<official-title>To amend the Internal Revenue Code of 1986 to expand the incentives for renewal communities.</official-title>

<section id="H65060CC2AB2E4E06A8FEC82C67CDAD1D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as <quote><short-title>&short-title1;</short-title></quote>.</text></section> 
<section id="H84BC0D0C28274C85B2A5F2A625674CA1" section-type="subsequent-section"><enum>2.</enum><header>Expansion of tax incentives for renewal communities</header> 
<subsection id="H029CF790C541446993B0BF98E231B09F"><enum>(a)</enum><header>Employment credit allowed for employees residing in any renewal community</header><text>Subsection (b) of <external-xref legal-doc="usc" parsable-cite="usc/26/1400H">section 1400H</external-xref> of the Internal Revenue Code of 1986 (relating to modification) is amended by striking <quote>and</quote> at the end of paragraph (1), by striking the period at the end of paragraph (2) and inserting <quote>, and</quote>, and by inserting after paragraph (2) the following new paragraph: </text>

<paragraph id="HABAE3CDB1C7D48C29521BDF8EFCCB6F3"><enum>(3)</enum><text>subsection (d)(1)(B) thereof shall be applied by substituting <quote>within any</quote> for <quote>within such</quote>.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H658438B3C6B944CABF369548779CF4FA"><enum>(b)</enum><header>Public service cap exemption</header> 
<paragraph id="H9A48483FE2BB4782AF9000EE7654FBFC"><enum>(1)</enum><header>In general</header><text>Part III of subchapter X of chapter 1 of such Code (relating to additional incentives) is amended by adding at the end the following new section:</text>

<section id="HCBE0D391189940D994FC18AC739B626D"><enum>1400K.</enum><header>Public service cap exemption</header> <text display-inline="no-display-inline">In the case of an area designated as a renewal community which was an enterprise community, the same exemption from the percentage limitation under section 105(a)(8) of the Housing and Community Development Act of 1974 on the use of community development block grants for provision of public services that applied to such enterprise community shall apply to the renewal community.</text></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph> 
<paragraph id="HD6052D589C154EA39EB94C13A1AB57C5"><enum>(2)</enum><header>Clerical amendment</header><text>The table of sections for Part III of subchapter X of chapter 1 of such Code is amended by adding at the end the following new item: </text>

<toc-entry level="section">Sec. 1400K. Public service cap exemption</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="H56DA3729250C4177A3B74DF574AA8ED5"><enum>(c)</enum><header>Expansion of renewal community to include adjacent areas of high economic distress and certain noncontiguous parcels</header><text>Subsection (a) of section 1400E of such Code is amended by adding at the end the following new paragraph:</text>

<paragraph id="H1A5630A28BE242E088BBD0BBA1CB1C"><enum>(6)</enum><header>Expansion of designated areas</header><text></text> 
<subparagraph id="H9E6571C5B0CF4E1B9007BC4700AA22CD"><enum>(A)</enum><header>In general</header><text>The Secretary of Housing and Urban Development may expand the boundaries of any area designated as a renewal community to include—</text> 
<clause id="H6A7AD50C35DC4DA1821587ACA729B744"><enum>(i)</enum><text>any census tract or census block group adjacent to the renewal community which the Secretary of Housing and Urban Development determines is an area of high economic distress, </text></clause> 
<clause id="H7F67442E1FDD4BDE9C5200F5313220CC"><enum>(ii)</enum><text>any census tract or census block group adjacent to the renewal community if not less than 50 percent of such tract or group is non-residential, or</text></clause> 
<clause id="H8FB4776469A147239B923D8D8FFB32F2"><enum>(iii)</enum><text>any census tract or census block group which is noncontiguous to the renewal community (determined without regard to this paragraph) if not less than 50 percent of such tract or group is non-residential.</text></clause></subparagraph> 
<subparagraph id="H3B9BDC0C9BD7491CA0221EE5B552B167"><enum>(B)</enum><header>Limitation on number of parcels</header><text>Subparagraph (A)(iii) shall not apply to more than 5 parcels with respect to any renewal community.</text></subparagraph> 
<subparagraph id="H25424D0A01EA48D49367886E00C4A647"><enum>(C)</enum><header>Period for which designation is in effect</header><text>Any expansion of a renewal community under this paragraph shall be effective on the date designated by the Secretary of Housing and Urban Development and shall continue in effect thereafter as part of such renewal community.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="HBDCC467F341846158498F91911B1A0B5"><enum>(d)</enum><header>Effective date</header><text>The amendments made by this section shall apply to years beginning after the date of the enactment of this Act.</text></subsection></section>
