<official-title>To amend the Communications Act of 1934 with respect to retransmission consent and must-carry for cable operators and satellite carriers.</official-title>

<section section-type="section-one" id="H1CAEFC4FEBB3453298FE6B94572BE56F"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>&short-title1;</short-title></quote>.</text></section> 
<section id="H87EE0A272420402D85B900CF46943000"><enum>2.</enum><header>Retransmission consent</header><text display-inline="no-display-inline">Section 325(b) of the <act-name parsable-cite="CA34">Communications Act of 1934</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/47/325">47 U.S.C. 325(b)</external-xref>) is amended—</text> 
<paragraph id="H42A609DC05D049DB8CAC21FF2C11D478"><enum>(1)</enum><text>by striking paragraph (1) and inserting the following:</text>

<subsection id="H1E205915564F4124B087E97CB2108209"><enum>(b)</enum> 
<paragraph display-inline="yes-display-inline" id="H5987BDC1EDDA43168DD67C3FBADED8E0"><enum>(1)</enum><text>No cable system or other multichannel video programming distributor shall retransmit the signal of a broadcasting station, or any part thereof, except with the express authority of the station.</text></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block></paragraph> 
<paragraph id="H96254E85FE6C4768B17010B9D56570A0"><enum>(2)</enum><text>in paragraph (3)—</text> 
<subparagraph id="HB4C93417586D462DBADE5806F82CB8F8"><enum>(A)</enum><text>in subparagraph (A), by striking <quote>and of the right to signal carriage under section 614</quote>;</text></subparagraph> 
<subparagraph id="H9A14B9A5265246F383AB35A116B12CD8"><enum>(B)</enum><text>in subparagraph (B), by striking <quote>and the right to signal carriage under section 614</quote>; and</text></subparagraph> 
<subparagraph id="H28ABAFBE530D42E6A2A55100D43D6FCC"><enum>(C)</enum><text>by adding at the end the following:</text>

<subparagraph indent="up2" id="H78A6ACEBE5DA44FDA57347A1B98800CA"><enum>(C)</enum><text>Within 45 days after the effective date of the &short-title1;, the Commission shall commence a rulemaking proceeding to revise the regulations governing the exercise by television broadcast stations of the right to grant retransmission consent under this subsection. Such regulations shall establish election time periods that correspond with those regulations adopted under subparagraph (B). The rulemaking shall be completed within 180 days after the effective date of the &short-title1;.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph> 
<paragraph id="HED78E18FA4CE460783A735B409213E52"><enum>(3)</enum><text>by striking paragraphs (4) and (5) and redesignating paragraph (6) as paragraph (4).</text></paragraph></section> 
<section id="HB3988EF292874A5B90DFA4003917C55D"><enum>3.</enum><header>Elimination of must-carry requirements</header> 
<subsection id="H8D1675528B3F44B39C2C906DA464015"><enum>(a)</enum><header>Report</header><text>Sections 338, 614, and 615 of the <act-name parsable-cite="CA34">Communications Act of 1934</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/47/338">47 U.S.C. 338</external-xref>, 534, and 535) are repealed.</text></subsection> 
<subsection id="H89F375D84DF04378A6377BAD0888C48C"><enum>(b)</enum><header>Conforming amendments</header> 
<paragraph id="H4C3581943AE94B6F8235FDE0C3756CF4"><enum>(1)</enum><text>Section 623(b)(7)(A) of the <act-name parsable-cite="CA34">Communications Act of 1934</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/47/543">47 U.S.C. 543(b)(7)(A)</external-xref>) is amended by striking clause (i) and redesignating clauses (ii) and (iii) as clauses (i) and (ii).</text></paragraph> 
<paragraph id="HEB683E77EA064FC9B8A3A6D80132D178"><enum>(2)</enum><text>Section 635 of the <act-name parsable-cite="CA34">Communications Act of 1934</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/47/555">47 U.S.C. 555</external-xref>) is amended by striking subsection (c).</text></paragraph> 
<paragraph id="HAA34DC2D11064064B22C64AAD5B90039"><enum>(3)</enum><text>Section 653 of the <act-name parsable-cite="CA34">Communications Act of 1934</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/47/573">47 U.S.C. 573</external-xref>) is amended—</text> 
<subparagraph id="HE66F13DFA8264806ACD4E32C10D8141C"><enum>(A)</enum><text>in subsection (b)(1)(A), by striking <quote>614, or 615,</quote>; and</text></subparagraph> 
<subparagraph id="HBCECC6C170634EC2B05F44D65BFB468"><enum>(B)</enum><text>in subsection (c)(1)(B), by striking <quote>sections 611, 614, and 615</quote> and inserting <quote>section 611</quote>.</text></subparagraph></paragraph> 
<paragraph id="HBF8D45AA1F9741DCB406F9409FC226F"><enum>(4)</enum><text>Section 336(b)(3) of the <act-name parsable-cite="CA34">Communications Act of 1934</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/47/336">47 U.S.C. 336(b)(3)</external-xref>) is amended by striking <quote>have any rights to carriage under section 614 or 615 or</quote>.</text></paragraph></subsection></section>
<section id="HCDCBA29D50E44FFF8453B2E0AF75330"><enum>4.</enum><header>Termination of mandates for television features and functions</header><text display-inline="no-display-inline">All regulations of the Federal Communications Commission requiring television receivers sold in the United States to include particular types of features or functions, or specifying the technology to be used to provide such features or functions, shall cease to be effective on the date of enactment of this Act.</text></section> 
<section id="H2372238549804BA99D06FB744600B91B"><enum>5.</enum><header>Effective date</header><text display-inline="no-display-inline">This Act and the amendments made by this Act shall take effect on the date of the enactment of this Act.</text></section>
