<official-title>To provide assistance to combat HIV/AIDS in the Republic of India, and for other purposes.</official-title>

<section id="H8DF47668CC2D432AB92C3D81B4907FA" section-type="section-one"><enum>1.</enum><header>Findings</header><text display-inline="no-display-inline">Congress makes the following findings:</text> 
<paragraph id="H4D187A78E20D40DEB430BED694668C00"><enum>(1)</enum><text>The Government of the Republic of India has estimated that 4,580,000 people in India are infected with the human immunodeficiency virus (<quote>HIV</quote>) and cases of individuals with the acquired immune deficiency syndrome (<quote>AIDS</quote>) have been reported in almost all the states and union territories of India.</text></paragraph> 
<paragraph id="H9AF183F5DDD44F6580A1FABEA70010C1"><enum>(2)</enum><text>The effort to combat the HIV/AIDS pandemic in India has reached a critical point, as HIV/AIDS is spreading rapidly from urban to rural areas and from high-risk groups to the general population.</text></paragraph> 
<paragraph id="HE4C3F8C6DDA0443CA3BBF67E21AAFE41"><enum>(3)</enum><text>Political leaders, public health officials, non-governmental organizations, and medical and scientific communities in India have taken important steps to combat HIV/AIDS in that country, but assistance from the United States is urgently needed to enhance such efforts.</text></paragraph></section> 
<section id="H5A6F4D1ADA2149DE95746CF631618ED8"><enum>2.</enum><header>Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that—</text> 
<paragraph id="H641A9353CD754928B3BF004DD1703CBE"><enum>(1)</enum><text>the addition of India to the list of countries for which the Coordinator of United States Government Activities to Combat HIV/AIDS Globally is responsible under section 1(f)(2)(B)(ii)(VII) of the State Department Basic Authorities Act of 1956 (<external-xref legal-doc="usc" parsable-cite="usc/22/2651a">22 U.S.C. 2651a(f)(2)(B)(ii)(VII)</external-xref>) for the approval of all activities of the United States (including funding) relating to combatting HIV/AIDS should not decrease the amount of funding made available for assistance to any other country under such section for such purpose;</text></paragraph> 
<paragraph id="HE0CE3E9185064379A8EA6790007CF305"><enum>(2)</enum><text>the United States should continue to increase the number of countries eligible to receive assistance from the United States to combat HIV/AIDS; and</text></paragraph> 
<paragraph id="H595051429D6A4C208998373DBC288EBC"><enum>(3)</enum><text>the United States should increase the total amount of assistance available to combat HIV/AIDS.</text></paragraph></section> 
<section id="H147AA89905AC4369B5F8620000D217CE"><enum>3.</enum><header>Assistance to combat HIV/AIDS in India</header><text display-inline="no-display-inline">Section 1(f)(2)(B)(ii)(VII) of the State Department Basic Authorities Act of 1956 (<external-xref legal-doc="usc" parsable-cite="usc/22/2651a">22 U.S.C. 2651a(f)(2)(B)(ii)(VII)</external-xref>) is amended by inserting after <quote>Haiti,</quote> the following: <quote>India,</quote>.</text></section>
