of such subchapter is amended by adding at the end the following new item:</text>
