<official-title>To promote rural safety and improve rural law enforcement.</official-title>

<section section-type="section-one" id="H9F0E862EA0754304BA4489A95F2E586"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>&short-title1;</short-title></quote>.</text></section> 
<title id="H735DFF6B363F414E9EB36B2ECF01B7F1"><enum>I</enum><header>Small community law enforcement improvement grants</header> 
<section id="H312E2DF2001541308B69459BE6F2ACA3"><enum>101.</enum><header>Small community grant program</header><text display-inline="no-display-inline">Section 1703 of title I of the <act-name parsable-cite="OCCSS">Omnibus Crime Control and Safe Streets Act of 1968</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/3796dd-2">42 U.S.C. 3796dd–2</external-xref>) is amended by adding at the end the following:</text> 
<quoted-block act-name="Omnibus Crime Control and Safe Streets Act of 1968" id="H052FCDBE1D1641179EF427E5241D7513"> 
<subsection id="H8F7143416F14448C82355D9F5661AA17"><enum>(d)</enum><header>Retention grants</header> 
<paragraph id="H37DF62C1B624423789632D75592848F2"><enum>(1)</enum><header>In general</header><text>The Attorney General may make grants to units of local government and tribal governments located outside a Standard Metropolitan Statistical Area, which grants shall be targeted specifically for the retention for 1 additional year of police officers funded through the COPS Universal Hiring Program, the COPS FAST Program, the Tribal Resources Grant Program-Hiring, or the COPS in Schools Program.</text></paragraph> 
<paragraph id="H3C9EE3EB41A3442687781E4688B753E0"><enum>(2)</enum><header>Preference</header><text>In making grants under this subsection, the Attorney General shall give preference to grantees that demonstrate financial hardship or severe budget constraint that impacts the entire local budget and may result in the termination of employment for police officers described in paragraph (1).</text></paragraph> 
<paragraph id="HBE5156E69A7845EFB193747E8F05CA3B"><enum>(3)</enum><header>Limit on grant amounts</header><text>The total amount of a grant made under this subsection shall not exceed 20 percent of the original grant to the grantee.</text></paragraph> 
<paragraph id="HAB601392B5F94C55A93B3800DCA8D001"><enum>(4)</enum><header>Authorization of appropriations</header> 
<subparagraph id="H4EFA49A627E74D8CBC26806712905DB7"><enum>(A)</enum><header>In general</header><text>There are authorized to be appropriated to carry out this subsection $15,000,000 for each of fiscal years 2005 through 2009.</text></subparagraph> 
<subparagraph id="H14008B8618FA4A90B29E1B4FDEA27185"><enum>(B)</enum><header>Set-aside</header><text>Of the amount made available for grants under this subsection for each fiscal year, 10 percent shall be awarded to tribal governments.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section> 
<section id="H6A9903327839457EABD1282C61008792"><enum>102.</enum><header>Small community technology grant program</header><text display-inline="no-display-inline">Section 1701 of title I of the <act-name parsable-cite="OCCSS">Omnibus Crime Control and Safe Streets Act of 1968</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/3796dd">42 U.S.C. 3796dd</external-xref>) is amended by striking subsection (k) and inserting the following:</text>

<subsection id="H556237CA48864ACCBDB82AF873D1897"><enum>(k)</enum><header>Law enforcement technology program</header> 
<paragraph id="H6FC12928316943CC8988449511ABCB56"><enum>(1)</enum><header>In general</header><text>Grants under subsection (a)(1)(C) may be made and used in accordance with this subsection to assist the police departments of units of local government and tribal governments located outside a Standard Metropolitan Statistical Area in employing professional, scientific, and technological advancements that will help those police departments to—</text> 
<subparagraph id="H10F851EA67F2425B86985999BCDAD477"><enum>(A)</enum><text>improve police communications through the use of wireless communications, computers, software, videocams, databases and other hardware and software that allow law enforcement agencies to communicate and operate more effectively; and</text></subparagraph> 
<subparagraph id="H3A3614D323F84C47002DF2087680B596"><enum>(B)</enum><text>develop and improve access to crime solving technologies, including DNA analysis, photo enhancement, voice recognition, and other forensic capabilities.</text></subparagraph></paragraph> 
<paragraph id="H15920D21DCC0453DB8ED849BA97CB6EA"><enum>(2)</enum><header>Cost share requirement</header><text>A recipient of a grant made and used in accordance with this subsection shall provide matching funds from non-Federal sources in an amount equal to not less than 10 percent of the total amount of the grant made under this subsection, subject to a waiver by the Attorney General for extreme hardship.</text></paragraph> 
<paragraph id="HCF67FAC494134BCBB90916CDBD4717"><enum>(3)</enum><header>Administration</header><text>The office of the Department of Justice responsible for administering subsection (a)(1)(C) shall administer the grant program under this subsection.</text></paragraph> 
<paragraph id="HA045CE43436847AEBDCBE8A9030169D2"><enum>(4)</enum><header>No supplanting</header><text>Federal funds provided under this subsection shall be used to supplement and not to supplant local funds allocated to technology.</text></paragraph> 
<paragraph id="H1E0BB3C417DF43BBA3E9CD03B06EDE85"><enum>(5)</enum><header>Authorization of appropriations</header> 
<subparagraph id="H24A248014C744F4FA43E08962FD3773B"><enum>(A)</enum><header>In general</header><text>There are authorized to be appropriated $40,000,000 for each of fiscal years 2005 through 2009 to carry out this subsection.</text></subparagraph> 
<subparagraph id="H79705DE322954578B085EDE9269FA542"><enum>(B)</enum><header>Set-aside</header><text>Of the amount made available for grants under this subsection for each fiscal year, 10 percent shall be awarded to tribal governments.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section> 
<section id="HAD9EDEBB59924547901511A85144C3C4"><enum>103.</enum><header>Rural 9–1–1 service</header> 
<subsection id="H72577C42B6E94D708FDE105522DBBB9D"><enum>(a)</enum><header>Purpose</header><text>The purpose of this section is to provide access to, and improve a communications infrastructure that will ensure a reliable and seamless communication between, law enforcement, fire, and emergency medical service providers in units of local government and tribal governments located outside a Standard Metropolitan Statistical Area and in States.</text></subsection> 
<subsection id="H1C197AC95BAE414A9979A6B28CDFA349"><enum>(b)</enum><header>Authority to make grants</header><text>The Office of Justice Programs of the Department of Justice shall make grants, in accordance with such regulations as the Attorney General may prescribe, to units of local government and tribal governments located outside a Standard Metropolitan Statistical Area for the purpose of establishing or improving 9–1–1 service in those communities. Priority in making grants under this section shall be given to communities that do not have 9–1–1 service.</text></subsection> 
<subsection id="H1D17CD0A9CD843F09868172B05D92F53"><enum>(c)</enum><header>Definition</header><text>In this section, the term <term>9–1–1 service</term> refers to telephone service that has designated 9–1–1 as a universal emergency telephone number in the community served for reporting an emergency to appropriate authorities and requesting assistance.</text></subsection> 
<subsection id="H5C967631047346C1AA009E15073DAF75"><enum>(d)</enum><header>Limit on grant amount</header><text>The total amount of a grant made under this section shall not exceed $250,000.</text></subsection> 
<subsection id="H6C10C3B0DFFD4B70939785380033A0E7"><enum>(e)</enum><header>Funding</header> 
<paragraph id="H55EB2FE77575461D88A6F2A3265C7FC6"><enum>(1)</enum><header>In general</header><text>There are authorized to be appropriated to carry out this section $25,000,000 for fiscal year 2005, to remain available until expended.</text></paragraph> 
<paragraph id="H3F6B8BC5C41042C3A5AA20397856D7BD"><enum>(2)</enum><header>Set-aside</header><text>Of the amount made available for grants under this section, 10 percent shall be awarded to tribal governments.</text></paragraph></subsection></section></title> 
<title id="H1E3EB37603C14D5E9140129CBA9B2970"><enum>II</enum><header>Cracking down on methamphetamine</header> 
<section id="H231BB47CB4254A0F936E00A1CA846400"><enum>201.</enum><header>Methamphetamine treatment programs in rural areas</header><text display-inline="no-display-inline">Subpart I of part B of title V of the <act-name parsable-cite="PHSA">Public Health Service Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/290bb">42 U.S.C. 290bb et seq.</external-xref>) is amended by inserting after section 509 the following:</text> 
<quoted-block act-name="Public Health Service Act" id="HF21824AE3D974C49B71CEBAED70858F7"> 
<section id="H49F3A50BC90445D08F98268ED5EA7C1"><enum>510A.</enum><header>Methamphetamine treatment programs in rural areas</header> 
<subsection id="HC0F854494463449ABB7D834BFFC4DB91"><enum>(a)</enum><header>In general</header><text>The Secretary, acting through the Director of the Center for Substance Abuse Treatment, shall make grants to community-based public and nonprofit private entities for the establishment of substance abuse (particularly methamphetamine) prevention and treatment pilot programs in units of local government and tribal governments located outside a Standard Metropolitan Statistical Area.</text></subsection> 
<subsection id="H978F1BA81B2249AC005E008763178E20"><enum>(b)</enum><header>Administration</header><text>Grants made in accordance with this section shall be administered by a single State agency designated by a State to ensure a coordinated effort within that State.</text></subsection> 
<subsection id="HB9105F04F7A44B6F9EA42248F62A838"><enum>(c)</enum><header>Application</header><text>To be eligible to receive a grant under subsection (a), a public or nonprofit private entity shall prepare and submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</text></subsection> 
<subsection id="H6A54AD4362D0452A9C088E7BF15BDC5C"><enum>(d)</enum><header>Use of funds</header><text>A recipient of a grant under this section shall use amounts received under the grant to establish a methamphetamine abuse prevention and treatment pilot program that serves one or more rural areas. Such a pilot program shall—</text> 
<paragraph id="H93B8DF610450439198A5A52ED7F4E1C3"><enum>(1)</enum><text>have the ability to care for individuals on an in-patient basis;</text></paragraph> 
<paragraph id="H120B3417EFD947A281A700EFD70000F8"><enum>(2)</enum><text>have a social detoxification capability, with direct access to medical services within 50 miles;</text></paragraph> 
<paragraph id="H4BCF8367298D45FFA942BE2921094FDC"><enum>(3)</enum><text>provide neuro-cognitive skill development services to address brain damage caused by methamphetamine use;</text></paragraph> 
<paragraph id="H453F2B9F4FC54A1CB3789767A936467D"><enum>(4)</enum><text>provide after-care services, whether as a single-source provider or in conjunction with community-based services designed to continue neuro-cognitive skill development to address brain damage caused by methamphetamine use;</text></paragraph> 
<paragraph id="H3283A34A2CDB4EE5AA1F2E75643D347D"><enum>(5)</enum><text>provide appropriate training for the staff employed in the program; and</text></paragraph> 
<paragraph id="H3A06D63C831A45378142FEEC80F847E0"><enum>(6)</enum><text>use scientifically-based best practices in substance abuse treatment, particularly in methamphetamine treatment.</text></paragraph></subsection> 
<subsection id="H4C65AC58527F418F878E083088D0B279"><enum>(e)</enum><header>Amount of grants</header><text>The amount of a grant under this section shall be at least $19,000 but not greater than $100,000.</text></subsection> 
<subsection id="HC1C1D2A368A34C8985D0EBE00038E919"><enum>(f)</enum><header>Authorization of appropriations</header> 
<paragraph id="H93C72249A5E44D3A9F93D3AFEB3DE77F"><enum>(1)</enum><header>In general</header><text>There is authorized to be appropriated $2,000,000 to carry out this section.</text></paragraph> 
<paragraph id="HA79D69DBE8954E6F80F4FD3F8439A400"><enum>(2)</enum><header>Set-aside</header><text>Of the amount made available for grants under this section, 10 percent shall be awarded to tribal governments to ensure the provision of services under this section.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section> 
<section id="H0204D6E57AF34CDBBACF4F617B48DD9E"><enum>202.</enum><header>Methamphetamine prevention education</header><text display-inline="no-display-inline">Section 519E of the <act-name parsable-cite="PHSA">Public Health Service Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/290bb-25e">42 U.S.C. 290bb–25e</external-xref>) is amended—</text> 
<paragraph id="H4F05355C5F85426D9DA2BC3DA6A939EC"><enum>(1)</enum><text>in subsection (c)(1)—</text> 
<subparagraph id="H2A7B3F6357C94D2A873216B3DC361C6D"><enum>(A)</enum><text>in subparagraph (F), by striking <quote>and</quote> at the end;</text></subparagraph> 
<subparagraph id="HD47C62BCCB2843648B2C7C1CD036DE72"><enum>(B)</enum><text>in subparagraph (G), by striking the period and inserting <quote>; and</quote>; and</text></subparagraph> 
<subparagraph id="HBE5930BB10A0447FA741E200C156E385"><enum>(C)</enum><text>by adding at the end the following:</text> 
<quoted-block id="HBD1C80A5C754455C94476B6468C99BCD"> 
<subparagraph id="H9333BD0E2E3944648EEDB00A66BDC00"><enum>(H)</enum><text>to fund programs that educate rural communities, particularly parents, teachers, and others who work with youth, concerning the early signs and effects of methamphetamine use, however, as a prerequisite to receiving funding, these programs shall—</text> 
<clause id="H084D7058D7A14129A84E9E12AA6F83E5"><enum>(i)</enum><text>prioritize methamphetamine prevention and education;</text></clause> 
<clause id="H773F6C217A8F402F8431722CA0D20071"><enum>(ii)</enum><text>have past experience in community coalition building and be part of an existing coalition that includes medical and public health officials, educators, youth-serving community organizations, and members of law enforcement;</text></clause> 
<clause id="HAD995E6DAE024523B1833423C9E26637"><enum>(iii)</enum><text>utilize professional prevention staff to develop research and science based prevention strategies for the community to be served;</text></clause> 
<clause id="H0111DB1FB9CB42758D8FA64DC67E1E02"><enum>(iv)</enum><text>demonstrate the ability to operate a community-based methamphetamine prevention and education program;</text></clause> 
<clause id="H0C64A7E5037C4A21BCCC006EC53B4F3D"><enum>(v)</enum><text>establish prevalence of use through a community needs assessment;</text></clause> 
<clause id="H5B3BE1A9FA454269AA22F375D25C00CD"><enum>(vi)</enum><text>establish goals and objectives based on a needs assessment; and</text></clause> 
<clause id="HA1639817C8CA4A408C0177CADAD9DE00"><enum>(vii)</enum><text>demonstrate measurable outcomes on a yearly basis.</text></clause></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph> 
<paragraph id="HF110068C129B45E5B067C1E92508492"><enum>(2)</enum><text>in subsection (e)—</text> 
<subparagraph id="HF7A4029B4697409EBB40036600370155"><enum>(A)</enum><text>by striking <quote>subsection (a), $10,000,000</quote> and inserting</text>

<subparagraph id="H35C81587F3D74142A8AE08200E5C046"><enum>(C)</enum><text>by adding at the end the following:</text>

<paragraph id="HFAF6888FCB3D482FBB496246175D8300"><enum>(2)</enum><text>$5,000,000 for each of fiscal years 2005 through 2009 to carry out the programs referred to in subsection (c)(1)(H).</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph> 
<paragraph id="H61EDEACD8264428785223EC8D9B02500"><enum>(3)</enum><text>by adding at the end the following:</text>

<subsection id="H8F23CEBACFDB445ABA1B2BA0A515653B"><enum>(f)</enum><header>Set-Aside</header><text>Of the amount made available for grants under this section, 10 percent shall be used to assist tribal governments.</text></subsection> 
<subsection id="H4774F660B6BB4173878B373FBAF11DE4"><enum>(g)</enum><header>Amount of grants</header><text>The amount of a grant under this section, with respect to each rural community involved, shall be at least $19,000 but not greater than $100,000.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> 
<section id="HDEFE5CDC871F414A9506A63E65860000"><enum>203.</enum><header>Methamphetamine cleanup</header> 
<subsection id="H47F53101C4264118BCE284700100097"><enum>(a)</enum><header>In general</header><text>The Attorney General shall, through the Department of Justice or through grants to States or units of local government and tribal governments located outside a Standard Metropolitan Statistical Area, in accordance with such regulations as the Attorney General may prescribe, provide for—</text> 
<paragraph id="HC995365A682742A2ACBDE7AEF1D9C031"><enum>(1)</enum><text>the cleanup of methamphetamine laboratories and related hazardous waste in units of local government and tribal governments located outside a Standard Metropolitan Statistical Area; and</text></paragraph> 
<paragraph id="H5184A6E4B79E436E97CDC6AC00544448"><enum>(2)</enum><text>the improvement of contract-related response time for cleanup of methamphetamine laboratories and related hazardous waste in units of local government and tribal governments located outside a Standard Metropolitan Statistical Area by providing additional contract personnel, equipment, and facilities.</text></paragraph></subsection> 
<subsection id="H7D11D0EE7FDF423E003128BD9BA8EB00"><enum>(b)</enum><header>Authorization of appropriations</header> 
<paragraph id="H99591495D4154DC1AB61688773921FC"><enum>(1)</enum><header>In general</header><text>There is authorized to be appropriated $20,000,000 for fiscal year 2005 to carry out this section.</text></paragraph> 
<paragraph id="HC349C276BAC34DADB6F590836C61AA44"><enum>(2)</enum><header>Funding additional</header><text>Amounts authorized by this section are in addition to amounts otherwise authorized by law.</text></paragraph> 
<paragraph id="H5024A0E964DD45D9AED96CF8DEC82EEE"><enum>(3)</enum><header>Set-aside</header><text>Of the amount made available for grants under this section, 10 percent shall be awarded to tribal governments.</text></paragraph></subsection></section> 
<section id="HCA1E356AD8664D5E8B6B361056AB9B96"><enum>204.</enum><header>Payment for cleanup of former methamphetamine laboratories using Department of the Treasury Forfeiture Fund</header> 
<subsection id="H4681CDA37F494753955FC6F38D27BE66"><enum>(a)</enum><header>In general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/31/97">Chapter 97</external-xref> of title 31, United States Code, is amended–</text> 
<paragraph display-inline="no-display-inline" id="H6C0217DDE7AD4CD3A6D0874B09D66CC"><enum>(1)</enum><text>by redesignating section 9703 (as added by <external-xref legal-doc="public-law" parsable-cite="pl/103/62">Public Law 103–62</external-xref>) as section 9703A;</text></paragraph> 
<paragraph id="H04C19DF186EB4EBEB61482A0AB52A4ED"><enum>(2)</enum><text>by transferring section 9703 (as added by <external-xref legal-doc="public-law" parsable-cite="pl/102/393">Public Law 102–393</external-xref>) so as to appear after section 9702;</text></paragraph> 
<paragraph id="H3C744F7F6EB44309AE29064CC277F8FE"><enum>(3)</enum><text>by amending section 9703 (as so transferred) in subsection (a)(1) by adding at the end the following:</text> 
<quoted-block style="USC" id="HBCC47B716D614A98BD3BD4719D5D00B5" display-inline="no-display-inline"> 
<paragraph id="HA9E9551DB5DB4CD19625FEE4D6A717CB"><enum>(K) </enum><text>Payment for the costs of experts and consultants needed to clean up an area formerly used as a methamphetamine laboratory, subject to the following:</text> 
<subparagraph id="H4A01068BC1B54C60ACA2814D062762C2"><enum>(i)</enum><text>If the area is located on public property, payment for such costs shall be made to the designated State, local, or tribal law enforcement, environmental, or health entity.</text></subparagraph> 
<subparagraph id="H696372877FB54F179819F46DB9284963"><enum>(ii)</enum><text>If the area is located on private property, payment under this subparagraph may not be made for more than 90 percent of such costs, and may be made only if the property owner—</text> 
<clause id="HAE9E866D65414F23BB33FC8B12EAF81"><enum>(I)</enum><text>did not, before law enforcement action to close the laboratory, have actual knowledge that the laboratory was located on the property; or</text></clause> 
<clause id="H7862C04BA3B748FBB91E54F4E62F1C71"><enum>(II)</enum><text>notified an appropriate law enforcement agency about the laboratory not later than 24 hours after gaining actual knowledge that the laboratory was located on the property.</text></clause></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph> 
<paragraph id="H4EAB1046F86E4236AA0764C1381E8151"><enum>(4)</enum><text>in the table of contents at the beginning of such chapter—</text> 
<subparagraph id="H63623CA60E3746F68B7BDF2846C4F636"><enum>(A)</enum><text>by redesignating the item relating to section 9703 (as added by <external-xref legal-doc="public-law" parsable-cite="pl/103/62">Public Law 103–62</external-xref>) as section 9703A; and</text></subparagraph> 
<subparagraph id="HF53DEA2B8D4C4149AE35E6B3AF92A629"><enum>(B)</enum><text>by transferring the item relating to section 9703 (as added by <external-xref legal-doc="public-law" parsable-cite="pl/102/393">Public Law 102–393</external-xref>) so as to appear after the item relating to section 9702.</text></subparagraph></paragraph></subsection> 
<subsection id="H44658A1AC0704D84AAC1AE95EE06F9BE"><enum>(b)</enum><header>Conforming amendments</header><text>The following provisions are each amended by striking <quote>9703</quote> and inserting <quote>9703A</quote>:</text>

<section id="H1DFAB4D6C6F0453CA6FDF9B4B3E79DD3"><enum>205.</enum><header>Authorization of appropriations relating to COPS grants</header> 
<subsection id="HE9D98007D05C47B69DDB51C680F58EC1"><enum>(a)</enum><header>In general</header><text>In addition to any other funds authorized to be appropriated for fiscal year 2005 for grants under part Q of title I of the <act-name parsable-cite="OCCSS">Omnibus Crime Control and Safe Streets Act of 1968</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/3796dd">42 U.S.C. 3796dd et seq.</external-xref>), known as the COPS program, there is authorized to be appropriated $20,000,000 for such purpose to provide training to State and local prosecutors and law enforcement agents for prosecution of methamphetamine offenses.</text></subsection> 
<subsection id="H85D39423C09A408D911D1512494DA608"><enum>(b)</enum><header>Rural set-aside</header><text>Of amounts made available pursuant to subsection (a), $5,000,000 shall be available only for prosecutors and law enforcement agents for rural communities.</text></subsection> 
<subsection id="H525E7171ECC04155B59B54058D78F72D"><enum>(c)</enum><header>DEA reimbursement</header><text>Of amounts made available pursuant to subsection (a), $2,000,000 shall be available only to reimburse the Drug Enforcement Administration for existing training expenses.</text></subsection></section> 
<section id="H75B60E3613A24D30A4321DE7FD7BA739"><enum>206.</enum><header>Expansion of methamphetamine hot spots program to include personnel and equipment for enforcement, prosecution, and environmental cleanup</header><text display-inline="no-display-inline">Section 1701(d) of the <act-name parsable-cite="OCCSS">Omnibus Crime Control and Safe Streets Act of 1968</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/3796dd">42 U.S.C. 3796dd(d)</external-xref>) is amended—</text> 
<paragraph id="HAE4777AC27B049919651902E64003929"><enum>(1)</enum><text>in paragraph (10) by striking <quote>and</quote> at the end;</text></paragraph> 
<paragraph id="HE9BA2AC8A20A4301B59FAF7D4DA32004"><enum>(2)</enum><text>in paragraph (11) by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph> 
<paragraph id="HB0CA36C10C234AB0B64615896C6F1767"><enum>(3)</enum><text>by adding at the end the following new paragraph:</text>

<title id="H063A5468CB654FDA9668A5D9CDCC5DD"><enum>III</enum><header>Law enforcement training</header> 
<section id="HBCDB4723FF3941C4B1A7978F133752DC"><enum>301.</enum><header>Small town and rural training program</header> 
<subsection id="HF2E7F25004514CC6A956B600C6DE9C74"><enum>(a)</enum><header>In general</header><text>There is established a Rural Policing Institute, which shall be administered by the National Center for State and Local Law Enforcement Training of the Federal Law Enforcement Training Center (FLETC) as part of the Small Town and Rural Training (STAR) Program to—</text> 
<paragraph id="H5762986ADABB4EE182A08D070024FB"><enum>(1)</enum><text>assess the needs of law enforcement in units of local government and tribal governments located outside a Standard Metropolitan Statistical Area;</text></paragraph> 
<paragraph id="H722ADE0E6A1845B59E910213C84F8E55"><enum>(2)</enum><text>develop and deliver export training programs regarding topics such as drug enforcement, airborne counterdrug operations, domestic violence, hate and bias crimes, computer crimes, law enforcement critical incident planning related to school shootings, and other topics identified in the training needs assessment to law enforcement officers in units of local government and tribal governments located outside a Standard Metropolitan Statistical Area; and</text></paragraph> 
<paragraph id="H0BBB3F9C9F8C4B928DCEB818C93690D5"><enum>(3)</enum><text>conduct outreach efforts to ensure that training programs under the Rural Policing Institute reach law enforcement officers in units of local government and tribal governments located outside a Standard Metropolitan Statistical Area.</text></paragraph></subsection> 
<subsection id="H8BCDDA151CED45B4B97806165F2612E"><enum>(b)</enum><header>Authorization of appropriations</header> 
<paragraph id="HA04208937C4A4BDFA624B1E4CD932F32"><enum>(1)</enum><header>In general</header><text>There are authorized to be appropriated $10,000,000 for fiscal year 2005, and $5,000,000 for each of fiscal years 2006 through 2009, to carry out this section, including contracts, staff, and equipment.</text></paragraph> 
<paragraph id="HB1EF4C9CA8A3460A8445B0A9912F3690"><enum>(2)</enum><header>Set-aside</header><text>Of the amount made available for grants under this section for each fiscal year, 10 percent shall be awarded to tribal governments.</text></paragraph></subsection></section></title>
