<official-title>To amend the Public Health Service Act to authorize grants to hospitals for measurement-based strategies to improve the quality and efficiency of health care.</official-title>

<section section-type="section-one" id="HA4311AF5B434425B9948E1E544BE741B"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>&short-title1;</short-title></quote>.</text></section> 
<section id="HFB05116166D04D7E92B56CCF80CFF8A0"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">The Congress finds as follows:</text> 
<paragraph id="H3EE157C13A5A467BA484001E05E76AE"><enum>(1)</enum><text>The goals of the Institute of Medicine, as expressed in its report entitled <quote>Crossing the Quality Chasm: A New Health System for the 21st Century</quote>, are to increase quality and efficiency in hospitals and health care systems.</text></paragraph> 
<paragraph id="H349C0580F74F4940983C14C07F67B82E"><enum>(2)</enum><text>Approaches such as Six Sigma, Root Cause Analysis, and Failure Mode and Effect Analysis have succeeded in reducing errors, cutting costs, and improving services.</text></paragraph></section> 
<section id="HD2E32CBC4BCB403BBF6F9B6B9876C0DD"><enum>3.</enum><header>Demonstration project for improving quality and efficiency at hospitals</header><text display-inline="no-display-inline">Part A of title IX of the <act-name parsable-cite="PHSA">Public Health Service Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/299">42 U.S.C. 299 et seq.</external-xref>) is amended by adding at the end the following:</text>

<section id="H60AC3F1DC2CA418B8000C0C7B583285"><enum>904.</enum><header>Demonstration project for improving quality and efficiency at hospitals</header> 
<subsection id="H62A68024D9D54A14BFBA8B247493262B"><enum>(a)</enum><header>Grants</header><text>The Secretary, acting through the Director, may make grants to hospitals for developing and implementing measurement-based strategies to improve the quality and efficiency of health care.</text></subsection> 
<subsection id="HF89C94904EB942DCA810A9A2D6F5932B"><enum>(b)</enum><header>Use of funds</header><text>The Secretary may not make a grant to a hospital under this section unless the hospital agrees to use the grant, with respect to health care at the hospital, to improve the following:</text> 
<paragraph id="HDC3383F5B255473FB2675873163F73D1"><enum>(1)</enum><text>Safety.</text></paragraph> 
<paragraph id="HE335EA67A0FB49DCB02F1061921259A1"><enum>(2)</enum><text>Injury avoidance.</text></paragraph> 
<paragraph id="H935E8584992845A3834DAC1588BE00B5"><enum>(3)</enum><text>Effectiveness of services, based on scientific knowledge and focusing on patients.</text></paragraph> 
<paragraph id="HF8D232E43B3B4F32B91714C2D2396EA4"><enum>(4)</enum><text>Timeliness.</text></paragraph> 
<paragraph id="H2F0C4BDAC37B40C5842B810091AF0072"><enum>(5)</enum><text>Efficiency.</text></paragraph> 
<paragraph id="H67EB3B22115E466B8E72870047466835"><enum>(6)</enum><text>Equitable distribution of services.</text></paragraph></subsection> 
<subsection id="HEAC5786A9C8847F8AF79CBAB383BA0FF"><enum>(c)</enum><header>Distribution</header><text>The Secretary shall make grants under this section to urban hospitals, non-urban hospitals, teaching hospitals, and hospitals with fewer than 50 acute care beds.</text></subsection> 
<subsection id="H14EFC198F41B401FB2F395BA79D335AD"><enum>(d)</enum><header>Report</header><text>Not later than 3 years after the date of the enactment of this section, the Secretary shall conduct an assessment of the results of grants under this section and submit to the Congress a report on the findings and conclusions of the assessment.</text></subsection> 
<subsection id="H3E52B054A9154BE6BE7B1286627218FA"><enum>(e)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out this section such sums as may be necessary for the period of fiscal years 2005 through 2007.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section>
