<section id="HA6B48AABBE7C4E8FB07E573459CF5A5"><enum>101.</enum><header>Authorization of Appropriations</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/49/30104">Section 30104</external-xref> of title 49, United States Code, is amended to read as follows:</text>

<subsection id="HF25693EAC5424BD894C5BDDF15BEE656"><enum>(a)</enum><header>In general</header><text>Subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/49/301">chapter 301</external-xref> of title 49, United States Code, is amended by adding at the end the following:</text>

<section id="H00857F3C5FE84911BDB56EBE983D8EE7"><enum>30106.</enum><header>International Cooperation</header><text display-inline="no-display-inline">The Secretary of Transportation may participate and cooperate in international activities to enhance motor vehicle and traffic safety through such means as exchanging information, conducting safety research, examining safety needs, best practices, new technology, and improvements in motor vehicle safety standards, and participating in the implementation of existing international agreements concerning motor vehicle safety to which the United States is a contracting partner.</text></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H289B397396744D4CB86CF4DC53C23083"><enum>(b)</enum><header>Clerical amendment</header><text>The table of sections for subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/49/301">chapter 301</external-xref> of title 49, United States Code is amended by adding at the end the following new item:</text>

<section id="H3C59A6305C6146988890AFB003CB00A2"><enum>103.</enum><header>Certification labels</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/49/30115">Section 30115(a)</external-xref> of title 49, United States Code, is amended by inserting at the end the following: <quote>A person shall not affix a certification label to a motor vehicle or item of motor vehicle equipment unless the person has either performed tests or otherwise documented the basis for certifying compliance with all applicable safety standards prescribed under this chapter, except that, in affixing the certification label or tag, a manufacturer that completes a vehicle after receiving compliance documentation from the manufacturer of the earlier stage of the vehicle may rely on such documentation in accordance with the regulations issued by the Secretary.</quote>.</text></section> 
<section id="H4084517AA68842FC00E86B91D31028A8"><enum>104.</enum><header>Notification of noncompliance</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/49/30118">Section 30118</external-xref> of title 49, United States Code is amended in subsections (a), (b), and (c) by striking <quote>motor vehicle or replacement equipment</quote> each place it appears and inserting <quote>motor vehicle, original equipment, or replacement equipment</quote>.</text></section> 
<section id="H450DC085E72445F7A83EA52EADB9232"><enum>105.</enum><header>Notification of and remedies for noncompliance</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/49/30120">Section 30120</external-xref> of title 49, United States Code, is amended by adding at the end the following:</text> 
<quoted-block style="USC" id="H8A774898011643AD8333A2CBA8004CD1" display-inline="no-display-inline"> 
<subsection id="H3A43CDC1CB0B43859FCC5EB68321C0F1"><enum>(k)</enum><header>Limitation on sale or lease of used motor vehicles</header> 
<paragraph id="H528868A687F14298A967B293E8D90000"><enum>(1)</enum><text>A dealer may not sell a used motor vehicle for purposes other than resale or lease a used motor vehicle until the dealer informs the purchaser or lessee of any notification of a defect or noncompliance pursuant to section 30118(b) or (c) of this title with respect to a vehicle that has not been remedied, and either—</text> 
<subparagraph id="H24588D07F5134BD98E1498F10588C5B5"><enum>(A)</enum><text>offers to have the defects or noncompliances remedied; or</text></subparagraph> 
<subparagraph id="H5F910AB19BE441B3B59BCB3FA646CE29"><enum>(B)</enum><text>gives the purchaser or lessee a written description of the defects or noncompliances, including all relevant information from any notification pursuant to section 30118(b) or (c) of this title, and</text></subparagraph><continuation-text continuation-text-level="paragraph">reviews a written acknowledgment of the offer or description from the purchaser or lessee.</continuation-text></paragraph> 
<paragraph id="H94C808F5B96D451ABBE9A2A79590008"><enum>(2)</enum><text>The requirements of paragraph (1) of this subsection shall apply after a period of time following issuance of notifications that the Secretary shall specify. The Secretary may extend this period with respect to particular notifications.</text></paragraph> 
<paragraph id="H74C333554C88446C935D047F6CE9D4AF"><enum>(3)</enum><text>In this subsection, notwithstanding <external-xref legal-doc="usc" parsable-cite="usc/49/30102">section 30102(a)(1)</external-xref> of this title—</text> 
<subparagraph id="H534B3F139EDB435AAACF6FCCDA877CB3"><enum>(A)</enum><text><quote>dealer</quote> means a person who sold at least 10 motor vehicles during the prior 12 months to purchasers that in good faith purchased the vehicles other than for resale; and</text></subparagraph> 
<subparagraph id="HEEAF4AAAB2B04A88A0F1B64F1B217F31"><enum>(B)</enum><text><quote>used motor vehicle</quote> means a motor vehicle that has previously been purchased other than for resale.</text></subparagraph></paragraph> 
<paragraph id="H0EBF7129639A402A8149687245FC64E5"><enum>(4)</enum><text>Subject to regulations issued by the Secretary, a manufacturer of a motor vehicle shall establish and maintain an Internet-accessible record system that dealers of used motor vehicles and members of the public may access, without charge, to determine whether a particular vehicle manufactured by the manufacturer has been subject to any notification of a defect or noncompliance pursuant to section 30118(b) or (c) of this title that has not been remedied. If the Secretary determines that establishing and maintaining such an Internet-accessible record system is not practicable for certain classes of manufacturers, the Secretary may exempt such manufacturers from the requirements of this paragraph.</text></paragraph></subsection> 
<subsection id="H5B7C29BCF8774807935CC8C0A709B0CC"><enum>(l)</enum><header>Limitation on operation by owners and lessors of school buses and vehicles used to transport passengers for compensation</header> 
<paragraph id="HE4A12ED267EF4EB6919DFAC2FDA34781"><enum>(1)</enum><text>Subject to paragraphs (2) and (3), a person who owns or leases a school bus or a motor vehicle used to transport passengers for compensation and who receives a notice of a defect or noncompliance pursuant to section 30118(b) or (c) of this title may not operate the vehicle to which the notice applies as a school bus or for compensation until the defect or noncompliance is remedied as required by this section.</text></paragraph> 
<paragraph id="H75E26136F16647C4BF9F86B880E696BE"><enum>(2)</enum><text>The requirements of paragraph (1) shall apply after a period of time following issuance of such notifications that the Secretary shall specify. The Secretary may extend this period with respect to particular notifications.</text></paragraph> 
<paragraph id="HF4CA2C18B0EE4EADBE914DF59BB258A3"><enum>(3)</enum><text>This subsection shall not apply to taxicabs, or to motor vehicles owned or operated by State or local governments.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section>

<subsection id="HBE70D3A576A1488CBE332636DDCAEA01"><enum>(a)</enum><header>In general</header><text><external-xref legal-doc="usc" parsable-cite="usc/49/30124">Section 30124</external-xref> of title 49 United States Code, is amended to read as follows:</text>

<section id="H83B14E37D9964C029749B698194F3DE4"><enum>30124.</enum><header>Nonuse of safety belt interlocks</header><text display-inline="no-display-inline">A motor vehicle safety standard prescribed under this chapter may not require or allow a manufacturer to comply with the standard by using a safety belt interlock designed to prevent starting or operating a motor vehicle if an occupant is not using a safety belt.</text></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H2D1EE266B636469A944C5D5B05C87CAD"><enum>(b)</enum><header>Clerical amendment</header><text>The table of sections for subchapter II of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/49/301">chapter 301</external-xref> of title 49, United States Code is amended by amending the item related to section 30124 to read as follows:</text>

<section id="H158230D7A9C44E1DB97503224000CEFD"><enum>107.</enum><header>Research, testing, development, and training</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/49/30168">Section 30168</external-xref> of title 49, United States Code, is amended by adding at the end the following:</text>

<subsection id="HA4C204D92E744D5EA3592DD6F56F6190"><enum>(f)</enum><header>Safety initiative for alternate fuel vehicles</header><text>In addition to the authority provided under this section, the Secretary is authorized to expend $5,000,000 per year to conduct a safety research initiative for alternate fuel vehicles that includes risk assessment studies of hydrogen-fueled and other alternative-fuel vehicles, the development of test and evaluation procedures and performance criteria to assess the likelihood of potential failures that could indicate unsafe conditions, and the development of suitable countermeasures. In particular, such research initiative shall investigate the safety of the power train, the vehicle fuel container and delivery system, the onboard refueling system, and the full vehicle system performance of alternate fuel vehicles. </text></subsection> 
<subsection id="HC3F7258409D0476A89874F9EFE33181F"><enum>(g)</enum><header>Safety initiative for driver assistance technologies</header><text>In addition to the authority provided under this section, the Secretary is authorized to expend $10,000,000 per year to conduct research into vehicle-based driver assistance technologies, and to develop appropriate performance standards and consumer education programs, to ensure that appropriate safety benefits are derived from these technologies. Such research shall include evaluations of crash avoidance technologies, such as electronic stability control, telematics, radar braking and other similar vehicle advances.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></title>

<section id="H3AAE459E3C5C4530A9A392DBBCF1FE2F"><enum>201.</enum><header>Authorization of Appropriations</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/49/32102">Section 32102</external-xref> of title 49, United States Code, is amended to read as follows:</text>
