<official-title>To amend <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/44">chapter 44</external-xref> of title 18, United States Code, to update certain procedures applicable to commerce in firearms and remove certain Federal restrictions on interstate firearms transactions.</official-title>

<section id="H0D8D529724634CAEAAF9F4687C71CED6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>&short-title1;</short-title></quote>. </text></section>
<section id="HADD7AE08D0F84C03B06613B5CEA14D"><enum>2.</enum><header>Authority to conduct interstate firearms transactions</header> 
<subsection id="HDBBC0530D2C845E88E9B6977832140AB"><enum>(a)</enum><header>Firearms Dispositions</header><text><external-xref legal-doc="usc" parsable-cite="usc/18/922">Section 922(b)(3)</external-xref> of title 18, United States Code, is amended—</text> 
<paragraph id="HE9968136958E4BF38687A2B847A1FDEB"><enum>(1)</enum><text>by striking <quote>rifle or shotgun</quote> and inserting <quote>firearm</quote>; and</text></paragraph> 
<paragraph id="HA703390C6A3E4B1DACA913FE6E00F27E"><enum>(2)</enum><text>in subparagraph (A)—</text> 
<subparagraph id="HFA5B66A64AA74CC0ACEB5FC1C2BE3CAC"><enum>(A)</enum><text>by striking <quote>located,</quote> and inserting <quote>located or temporarily located,</quote>; and</text></subparagraph> 
<subparagraph id="HED021212E87549BAA110C4FB16060786"><enum>(B)</enum><text>by striking <quote>both such States</quote> and inserting <quote>the State in which the transfer is conducted and the State of residence of the transferee</quote>.</text></subparagraph> </paragraph></subsection> 
<subsection id="HEDDC2EC26BD245A3B4FB24A582C1CB93"><enum>(b)</enum><header>Dealer Location</header><text>Section 923(j) of such title is amended—</text> 
<paragraph id="H5E24674EC7534705BE5D40EEA934C8A"><enum>(1)</enum><text>in the first sentence by striking <quote>, and such location is in the State which is specified on the license</quote>;</text></paragraph> 
<paragraph id="H9A9714CF2AD34431BEF2B244A1A0D229"><enum>(2)</enum><text>by striking <quote><quote>curios or relics</quote></quote>; and</text></paragraph> 
<paragraph id="H6E20B573CC914FBE8FC408CD75A9E62"><enum>(3)</enum><text>by adding at the end the following: <quote>A licensee may conduct firearms transfers and business in compliance with applicable State and local law with any person not a licensee at any location at which the licensee may conduct business under this chapter.</quote>.</text></paragraph></subsection></section>
