<official-title>To direct the Secretary of Veterans Affairs to contract for a report on employment placement, retention, and advancement of recently separated servicemembers.</official-title>

<section section-type="section-one" id="H0CFED866C2D04972B19FE5C4C1ECA64C"><enum>1.</enum><header>Report of employment placement, retention, and advancement of recently separated servicemembers</header> 
<subsection id="H40F61DF61C1548BCB5DDAD557723E424"><enum>(a)</enum><header>Contract for report</header><text>The Secretary of Veterans Affairs shall enter into a contract with a qualified entity to conduct a study of and prepare a report on the employment histories of recently separated servicemembers.</text></subsection> 
<subsection id="H53FEBA14BC2441698B585253633E6316"><enum>(b)</enum><header>Content of report</header> 
<paragraph display-inline="yes-display-inline" id="HB1F94B0DA5034CEAAE85AB3682C610F3"><enum>(1)</enum><text>The study conducted pursuant to subsection (a) shall consist of an analysis of employment-related data that has been collected with respect to recently separated servicemembers.</text></paragraph> 
<paragraph indent="up1" id="H5D24D6FDEF07493A948629DB5E04773E"><enum>(2)</enum><text>In conducting the study, the qualified entity shall—</text> 
<subparagraph id="H3A826F8356004C9900A6331117CFF97F"><enum>(A)</enum><text>determine whether the employment obtained by recently separated servicemembers is commensurate with training and education of those servicemembers;</text></subparagraph> 
<subparagraph id="H0C5EA8169C84427280999100B77DB94F"><enum>(B)</enum><text>determine whether recently separated servicemembers received educational assistance or training and rehabilitation under programs administered by the Secretary of Veterans Affairs under chapter 30 or 31 of title 38, United States Code, or under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/10/1606">chapter 1606</external-xref> of title 10, United States Code;</text></subparagraph> 
<subparagraph id="H8D970BF0C84C412B9513C24531396708"><enum>(C)</enum><text>determine whether transition assistance services provided to recently separated servicemembers assisted those servicemembers in obtaining civilian employment;</text></subparagraph> 
<subparagraph id="H4CA2B06D215442169F05BEE603CF7D3"><enum>(D)</enum><text>analyze trends in hiring of veterans by the private sector; and</text></subparagraph> 
<subparagraph id="H51481CE00E4545C0B84E00B6118BAC25"><enum>(E)</enum><text>identify recently separated servicemembers who have reached senior level management positions.</text></subparagraph></paragraph></subsection> 
<subsection id="HC20F7C87CA3443C08F5636219647D21E"><enum>(c)</enum><header>Use of data</header><text>In conducting the study under subsection (a), the qualified entity shall review data compiled and reported by Bureau of Labor Statistics and shall collect additional data on the employment histories of recently separated servicemembers available from such other sources as the qualified entity determines to be appropriate.</text></subsection> 
<subsection id="HFCA42473678A40908B4B7F4F5E727393"><enum>(d)</enum><header>Contract requirements</header> 
<paragraph display-inline="yes-display-inline" id="H8E367C5D63FB40FAA86CA0C4400B990"><enum>(1)</enum><text>The contract entered into under subsection (a) shall contain such terms and conditions as the Secretary may require. The contract shall require that the report on the study be submitted to the Secretary not later than 2 years after the date on which the contract was entered into.</text></paragraph> 
<paragraph indent="up1" id="HA7132FD6BB1D4C5AB0135FC5E1084546"><enum>(2)</enum><text>The report required under subsection (a) shall contain the findings and conclusions of the qualified entity on the study and specific recommendations to improve employment opportunities for veterans recently separated from service in the Armed Forces, including if appropriate recommendations for—</text> 
<subparagraph id="HAF07B99AB9B04D12993BC026DFCD6F7C"><enum>(A)</enum><text>the establishment of networks of contacts for employment of such veterans in the private sector;</text></subparagraph> 
<subparagraph id="H4E0FE1DA7D744BF4A044F14C757E18B5"><enum>(B)</enum><text>outreach to private sector leaders on the merits and sound business practice of hiring such veterans; and</text></subparagraph> 
<subparagraph id="H2014A2845C024D6FB6FFF12CF763BD00"><enum>(C)</enum><text>additional methods to facilitate communication between private sector employers and such veterans who are seeking employment.</text></subparagraph></paragraph></subsection> 
<subsection id="HA6E6A6B9739F4E4EBAF138E48F57CDE"><enum>(e)</enum><header>Funding</header><text>Payment by the Secretary for the contract entered into under subsection (a)—</text> 
<paragraph id="H0DB1105210C245929C04A2493B0802BD"><enum>(1)</enum><text>shall be made from the Department of Veterans Affairs appropriations account from which payments for compensation and pensions are made; and</text></paragraph> 
<paragraph id="H5DBE7891CB5F4D1AA06E4924C59B87F5"><enum>(2)</enum><text>may not exceed $490,000.</text></paragraph></subsection> 
<subsection id="H81200DC0EC9B457CA1419D68D9F1856"><enum>(f)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph id="HA9C186502B8D405CBBB7B27B27200FD"><enum>(1)</enum><text>The term <term>qualified entity</term> means an entity or organization that meets the following requirements:</text> 
<subparagraph id="HCD61D6BEFEE9416A912F7B28CB4EDF7E"><enum>(A)</enum><text>Demonstrated experience in conducting employment surveys of recently separated servicemembers, including Internet-based surveys, that meet such quality assurance requirements as the Secretary determines appropriate.</text></subparagraph> 
<subparagraph id="H5D28B0428FD04E3F9BBF45D6F2BCECD"><enum>(B)</enum><text>Demonstrated familiarity with veteran employment matters.</text></subparagraph> 
<subparagraph id="HE4B6EB0A9B594E1DB29894F6F188401"><enum>(C)</enum><text>Demonstrated ability in developing plans to market veterans as employment assets.</text></subparagraph> 
<subparagraph id="H9B3964E4BA82429E009FF757E511D7B0"><enum>(D)</enum><text>Demonstrated ability to acquire services at no cost from other organizations, such as technology, staff services, and advertising services.</text></subparagraph> 
<subparagraph id="H267F0841959947CDBC34C17F7EAA93BF"><enum>(E)</enum><text>Demonstrated ability to develop relationships, establish employment networks, and facilitate interaction between private and public sector leaders and veterans.</text></subparagraph></paragraph> 
<paragraph id="HB371D7875C844D16B238C15117F122C"><enum>(2)</enum><text>The term <term>employment history</term> means, with respect to a recently separated servicemember, training, placement, retention, and advancement in employment of that servicemember.</text></paragraph> 
<paragraph id="H92F25A493F4046E4BF2400F0A27B1932"><enum>(3)</enum><text>The term <term>recently separated servicemember</term> means any veteran (as defined in <external-xref legal-doc="usc" parsable-cite="usc/38/101">section 101(2)</external-xref> of title 38, United States Code) discharged or released from active duty in the Armed Forces of the United States during the 16-year period beginning on January 1, 1990.</text></paragraph></subsection></section>
